PROJECT SUMMARY: The applicant is proposing to reconstruct and expand the existing boat ramp. Field Investigation Report: Plantation Harbor POA Page 2 of 3 9. Narrative Description: The property is a 1.15-acre parcel located at the end of Augusta Road in the Plantation Harbor subdivision off of Adams Creek Road, Craven County. Plantation Harbor POA wishes to reconstruct and expand an existing community boat ramp. This project is located within Clubfoot Creek, a tributary of the Neuse River. This site is located within the Neuse River Basin. Both of the adjacent waterfront properties are residential. There is approximately 100' of shoreline frontage adjacent to Clubfoot Creek. Clubfoot Creek is approximately 1,050' across at this location. Immediate offshore water depths reach -2' below the normal water level (nwl). The current vegetation on the tract mainly consists of upland grasses, trees, and Coastal Wetlands. There is no submerged aquatic vegetation (SAV) near the vicinity of the project area. The elevation of the tract is +4' nwl. This community property is currently developed with a 10-slip docking facility, a boat ramp, and an upland gravel parking area. The Craven County Land Use Plan classifies the project area as Rural with Services, and CAMA AEC's classified as Conservation. These waters of Clubfoot Creek are designated as a Secondary Nursery Area, and are closed to shellfish harvesting. These waters carry a water quality classification of SA; HQW, NSW. The bottom substrate is firm without shell. There are no Cultural Resource sites noted along this stretch of shoreline. 10. Proposed Development: The request is to reconstruct and expand the existing community boat ramp. The waterward terminus of the existing ramp is currently unable to perform the function for which it was intended. The purpose of the newly proposed design is to correct this issue and attempt to prevent future reoccurrence. The new design will connect to deeper water depths and adequate for the intended use. The proposed boat ramp will be 14' wide and 75' long. The initial 45' will be a flat approach into the waterbody. The remaining 30' will then slope downward to connect to the -4.0' depth contour. The sides of the concrete ramp will be reinforced with corrugated vinyl sheet pile. The proposed boat ramp will have the same width as the existing boat ramp, but will extend out an additional 25' into the waterbody from the ramp's current location. The work to be performed will utilize traditional marine construction methodologies (i.e. temporary coffer dam). Any dredge and fill activity below the nwl will limited to the construction of the boat ramp. Anticipated Impacts: There are no Cultural Resource sites along this area of the Clubfoot Creek shoreline. The proposed boat ramp expansion will fill an additional 770 square feet of shallow bottom habitat. The proposed boat ramp will extend approximately 70' waterward of the nwl. The existing use of the boat ramp will remain unchanged. Any temporary turbidity impacts during construction should be minimal with the use of a coffer dam. There is no high ground development proposed. These waters of Clubfoot Creek are designated as a Secondary Nursery Area, and are closed to shellfish harvesting. These waters carry a water quality classification of SA; HQW, NSW. There are no SAVs in the vicinity of the project area. The adjacent Coastal Wetlands along the shoreline are outside of the project area, immediately north and south of the current ramp location, and will not be impacted as a result of the proposed development. Gregson, Director Dee Freeman, Secretary MEMORANDUM DATE: April 19, 2011 TO: Doug Huggett THRU: Roy Brownlow FROM: Brad Connell SUBJECT: Comments and Recommendations - CAMA Major Permit - Plantation Harbor POA, Craven County The following is my assessment and consequent recommendations of the above referenced proposal: This proposal involves the filling of 100 square feet of high ground, and the dredging and filling of 870 square feet of shallow bottom. The waters of Clubfoot Creek are closed to shellfish harvest. This section of the waterbody is a Secondary Nursery Area. There is no SAV in the nearby vicinity of the project area. There are no Cultural Resource sites in the proposed work area. Assuming that state and federal agencies concur with the proposal and that the NCDWQ determines this project to be consistent with the Neuse River Riparian Buffer Rules, I recommend the project be authorized as proposed, contingent upon the following conditions: 1) A pre-construction meeting must be scheduled with a DCM representative at least thirty days prior to the initiation of any construction activities; 2) In order to protect water quality, runoff from the construction must not visibly increase the amount of suspended sediments in adjacent waters; 3) No vegetated wetlands/marsh grass will be excavated or filled; 4) The temporary placement or double handling of excavated or fill materials within waters or vegetated wetlands is not authorized; 5) Appropriate sedimentation and erosion control devices, measures or structures must be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence, diversion swales or berms, sand fence, etc.); 400 Commerce Avenue, Morehead City, North Carolina 28557 Phone: 252-808-2808 \ FAX: 252-247-3330 \ Internet: www.nccoastalmanagement.net An Equal Opportunity \ Affirmative Action Employer- 50% Recycled \ 10% Post Consumer Paper Plantation Harbor POA April 19, 2011 Page 2 6) Any development or land disturbing activity that is considered non-water dependent is not authorized within 50 feet of the normal water level unless specifically exempted by Environmental Management Commission (EMC) Neuse River buffer regulations in place at the time of such development. CC: Ted Tyndall, DCM Roy Brownlow, DCM OCE Plantation Harbor Boat Ramp Project Overview: DCM° l'cr? The project is to replace the existing damaged boat ramp. The boat ramp is part of the community amenities in Plantation Harbor and recreational boating is an important part of the activities of the property owners. Current Site Conditions The existing boat ramp is broken at the end and a 10" hole has developed which has resulted in at least one broken axle on a boat trailer. The existing ramp is 14 feet wide and 50 feet long with a slope of approximately 5 degrees. When the wind is from the south or southwest (prevailing), the average depth at the end of the ramp is 18 inches making launching difficult. Additionally, because of the 5 degree slope of the ramp, significant power is needed to get a boat back on the trailer resulting in some bottom wash and turbidity. From the end of the existing ramp the bottom slopes gently for about 25 feet and then levels out. At the 25 foot point the bottom is approximately 2 feet lower than at the end of the ramp. The bottom in the area of the proposed ramp is free and clear of any vegetation and is relatively firm with only a thin layer of "mud". Parallel with the ramp (5 foot separation) is an existing boat dock approximately 200 feet in length. To the north of the existing ramp and south of the dock are areas of marsh grass. Construction of the ramp will not disturb either area. The shore side of the ramp consists of a gravel approach way and a grassy parking area. Proposed Ramp The proposed ramp will be in exactly the same location as the existing ramp. There will not be any changes to the shore side "facilities". The proposed ramp will be the same 14 feet wide but will extend into the creek an additional 25 feet for a total length of 75 feet. The ramp will be level for approximately the first 45 feet and then slope downward at approximately 12 degrees until it reaches natural bottom (approximately 75 feet overall). The sides of the ramp will be vinyl sheet piling capped with a minimum 6 inch slab of concrete. Curbs will be installed for safety purposes No dredging or excavation for the purposes of increasing depth will be done.
