and to transmit a copy of the meeting packet for your review.
The meeting is scheduled for April 12, 2011. You will receive an e-mail from Ms. Missy Pair, NCDOT Project
Development & Analysis Branch, inviting you to the meeting and providing you with a draft agenda for the day.
We conducted a CP4A Meeting for the Maysville Bypass (Alternate 2C) on September 17, 2009. We changed
the LEDPA to Alternate 2A on May 25, 2010. Therefore, the purpose of our April 12, 2011 meeting is to discuss
avoidance and minimization measures related to Alternate 2A.

The Southern Portion (Maysville Bypass) of the Project

1. Purpose of this Meeting: The purpose is to present information to the Merger Process
Team and reach concurrence on Point 4A; avoidance and minimization for the Maysville
Bypass using Alternative 2A, based upon preliminary impacts and updated jurisdictional
wetland information.

3. Current Status:
• A Merger Process Team Concurrence Meeting is being held today (April 12, 2011) to
revisit CP4A (Belgrade to Chadwick (Maysville Bypass))
4. Action Items from Previous Meetings (Southern)
Byrd Landfill Disposal Site Violation:
• USACE has concluded that this property could be considered in its pre-violation
condition for the purposes of impact assessment and corridor selection
• The Byrd Property is located in the southwest quadrant of Maysville but will not be
affected by the Maysville Bypass Alternative 2A
Wildlife Underpass:
• The Nature Conservancy, USFWS, USFS, NCDENR, and NCWRC requested that
NCDOT construct a wildlife underpass between Maysville and the community of
Chadwick
• NCDOT has agreed to construct a wildlife underpass as part of the R-2514 highway
improvements project
5. Avoidance and Minimization Measures:
• Values are calculated and illustrated in tables in this packet for preferred Alternative
2A
• Impacts are based on slope stakes +25'
