Thank you for your quick review of the Croomsbridge Mitigation Plan. As discussed during our phone conversation this
morning, the elevations depicted on Appendix B are target elevations and will likely change, during the grading process. The
Corps and DWQ will be notified of any changes from the plan.

Hello, Ronnie.
Below are your comments followed by SEGi's response or action taken (in blue
font) to address each concern:
--Monitoring of the development of hydric soil is not required. If the hydrology is there, hydric soil will develop. Hydric soils
profiles may not develop during the monitoring period so we do not want that to be included in the success criteria.
Section 5 C has been removed from the Mitigation Plan (see attached).
--Placement of reference monitoring wells in the existing wetlands on the site will be required.
Section 5 B of the Mitigation Plan and the accompanying Appendix C have been revised to denote/depict 13 wells, of which 3
(three) wells are proposed to be located within the existing wetlands (see attached). As discussed, the final number and locations
will be determined upon completion of the grading work and final approval by the USACE.
--Placement of monitoring wells will be required in the enhancement areas.
See the attached, revised Appendix C
--Placement of monitoring wells will be required in the upper ends of the creation areas in the areas that vary in elevation, i.e.
Creation areas C-7 and C-3. (The amount and locations of the monitoring wells can be discussed prior to installation)

--The target elevation of C-6 is not shown. The elevation of this creation area should not be lower than the normal water level in
the adjacent pit.
Appendix B has been revised to include this information (see attached).
--Concerned about the target elevation in creation area C1. The wetland boundary appears to be around 12' elevation and your
target elevation is 12.5 feet.
Appendix B has been changed to reflect the change in target elevation (see attached).
--Concerned about the target elevation within the lower portion of the western finger of creation area C-3. The wetland
boundary appears to be around 12' and the target elevation is at 13'.

--Target ground elevations are not shown in the enhancement areas and the target elevation of the water level control swales are
not shown on grading plan.
Appendix B has been revised to include this information. In addition, the description "water level controlled wetland swales"
has been removed from Section 3 B of the Mitigation Plan (see attached). It was initially thought that this would be the method
by which the water levels in these areas would be controlled. Upon receipt of the grading plans, it was determined that the
elevations of the water surfaces are very close to the adjacent wetlands and that the impoundment of water would not be as big
an issue as once thought.
Thus, we feel the additional controls, outside of simple grading, are not
necessary.
--The berms that will be located between the temporary diversion ditches and the wetland boundaries should be removed upon
completion of the project so that water from the existing wetlands can interact with the mitigation areas.
A note has been added to Sheet 1 of the Grading Plan (Appendix B) to address this concern (see attached).
I realize the Appendix B is difficult to read as a PDF. Therefore, a hard copy of Appendix B will be submitted to your office
tomorrow. In the meantime, if you have any questions please feel free to call.
