Dear Mr. Parker
The North Carolina Department of Transportation (NCDOT) is asking to have the previously
submitted permit application for B-3656 regarding 401 Water Quality Certification be withdrawn.
Based on current NCDOT design and North Carolina Department of Water Quality (NCDWQ)
standards, NCDOT is not required to acquire written concurrence for a water quality certification at
this time. If the project design does change and/or additional information is presented that requires
NCDOT to obtain written concurrence, NCDOT will coordinate with NCDWQ accordingly.
