Subject: Modi cation request due to additional buffer impacts, surface water fill, bank
stabilization, and dewatering limits necessary to facilitate construction on NC 96
in Fr klin County; Division 5; TIP W-5112.
The North Carolina Department of Transportation (NCDOT) has W-5112 under contract and
recent survey/staking ork ahead of the pipe replacement and pipe extension has revealed issues
with permit limits and tonstructability.
At Site 1: at the outle there is a dead tree that has fallen across the stream from the SW quad
with the root ball still within the south stream bank. This root ball will need to be removed in
order to set the new p e and the resulting footprint of disturbance would exceed the 1 Oft of rip
rap armoring original( approved. Therefore NCDOT would like request an additional l Oft of rip
rap bank stabilization t the outlet and loft at the inlet to address this issue and to also allow for
resolving any similar i sues on the inlet due to concerns with the proximity of an existing tree on
SE quad. Consequent(, the dewatering limits and the buffer impacts would increase. NCDOT
has acquired permane t drainage easements to each end of the pipe. We request the approval to
expand the buffer im acts and dewatering impacts out to the PDE limits on either side of the
roadway to give the co?ltractor adequate room for maintaining a dry work area.
At Site 2: a slight cannel change will be necessary with the pipe extension at the inlet.
Excavation along exist ng channel and rip rap bank stabilization of 15ft will be required to tie the
existing stream channel over into the new mouth of this pipe. This would result in an addition 5ft
of surface water fill due to the alignment of the existing channel. Additionally, the dewatering
limits and the buffo impacts would increase. NCDOT has acquired permanent drainage
easements to each en of the pipe. However we request only to expand the approval of buffer
impacts and dewaterin impacts out another 5ft to cover a portion of the PDE limit on the east
side of the roadway to love the contractor adequate room for maintaining a dry work area.
The Division is prove I ing this letter to report these extra proposed impacts (see Table 1. and
revised Permit Drawi s for Site 1 and Site 2) and to request a modification to the WQC No.
3820/Neuse Buffer An horization/WQC No. 3820 and to the USACE non-reporting NWP 14.
