(5) allowing the stream channel to reform on its own, and (6) creating a diverse habitat
including upper marsh areas, deep pools, and forested buffers. This approach will improve
water quality, improve wildlife habitat, and restore stream and wetland functions to the lake
and Robeson Creek. We are requesting a total of $546,562 for this restoration construction
project.
Background
Town Lake, also known as Pittsboro Lake, is located in the town limits of Pittsboro, Chatham
County and is actually made up of 2 lakes; one older "lower" lake and one newer "upper"
lake. Together, both water bodies comprise approximately 15 acres in surface areas. The lake
impounds Robeson Creek, a tributary to the Haw River and Jordan Lake. Town Lake is a
retired water supply for the Town of Pittsboro and is owned solely by the town. According
to the Cape Fear River Basinwide Water Quality Plan, the lake is impacted by both urban and
rural nonpoint source pollution and is affected by algal blooms stimulated by excessive
nutrient input from the watershed. The lake was rated eutrophic in 2003. Chloropyll a
concentrations were elevated and algal blooms occurred throughout the summer (NCDENR
Division of Water Quality Basinwide Assessment Report-Cape Fear River Basin-August
2004). The Basinwide Plan listed the lake as "Not Rated" for aquatic life because all
chlorophyll a samples exceeded the water quality criterion; however, only three samples
were collected. A minimum of 10 samples are needed to assign a use support rating.
Town Lake is on the impaired waters list for aquatic macrophyte infestation. Parrot feather
(Myriophyllum aquaticum) is an invasive exotic aquatic weed that completely covers the lake
shores and lake bottom. Parrot feather infestations are problematic because the plants form
dense mats blocking water flow and creating unsuitable conditions for fish while providing
excellent breeding habitat for mosquitoes. DWQ is currently developing a management plan
for controlling this plant in Town Lake. The 2007 Town Lake Restoration Shady prepared by
the NCSU Water Quality Group also outlines management strategies for controlling this
aquatic weed.

The land areas adjacent to the lake are currently used as a town park and soccer fields.
Several trails are located around the lake. Several groups, including the Haw River Assembly
(HRA), Town of Pittsboro, and local citizens are concerned about water quality issues
regarding the lake and have expressed avid interest in restoring it to a functioning water
body. Currently, these same groups and others are working together to improve water quality
conditions within the Robeson Creek Watershed. HRA currently has several EPA 319 grants
for their Stream Steward Campaign in order to educate citizens within the watersheds on
water quality in local streams. The Chatham Soil and Water Conservation District will use
some of its funds from their Community Assistance Program to install raingardens at local
schools in the Robeson Creek Watershed this year. North Carolina State University (NCSU)
is working on its third EPA 319 grants for TMDL issues regarding Robeson Creek. The first
grant of $210,000 funded a watershed assessment and development of a TMDL
Implementation Plan. Monitoring was established at 8 sites throughout the watershed during
the 2001-2002 period of this grant. The second grant of $300,000 focused on implementation
of BMPs in the watershed to help meet the TMDL target for Robeson Creek. Raingardens,
wetland enhancement, stream restoration projects, buffer plantings, educational campaigns,
and continued water quality monitoring were concentrated in the urban area of the watershed
with an emphasis on stormwater. The current EPA 319 grant of $470,000 started in January
2008 and also focuses on the same issues as the second grant. This grant, however, will be
broader in scope and target rural areas of the watershed, including the headwaters and feeder
streams to Town Lake.
The Robeson Creek Watershed Council (RCWC), which consists of members from NCSU,
HRA, the Town of Pittsboro, Chatham County, Cooperative Extension, Natural Resources
Conservation Service (MRCS), Chatham Soil and Water Conservation District, Farm Service
Agency, local industries, and local citizens, was formed in 2002 to direct water quality
initiatives in the Robeson Creek Watershed. This active stakeholder group meets quarterly to
discuss issues, address problems, raise awareness, and seek funding opportunities to address
water impairments in the watershed. RCWC is supportive of this project and has worked
diligently over the years to locate funds to help restore this lake.

Project Description
Town Lake is located just south of the Town of Pittsboro and is a focal point for community
recreation. Considering the combined need and desire to address the water quality issues
within this lake, NCSU Water Quality Group proposes to implement improvements and
various restoration methodologies to remove it from the impaired waters list. Using the 2007
Town Lake Restoration Study, the preferred passive restoration approach will be the design
and construction alternative for this proposed construction project. This approach will
involve conversion of the lake to a more natural ecosystem with a channel, associated
wetland floodplain, and diverse native vegetative community. This alternative has the
approval of the Town of Pittsboro as well as support from the Robeson Creek Watershed
Council and its many stakeholders. As part of the permit process, a representative from the
US Army Corps of Engineers has already visited the site and indicated that this would be a
good project and permitting should go relatively smoothly.
The passive restoration approach would involve the partial lowering of the bedrock elevation
in the spillway area, and the installation of a water control/storage structure. This type of
design will keep the extent of surface water on the site similar to the current conditions, but
the average water depth will be shallower, allowing emergent aquatic vegetation to develop.
Several additional diverse types of habitats are also a part of this plan including upper marsh
areas, deep pools, and a forested buffer. This type of wetland will support a variety of
wildlife such as fish, amphibians and birds and will be more similar to the current habitat
than a primarily forested system. The aesthetic nature of this type of wetland combined with
the speed at which this type of community develops can make this approach more attractive
for the public.
This wetland system will also help improve water quality. Wetlands have important filtering
capabilities. The chemical and biological conditions in wetlands enable them to act as water
purifiers. Vegetation slows the water enough so that the wetlands retain excess nutrients and
some pollutants, allowing them to settle to the bottom. Soil bacteria convert pollutants into

harmless forms. As the water is cleaned the plants also absorb some chemicals that are
released. The plants then convert the chemicals to nutrients that are eventually passed onto
animals in the ecosystem. High sediment loads that would clog waterways and affect fish and
amphibian egg development is captured by the wetland vegetation and allowed to settle out
thereby providing more growing substrate for these important wetland plants. The ability of
wetlands to recycle nutrients and to take suspended materials and chemicals out of the water
is a critical value and unique function. Figure 1 shows a recently constructed wetland similar
to the one proposed here.
The current design schematic is provided in Figure 2. Sediment storage areas will be
incorporated to accommodate future fluxes. This project approach is a cost effective method
of retrofitting failing ponds, addressing stormwater at a regional level, and incorporating
sustainable environmental ideas into a public friendly setting. The successful completion of
this project will open new doors for improving water quality and expand current thinking on
the possibilities of ecosystems restoration projects.
