Project Summary: The applicant wishes to convert an existing wooden deck into a concrete slab, roofed sunroom. Field Investigation Report: Ann Tipple PaLye 2 9. Narrative Description: The property is located at 49 Quarterdeck Townhomes in River Bend, Craven County. There are four units within the townhome. This unit is a 0.04-acre tract adjacent to Pirates Cove canal. This site is also developed with an existing asphalt driveway, bulkhead, and a docking facility. The adjacent properties are developed with similar multi-family dwellings. The average elevation of the high ground of the parcel is +7' above the normal water level (nwl). Vegetation on this particular tract is mainly comprised of manicured lawn grasses. This particular townhome unit has 24' of shoreline along this canal. The townhome's existing deck is within 25' of the normal water level (nwl). This canal is about 97 feet across at this location. This tributary is a part of the Neuse River basin. These waters are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation present. This area is closed to shellfish harvest and is classified as C; Swamp, Nutrient Sensitive Waters. The center of the canal is the a defined channel adjacent to the project area. 10. Proposed Development: The applicant wishes to demolish an existing deck and replace it with a concrete slab, roofed . addition. This development will stay within the existing footprint of the deck. The new sunroom addition will be 12' wide and 22' long. It. Anticipated Impacts: The new addition will create an additional 264 square feet of impervious surface. This work will take place entirely on high ground. However, the eastern portion of the reconfiguration will add new impervious surface within the NCDWQ Neuse River Riparian Buffer. These waters are classified as C; Swamp, Nutrient Sensitive Waters and are not designated as a Primary Nursery Area. Immediate off shore water depths in the area range from -1' to -6' nwl. Gregson, Director MEMORANDUM DATE: March 15, 2011 TO: Doug Huggett THRU: Ted Tyndall y ?1 FROM: Brad Connell ' Resources Dee Freeman, Secretary SUBJECT: Comments and Recommendations - CAMA Major Pen-nit - Ann Tipple, Craven County The following is my assessment and consequent recommendations of the above referenced proposal: This proposal involves the filling of 264 ft2 of high ground within the Public Trust Shoreline subject to the Neuse River Basin Riparian Buffer Rules. The waters of this canal off of the Trent River are closed to shellfish harvest. This waterbody is not a Primary Nursery Area. Assuming that state and federal agencies concur with the proposal and that the NCDWQ determines this project to be consistent with the Neuse River Riparian Buffer Rules, I recommend the project be authorized as proposed, contingent upon the following conditions: 1) Any building constructed shall comply with the North Carolina Building Code and the local flood damage prevention ordinance as required by the National Flood Insurance Program; 2) In order to protect water quality, runoff from the construction must not visibly increase the amount of suspended sediments in adjacent waters; 3) Appropriate sedimentation and erosion control devices, measures or structures must be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence, diversion swales or berms, sand fence, etc.); 4) A ground cover sufficient to restrain erosion shall be provided within the shorter of 15 working or 30 calendar days of completion of any phase of grading on cut or filled slopes. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: This permit does not convey any rights, either in real estate or material.
