On February 11, 2004 Steve Trowel with the NC Division of Coastal Management (CAMA), Stephen Lane and
I with the Division of Water Quality (DWQ) made a visit to Lot # 6 in the Dowry Creek subdivision, near
Belhaven, NC. Lot # 6 has a portion of a coastal wetland towards the south side of the property. As stated in the
Tar-Pamlico Buffer Rules 15A NCAC 02B .0259 (4) Zones of the Riparian Buffer (iii.)... Zone 1 shall begin at
the most landward limit of... (c) ...the coastal wetlands as defined by the Division of Coastal lllanap-ement.
During our visit Steve Trowel flagged the"Coastal Wetland (pink tape), and DWQ flagged 30' from 'the Coastal
Wetland also know as Zone 1 (orange and black tape), Zone 2 (31-50') was not flagged due to the size of the
lot.
It is my understanding that there is currently- a purchase agreement for the property to be sold to Mr. John Lorts -
of California. Mr. Lorts had indicated that he would like to build a home of 45' X 45' with and additional 20'
fora driveway. For a home to be built on this lot a Minor Variance would be needed as well as mitigation for
the amount of square foot impact by impervious-material to Zone 2 (31-50'). DWQ recommended that the
drive flow straight to the home to minimize impact to Zone 2, thus eliminating the need for the additional 20'
and placement of the house at an angle toward the back half of the property. Please send the Minor Variance
Request along with a plat of the property showing all property, CAMA, and DWQ Buffer lines and placement
of the house with any decks, and drive to:
