4. Project Description and History

Replacing the existing 1@40'-6"timber deck with vertical timber abutments bridge over Little Hunting Creek.The bridge was constructed in 1960 and reconstructed in 1987.The
surrounding land use is agricultural,residential and fragmented forest land.

NCDOT Structure Management Unit(SMU)records indicate Bridge No.4 has a sufficiency rating of 48.41 out of a possible 100 for a new structure.The bridge is considered structurally
deficient due to insufficient load-carrying capacity and a superstructure condition rating of 4 out of a possible 9.The posted weight restriction(23 tons for single vehicle and 29 tons for
a truck/tractor/semitrailer)on Bridge No.4 prohibits large or heavy vehicles,typically used in transporting agricultural and manufactured products,from using the bridge.Vehicles above
the posted weight must detour approximately 1.3 miles to avoid the bridge.Replacing the existing bridge will eliminate posted weight limits by providing a safe crossing for all legal loads
and will make accommodations for broadband installation in order to support economic competitiveness.

The North Carolina Department of Transportation(NCDOT)proposes to replace Bridge No.4 on South Windy Gap Road(S.R.2418)over Little Hunting Creek in Wilkes County.The
bridge will be replaced on the existing alignment while detouring traffic offsite during construction.Bridge No.4 was originally built in 1960 and reconstructed in 1987.The existing
structure is 41 feet long with a deck width of 25 feet.The structure is a timber floor on salvaged I-Beams with timber substructure.NCDOT proposes to construct a 70-foot long single
span core slab bridge with a deck width of 30 feet.The new structure will include 10-foot lanes and variable width shoulders that average 3-foot,11-inches.Standard road and bridge
building equipment such as trucks,dozers,and cranes will be used.

This project was evaluated on August 13,2019.NCDOT biologists assessed Bridge No.04 for potential northern long-eared bat habitat.No shallow
vertical top sealed crevices or deep vertical unsealed crevices suitable for roosting were present on the structure.No evidence(bats,staining,and
guano)of bats was observed.Based on the type of bridge and lack of evidence of bats on the bridge,NCDOT recommends a biological conclusion of
No Effect for the northern long-eared bat.
On January 9,2020,NCDOT biologists assessed the bridge project footprint for potential MYGR habitat.No evidence of bats(bats,staining or guano)
was observed on this small,timber deck and steel beam bridge.No shallow vertical top sealed crevices or deep vertical unsealed crevices suitable for
roosting were present on the structure.No caves or mines are located within the project footprint or within line of sight of the bridge.Therefore,no
suitable roosting habitat for MYGR is present.Based on the lack of evidence of bats during the recent bridge inspection and the prior August 13 field
visit,the type of bridge(timber and steel)and lack of caves or mines in the project vicinity,the proposed project will have a biological conclusion of No
Effect for gray bats.

received responses from the Cherokee Nation and the United Keetoowah Band of Cherokee;however,neither response indicated the presence of
any previously unknown resources.
