Harris, III, P.E., Unit Head North Carolina Department of Transportation Project Development & Environmental Analysis Branch 1598 Mail Service Center Raleigh, North Carolina 27699-1548 Subject: Indian Creek Mitigation Site, Lincoln County, TIP No. R-0617BA, DWQ #02-1356, Lincoln County Dear Mr. Harris: This correspondence is in reference to your letter dated March 9, 2009, regarding the Indian Creek Mitigation site located in Lincoln County, North Carolina. This site is being utilized by the North Carolina Department of Transportation as compensatory mitigation for wetland and stream impacts associated with improvements to NC 150 from the Gaston-Lincoln County line to west of Indian Creek. Please be advised that the Division of Water Quality (DWQ) did not require wetland mitigation through the 401 Water Quality Certification process on this project and therefore will not be commenting on the request to discontinue monitoring on the wetland creation area. It is, however, DWQ's expectation that monitoring associated with the 480 linear feet of stream enhancement continue as required through the 401 Water Quality Certification. If you have any questions, please contact Polly Lespinasse at (704) 663-1699. Sincerely, Robert B.
