Below I have responded to the problems found in our inspection of December 28th, 2020 and the schedule for addressing these problems. Some of the major problems that were found with the oxidation ditch and one of our clarifiers is included in a scheduled plant upgrade this year. The Town has secured funding from DEQ to upgrade these facilities, Withers Ravenal Engineering has completed the plans for the upgrade and construction is hopefully to start this spring. Some of the items we will fix here in house even though we have found it difficult to get vendors to come and quote us prices due to the Covid-19 Pandemic, some of the items have already been corrected. 1. The leak in the oxidation ditch has been fixed and is not longer leaking. During the inspection I believe I was misunderstood as to the time this leak started, I told Mr. Henderson that I know it was not leaking 6 weeks prior because that was the last time the operators mowed around the basin. I did not know it was leaking until Mr. Henderson noticed it during the inspection, we began notifying your office on December 16th of the leak and I submitted the by-pass report to Mr. Henderson on December 19th letting him know that the leak was fixed. 2. We are awaiting pricing from Carolina Technical Services for the necessary equipment to begin chilled flow proportional sampling for the Influent and Effluent samples , we hope to have all this installed in the next 60 days. We have moved the effluent sample location to the very end of the contact chamber after all treatment. 3. New ph buffer has been received and a closer check will be kept on all expiration dates. 4. After contacting Waste Management our sludge hauler, we have not removed any sludge to the landfill since 2015. We have such a low flow very few solids are coming into the plant. 5. All lab equipment is calibrated before use and noted on the daily lab work sheet, all lab equipment was sent to Meritech Labs for yearly calibrations. 6. The clarifier scum box was unstopped before Mr. Henderson left on December 10th 7. The brush rotor repair in the oxidation ditch is also part of the plant upgrade scheduled for this year. 8. The clarifier that is not in operation is also included in the plant upgrade, all sweep arms, valves and motor are to be replaced. The Town understands the urgency in which all the items found in the inspection will need fixing or replacing and we will work diligently to make sure each item is addressed.
