SUBJECT: Pipe Rep lacement/Secondary Road Paving on SR 1520 (Dobbs Road), Cleveland
County
Dear Ms. Hair:
The North Carolina Department of Transportation proposes to replace a box culvert in
conjunction with a secondary road paving project on SR 1520 (Dobbs Road) in Cleveland
County.
NCDOT requests authorization to replace a deteriorating 20-foot long, 6' x 3.5' concrete/rock
culvert with a 50-foot long, 81" x 59" CM PA on SR 1520 (Dobbs Road) in Cleveland County.
Ten feet of riprap will be utilized at the new pipe inlet and outlet for structure stabilization. A
temporary cofferdam pumping system will be used to divert the stream around the construction
site as needed. All areas affected by temporary cofferdam system will be restored to pre-project
conditions.
The scope of the work will permanently impact 40 linear feet of an unnamed tributary to Hinton
Creek, which is classified as Class C Waters by the Division of Water Quality. No wetlands or
high quality waters will be impacted by this project.
This office has conducted a GIS and field survey for the project for historical sites and
threatened/endangered species sites. No sites listed on the National Register of Historic Places
are located in the vicinity of the project nor did there appear to be any eligible structures. The
federally listed species for Cleveland County (USFWS listed date September 22, 2010) include
the dwarf-flowered heartleaf (Hexastylis naniJlora). National Heritage Program records
document the nearest Dwarf-flowered heartleaf location approximately 3.2 miles east of the
proposed project area. The heartleaf is usually found on dry to moist ravine slopes (usually north
facing and of the oak-hickory-pine forest type) and in boggy areas near springheads. There is
little suitable habitat within the proposed project area and no species were observed. It is
anticipated that this project will have no impact on the heartleaf species

The project area is not located within 'h mile of any critical watershed area nor is SR 1520 a rural
or urban arterial: therefore, hazardous spill basins are not required. Enclosed is the hazardous
spill basin checklist.

which is to be paved.

The purpose of the proposed work is to replace the deteriorating culvert for the safety of the travelling public.

NCDOT proposes to replace a deteriorating 20-foot long, 6' x 3.5' concrete and rock culvert, with a 50-foot long, 81"x 59"
CMPA. Ten feet of riprap will be utilized at the new pipe inlet and outlet for structure stabilization. A temporary cofferdam
pumping system will be used to divert the stream around the construction site as needed. Area affected by temporary
cofferdam system will be graded and restored back to pre-project conditions. All Best Management Practice's will be
utilized during the course of the project. The Project will be constructed using typical heavy equipment (trackhoe,
backhoe, etc.).

PURPOSE
The purpose of this Erosion and
Sedimentation Control Program of the
Division of Highways is to control accelerated
erosion and sedimentation resulting from the
construction and maintenance of roads and
highways in North Carolina. This program is
developed pursuant to the requirements
contained in the Rules and Regulations for
Erosion and Sedimentation Control which
were adopted by the North Carolina
Sedimentation Control Commission on April
10, 1974.
PROJECT
DESCRIPTION
Dobs Rd (SR 1520(. The NCDOT will be grading, widening, and paving Dobs Rd. No
problem areas are anticipated. The work will be completed during the 2010/2011
construction season.
CONSTRUCTION SEQUENCE
I. Grading to be started by state forces. Install all necessary silt fences, sediment basins, and check dams
and begin clearing construction area.
2. Rough grade the construction area and begin installing any storm drainage and/or cross lines. Install
inlet and outlet protection as storm drainage is being installed.
3. As an area is brought to finish grade and the black base is placed for the road, and the shoulder
finished, then seed, mulch and tack should be provided for denuded areas.
4. Leave all erosion control devices in place until vegetation has been established sufficiently to
withstand erosion. DO NOT remove any erosion control devices until directed by the County
Engineer.
MAINTENANCE PLAN
I. All erosion and sediment control practices will be checked for stability and operation following every
runoff producing rainfall but in no case less than once every week. Any repairs will be made
immediately to maintain all practices as designed.
2. Sediment will be removed from behind the sediment fence when it becomes about 0.5 feet deep at the
fence. The sediment fence will be repaired as necessary to maintain a barrier.
3. All seeded areas will be fertilized, reseeded as necessary and mulched according to the instruction in
the seeded specifications to maintain a vigorous, dense vegetative cover.
4. Outlet protection will be installed when outlets are installed. Filter fabric will be placed under the
entire stone section and will be repaired and replaced if damaged during any phase of construction.
5. Sediment will be removed from the basin when it reaches 1.0 foot below the emergency spillway. The
filter stone is to be cleaned or replaced when basin no longer drains properly.
GROUND COVER FOR SLOPES FILLS AND OTHER GRADED AREAS
The angles for graded slopes and fills shall be no greater than the angle which can be retained by vegetative
cover or other adequate erosion control devices or structures.
Seeding should be done in accordance with the specifications for that season of the year.
Additional erosion control measures may be required depending on the actual field conditions.
4.2 • Pipe/Culvert Installation
4.2 PIPEICULVERT INSTALLATION
This section describes the steps to take when an existing pipe or
culvert is being constructed or replaced on a jurisdictional stream.
1. Prior to installing Erosion Control, identify permit conditions
and impact area limits. Contact the Division Environmental
Officer (DEO) for information on permit drawings or
jurisdictional areas.
Erosion Control 2. Install temporary silt fence or silt ditch to treat runoff from the
work area or isolate the work area from the jurisdictional
areas, such as wetlands or riparian buffers (See Section 5.1).
3. Install Temporary Rock Silt Check Type'A" or Temporary
Sediment Dam Type -B- in ditch lines to contain sediment
prior to discharge into the watercourse (See Section 5.1).

Course 4. On larger streams, flow diversion may be used to isolate the
work area using bypass pumping, piped diversion or fabric-
lined channel (See Section 5.2). On smaller streams, or at low
flow conditions, an Impervious dike may be used to
temporarily dewater the work area within the stream channel
(See Section 5.3).

Area 6. Dewatering devices are typically needed to keep the work
area dry (see Section 5.4). The permit conditions and the
amount of available space and length of pipe replacement or
project limits will determine the type of dewatering device to
be used. Every effort should be made to minimize the extent
of the area to be dewatered and the length of time the site is
dewatered.
• In CAMA-AECs, the type of dewaterfng device Is
Identified in the CAMA permit.
7. Install the piWculvert per the NCDOT standards and
specifications, and any specified permit conditions. Note that
pipes and culverts shall be buried a minimum depth below the
existing streambed, as defined below, in order to allow for
aquatic organism passage during low flow conditions.
Variance may be obtained by the DEO to allow for deviations
in pipe burial depths due to bedrock, steep gradients in the
stream channel, existing headcutting, potential for drainage of
upstream wetlands, or other concerns.

9. Install the riprap shoulder slope and outlet protection on
upstream and downstream channels where indicated on
the permit drawings (See Section 5.6). Do not exceed
approved limits in the permit. Contact the DEO if the
permit or permit drawings are not dear.

a streambanks where feasible.
13. Begin backfill operations. Intermediate erosion and
sedimentation control BMPs shall be installed prior to the
badfiil operation to provide containment between the work
area and the watercourse.
14. If the pipalculven is part of a larger roadway project, enough
backfill should be placed to allow for the removal of the
temporary stream crossing. If no temporary stream crossing
is required then enough backfill should be placed to prevent a
washout during a minor storm event.
