Within and attached to this letter, SEGi is providing the additional information, you requested in your 28
October email. The information is necessary to process the request for DA authorization to use the NWP 14 for
construction of a road to haul material from the Sandstone Mine.
1. Please provide a mitigation plan that includes the parameters that will be monitored, the party
responsible for the monitoring, and the frequency for submitting the monitoring reports.
HanPen Land Company, LLC ("Applicant") will ensure monitoring of the vegetation, soil
characteristics, and hydrologic regimes is conducted, for a period of 3 years or until the restoration is
deemed successful by the USACE. An initial mitigation report will be submitted to the USACE upon
completion of the restoration work and will be followed up with annual monitoring reports, which will
commence one year from the date of the initial mitigation report.
The success criteria of this mitigation site will be based on the 1987 Army Corps of Engineers Wetlands
Manual. The mitigation site will be deemed successful once it meets the three wetland parameters
outlined in the manual. The Applicant is requesting the USACE agree that the site can be deemed
successful once it has met the success criteria for two (2) consecutive years.
2. Please provide a revised wetland impact summary that excludes and area of wetlands that has already
been filled.
The site plan has been revised to reflect this request (see attached). The summary below reflects the
impacts anticipated with this project:

As you will see, impacts have been reduced from 0.17 to 0. 13, a reduction of 0.04 acre. This was
accomplished by extending the length of the bridge and reducing the width of the haul road from 24' to
14'.
3. Please provide the following information regarding avoidance and minimization:
a. Please explain why the proposed crossing cannot be constructed within the entire footprint of
the existing crossing and provide impact comparison between the two options. The filled
areas within the existing crossing and the proposed crossing should be excluded from the
impact comparison.
It is not possible to construct the crossing within the footprint of the existing crossing. The hard
left turn, trucks would have to make on the northern side of the crossing, makes using the
existing crossing impracticable. The attached site plan and associated table accurately reflects
the proposed wetland impacts, which does not include the existing haul road.
b. Please explain why the haul road width cannot be reduced before it enters the wetlands.
The width of the haul road has been reduced to 14' at the point where it crossing jurisdictional
wetlands. You will notice that the Applicant has eliminated the proposed retaining wall, except
for the wing walls. This was necessary due to the cost of extending the length of the bridge. 12"
Class B rip-rap will be used to stabilize slopes.
c. Please explain why the IS' haul road is adequate width or revise wetland impact map to
reflect anticipated impacts associated with improving the existing road.
Currently, the existing 15' haul road supports truck passage without wetlands impacts. Thus, the
Applicant does not anticipate additional impacts with the construction of the road crossing. At
times when two trucks are utilizing the haul road simultaneously, upland turnouts are available,
which will allow trucks to pass without having to disturb wetlands.
It is my hope that the information found within and attached to this correspondence will complete the
Nationwide Permit application and the approval will be issued. However, if you have any questions, please feel
