PROJECT SUMMARY: The applicant proposes to modify Major Permit #74-08 to dredge two separate areas within a canal adjacent to Carova Beach Park so boaters can access the parks docking facilities and boat ramp. Project Setting The proposed dredging is located in two separate areas within aman-made canal located within the four-wheel drive area of the Carova Beach subdivision, Corolla, Currituck County. The subject canal is approximately 65' wide and extends 2,800' to the west and then turns to the northwest and continues 1,800' through the Carova Beach development until it connects to Knotts Island Bay in the northern portion of the Currituck Sound. The northern shoreline of the canal borders residential lots and the majority of the shoreline has no erosion control structures; however, in the areas that dredging is proposed, bulkheads exist. The eastern end of the canal terminates at a bulkheaded shoreline with a boat ramp. The southern shoreline is bulkheaded along the county owned parcel as well as along four Lots located approximately 150' to the west of the park; the remainder of this shoreline has no erosion control structures. A drainage ditch for the Wild Horse Estates Subdivision exists along this shoreline within common area located approximately 890' to the west of the county owned parcel. Dredge location 1 is adjacent to a 5.3-acre parcel owned by Currituck County. This parcel was developed as a park for area residents and to provide docking for traveling boaters from nearby Knotts Island. Park amenities include a bulkheaded shoreline (370') authorized through General Permit #49654-A, a shore-side dock, boat ramp, gravel parking areas, picnic shelters, a restroom facility, water well, volleyball court, horseshoe pits and a picnic pavilion all authorized through Major Permit #74-08. The parcel is bordered by Ocean Pearl Drive on the east side, Wild Horse Lane to the south, an undeveloped lot and the subject canal to the north, and undeveloped lots to the west. Dredge location 2 is adjacent to the Wild Horse Estates Subdivision common area and drainage ditch. The common area is undeveloped and has a natural shoreline. The drainage ditch is narrow and shallow within the upland areas of the common area, but as it approaches the canal it widens and water depth increases. Approximately 250' of the drainage ditch is navigable by kayak landward from its mouth at the canal. The waters of the canal leading to Knotts Island Bay are classified as SC and are closed to the taking of shellfish. Water depths within the canal adjacent to the county park range from -1 foot to -2 feet adjacent to the bulkhead and range from -4 feet to -5 feet in the center of the canal. A "plug" has formed within the canal adjacent to the drainage ditch for the Wild Horse Estates Subdivision and water depths within this area range from -1 foot to -3 feet across the canal width. Water depths on the east and west sides of the "plug" are approximately -4 feet. Submerged Aquatic Vegetation (SAV) consisting of eurasion water milfoil (Myriophyllum spicatum) was observed growing within the canal extending from the southern shoreline to Currituck County; Carova Beach Park Field hvesti~atior: Report Pa~3e approximately she center of the canal along the entire length of the canal. The applicant proposes to dredge two locations within the canal to provide deeper water fior boaters to access the Carova Beach Park cocking area and boat ramp. Dredging will be accomplished through the use of a long reach excavator and the dredging spoils will be temporarily stockpiled within the park at a location that will be 100' landward of the bulkhead. The spoils will be protected from eroding into the surrounding lands through the use of a silt fence. When dry, the spoils will be removed and disposed of on high ground at 2008 & 2010 Sea Gull Rd. within North Swan Beach. Dredge location one will be adjacent to the park along the southern bulkheaded shoreline. The applicant proposes to dredge a 299.4' by 30' area to a depth that will range from -2 feet at the bulkhead to -4 feet 30' waterward of the bulkhead. The average water depth within this area is - 2.77 feet and the average dredging depth will be -1.23 feet. Approximately 409 cubic yards of dredge material will be removed from location one. Approximately 200' of the northern shoreline is bulkheaded within this area. , Dredge location two will be adjacent to the drainage ditch for the Wild Horse Estates Subdivision where a shallow "plug" exists within the canal separating deeperwaters on both the east and west sides. The applicant has attained written permission from Wild Horse Estates to access the site through the use of two dirt roads that extend to the shoreline on both sides of the ditch. The applicant anticipates .dredging this area during a northeast wind making it possible to walk the excavator along the shoreline. At this location, dredging will occur in a 176.71' by 30' area along the southern shoreline to a depth of -4 feet to re-establish a continuous depth contour. The average water depth within this area is -1.62 feet and the average dredging depth will be -2.38 feet. Approximately 467 cubic yards of dredge material will be removed from location two. The spoils will be moved to the drying area via a muck bucket and dump truck. The northern shoreline within this area is bulkheaded and two piers exist. Anticipated Impacts • The proposed dredging within the canal will result in approximately 14,283 ftZ of Public Trust Area (PTA) and Estuarine Waters (EW) AECs being dredged. Approximately 876 cubic yards of fine sands and silt will be removed. • The proposed dredging within the canal will result in the removal of approximately 14,283 ftZ of SAV's. • Temporary water turbidity will occur during dredging process. • The temporary spoil drying area will occupy an area of approximately 5,278 ft2 outside of CAMA jurisdiction. The canal at the park has had little or no maintenance since the canals creation prior to the date recorded by Stuart Bell on June 16, 1970. Erosion of the shore bank has filled parts of the canal making navigation difficult. The water levels in the canal are driven by wind. During normal water levels use of the boat ramp, access to the canal and mooring at the dock is difficult. During periods of unfavorable these areas are unusable. It is our hope to amend the permit to allow dredging in 2 locations along the canal. QAQ Location 1: ~ 9 q , y We propose to dredge the canal at the boat ramp an along the mooring locations. The total length of the dredging at the park location shall be lineal foot. The dredging shall be preformed up to 30 foot out from the bulkhead/ mooring locations. The depth of the dredging operation sha1I vary form 24 inches deep at the bulkhead to 48 inches deep at the 30 foot length in the canal. The depths of the canal from the 30 foot mark to the midpoint of the canal are capable of supporting the size boat the park was designed for. Total of 408.61 cubic yards of spoils to be removed. Location 2: There is one additional area of concern at the drainage swale for the Wild Horse Estates subdivision. The Swale is Iocated 750 lineal foot from the North Western corner of the park. The Swale drains directly into the canal above the park. back of maintenance has created a blockage of sediment in the canal impeding larger boats and becoming a hazzard to boats with a shallow draft. The area is 176.71 lineal foot. ~~'e propose to maintenance dredging of the canal at this location 30 foot from the shore. The depths shall be 48 inches (5 foot from the shore line) at the shore and 48 inches at the 30 foot mark in the canal. The depths of the canal on the East & Rest sides of the Swale wilt support boat traffic. A Iota; of 467.95 cubic ~~ards of spoils to be removed. We hay-e gained permission from the oumers of Wild Horse estates to Access this area by use ofthe adjacent common area. Proposed disposal areas for the spoils shall be 2010 & 2008 Sea Gull in North Swan Beach. The applicable land disturbance permit has been completed. The spoils will be removed by the use of a long reach excavator. The spoils will be temporarily stockpiled onsite for no more than 30 day. The stockpile will be protected from erosion by silt fence. SAVs are located at each proposed dredging site. The dominate species is Eurasian milfoil grass. The coverage is normal. During North, North East or North West winds much of the area of proposed dredging is above water. The total volume of spoil to be removed from this project is 876.56 CY.
