R-2518A and R-2518B Madison and Yancey Counties Dear Mr. Swain: On December 1, 2010, 1 inspected the construction work on the US Highway 19/19E Project in Madison and Yancey Counties. Major grading, culvert work, bridgework and paving are underway along the entire length of the project. Please continue to ensure that all sediment and erosion control structures are maintained and seeding and mulching are performed as required to protect State surface waters. All silt fences should be inspected and checked for proper operation. All high visibility fencing should be checked for proper installation. 3.Recommend installing sediment and erosion control structures at the T & M site, near the old Masonic Lodge, to prevent the loss of sediment off-site. 3.All bare soil areas (both sides) where construction has not occurred for more than 15 days, should be temporary seeded, mulched or covered with non-erosive material. 4.Please continue to ensure that all sediment and erosion control devices are maintained and working properly. 5.As a reminder the streams on the Madison County construction area are classified as High Quality Waters and all measures necessary to protect State surface waters should be employed. 6.
