Dear Mr. Setzer:
On December 8, 2010, I inspected the construction work on Bridge No. 70 on North Carolina Secondary Road
1 134 (Joyce Kilmer Road) in Graham County. The erosion and sedimentation control structures, vegetative
covering, and matting appear to be working properly.
Please continue to ensure that all sediment and erosion control structures are maintained and that seeding and
mulching are performed as needed to protect downstream waters. A copy of the inspection report is attached
to this letter.

Reviewed project with NCDOT staff. Contractor had completed rock removal work on the first spread footer
and had started work on the second. Work was halted due to high water. Work was continuing on the other bent
sites. Fill material was being placed on the east side of the river for the east end bent.
All sediment and erosion control measures appeared to be operating properly.
Continue to maintain erosion control devices and continue with seeding and matting as required to protect State
surface waters.
