Runyon Creek, Tar-Pamlico River Basin
Approval and Modification of 401 Water Quality Certification and Authorization Certificate per the
Tar-Pamlico River Buffer Protection Rules (15A NCAC 2B .0259)
Dear Mr. Mobley:
The Washington Regional Office received your application for a CAMA Major Permit from the Division of
Coastal Management on June 4, 2009 and issued General Certification #3641 on June 10, 2009. A request for
modification of the current permit was received by this Office on December 20, 2010. The modification is for a
floating canoe/kayak launch at the end of an existing pier. The installation will add an additional 165 square
feet of shading impacts. Therefore, impacts proposed are for constructing a pedestrian walkway with fishing
platforms under the NC 32 bridge and floating canoe/kayak launch with proposed shading impacts of 0.052
acres of open waters, 0.008 acres of wetlands, 461 square feet of Zone I of the protected riparian buffer as
described in your applications. This letter shall also act as your approved Authorization Certificate for impacts
to the protected riparian buffers per 15A NCAC 2B .0259. Please be advised that this certification does not
authorize any dredge for the subject project and is to be constructed as described in your application. This
Certification can also be found on line at: http://h2o.enr.state.ne.us/ncwetlands/certs.html. You are authorized
to proceed with your project as proposed under General Water Quality Certification (WQC) #3641 (enclosed).
This Certification allows you to use the CAMA Major Permit when the Division of Coastal Management
issues it. Written concurrence from the Division of Water Quality (DWQ) is not required provided that you can
meet all of the conditions of the General Water Quality Certification.
