Director "; s.rt Division of Water Quality April 17, 2007 DWQ EXP No. 07-0503 E22 Access Road/Wake County School Site Wake County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Wake County Public School System Attn: Mr. Timothy Driscoll Planning and Construction Department 1551 Rock Quarry Road Raleigh, NC 27610 REQUEST FOR MORE INFORMATION-EXPRESS REVIEW PROGRAM On April 16, 2007, the Division of Water Quality (DWQ) received information requested in order to be able to review your March 27, 2007 application for the E22 Access Road/Wake County schools site. The DWQ has determined that your application will require additional information. Please provide the following information so that we may continue to review your project: 1. Stormwater Management Plan: a) The planting plan for Extended Detention Wetland No. 1 contains a number of errors. I. Please note that some of your common names and scientific names do not coincide and that your indicator statuses are wrong for many plants on both Table 2 and Table 4. Of note, New York Ironweed is FAC+, Panicgrass is FAC+, and Wild celery is FAC (Zone B only!). Additionally, the American water plantain (Alisma subcordatum) is an alternative to planting the European water•plantain (Alisma plantago-aquatica); they are both OBL. II. Table 4: Please note that all the indicator statuses in this table are incorrect, with the exception of Big bluestem (Andropogon girardii). Additionally, a seed mix for wetlands should not include plants that have a drier than FAC status such as (FAC-, FACU, UPL) unless you are planting in the upland fringe of the wetland. III. The Express Review Program is a process that requires all parties to participate in a timely manner. You are reminded that the clock for this Express Review Project ends on Apri127, 2007. If you have not been able to resolve the issues within this timeframe, then you will be required to reapply to the regular 401 Water Quality Certification program and those required application fees. This letter only addresses the application review to date and does not authorize any impacts to wetlands, waters or protected buffers.
