PROJECT SUMMARY: The applicant proposes to install three 100-foot long sections of sheet pile wetland protection sills. Project Setting The subject property is bordered by a ditch/canal to the east, Albemarle Sound to the west, and single family residential lots to the north and south. The Joint Waters of Albemarle Sound are classified as SB (Swimming) and are open to shell fishing. The subject property contains a 100 - 200 foot wide strip of uplands located on the western third of the 500-foot wide lot. The uplands are sandwiched between a large area of Coastal Wetlands and U.S. Army Corps of Engineers' Section 404 wetlands located on the eastern two- thirds of the property and a smaller area of wetlands located on the western edge of the property along the shoreline of the Albemarle Sound. Elevations on the lot range from zero along the shore of the Albemarle Sound to approximately six feet above NWL across the upland portion of the property. Water depths near the shoreline average one - two feet. The dirt/gravel Sound Landing Road is located on the western portion of the property's uplands and runs in a north - south direction parallel to the Albemarle Sound. The Jungen residence is located east of Sound Landing Road in the southwest quadrant of the property. A 120-foot long pier is located directly west of the Jungen residence. The uplands portions of the property are vegetated with Live Oaks (Quercus virginiana), pine trees (Pinus species), Sweet Gum (Liquidambar styraciflua), Red Bay (Persea borbonia), Wax Myrtle (Myrica species), Salt bush (Baccharis species) and other indigenous shrubs, bushes, and small trees. The Coastal Wetlands along the western property boundary are comprised primarily of Black Needlerush (Juncus roemerianus) and Salt Reed Grass (Spartina cynosuroides), with patches of Salt meadow grass (Spartina patens) and Common Reed (Phragmites australis). The shoreline of the Albemarle Sound near the subject property is subject to strong southwest winds in the summer and northwest winds during the winter, which, when combined with the large fetches across the Albemarle and Currituck Sounds produce fairly large waves that are eroding the Coastal Wetland areas along the adjacent shoreline. The erosion has created an irregularly shaped shoreline where the Coastal Wetlands vary in width from less than 1 foot to approximately 100 feet. Field Investigation Report Glen Jun,en - Kitty Hawk, Dare County Page 3 To protect the Coastal Wetlands, the Jungen's applied for, and were issued, Major Permit #58- 00 on A-)ril 14, 2000 which authorized the placement of up to 1,000 linear feet of rip rap immediately waterward of the erosion escarpment adjacent to the Coastal Wetlands located along the shoreline of their property. In the 10 years since its installation the rip rap has subsided and scattered which has greatly reduced its effectiveness. This has resulted in the continued erosion of the local wetlands, including the formation of a few "erosion hot spots." General Permit #55688A was issued to the Jungen's on August 8, 2010 to construct a 75-foot bulkhead to protect a small portion of Sound Landing Road where the erosion escarpment had advanced to within 20 feet of the road. To further protect the uplands portion of the property and Sound Landing Road, the southern- most 300-feet of shoreline on the Jungen's lot has been hardened with a bulkhead/retaining wall located landward of the Coastal Wetlands. Portions of the properties to both the north and south have also been hardened with bulkhead/ retaining walls located landward of the Coastal Wetlands located along the shoreline of the Albemarle Sound. Project Description The applicant proposes to install three 100-foot long sections of sheet pile wetland protection sills around the "erosion hot spot" threatening Sound Landing Road. The sills will be placed a maximum of two feet above NWL to dissipate the large wind-driven waves that routinely affect the local shoreline. The three sections will have two 15-foot overlaps separated by 5 feet. The proposed sill alignment will connect across three Coastal Wetland peninsulas and enclose two small coves located between the peninsulas. The southern-most cove that will be enclosed by the proposed sills is approximately 7,500 SF in size and the smaller northern cove that will be enclosed encompasses approximately 1,700 SF. The proposed sills will be located an average of 70 feet beyond NWL in the southern cove and a maximum of 100 feet beyond NWL measured from the base of the recently permitted bulkhead. The sill located across the northern cove area will be installed a maximum of 55 feet beyond NWL. The applicant proposes to plant Coastal Wetland species behind the proposed sills. The applicant states that the plantings "will occur in the early spring following breakwater construction; plantings will include emergent species plugs in water 1' deep or less landward of areas of breakwater construction. Species to include at least 2 of the 4 species listed: Spartina alterniflora (Smooth Cord Grass), Juncus roemerianus (Black Needlerush), Schoenoplectus species (Bulrush), Cladium jamaicense (Sawgrass), and Spartina cynosuroides (Salt Reed Grass)." ANTICIPATED IMPACTS It is anticipated that the proposed project will have the following impacts: • Disturb 300 SF of shallow bottom located in the Estuarine Water / Public Trust AECs, • Enclose approximately 9,200 SF of Estuarine Water / Public Trust AECs, • Create approximately 2,750 SF of Coastal Wetlands AEC, • Create approximately 2,500 SF protected shallow water habitat that will be available for colonization by local SAV beds, • A review of available maps indicates that Shell Bank Point (Site Or13) is located approximately 4,000 feet south of the subject property. Submitted By: John Cece Jr. (252-264-3901 x234) Date: December 9, 2010 Jungen Property Breakwater Narrative CAMA Major Permitting OCT 2 6 ',0 COASTAL MANAGEMENT EL17ABETH CITY October 22, 2010 The Albemarle Soundfront subject parcel is approximately 9 acres and is owned by Mr. Glenn Jungen. The property is accessible from Sound Landing Drive (SR 1208) in Kitty Hawk Village, Dare County, North Carolina. The parcel is the Jungen family homesite and includes their house, gravel drive, bulkhead, a pier with a platform and boat slip and a gravel drive. The existing gravel drive runs parallel to the Sound and crosses the Jungen property to provide access to the Twiddy property to the north. There is a section of shoreline along the gravel road on the Jungen property that has experienced high levels of erosion in the past. Recently, CAMA GP # 55888A was issued to Mr. Jungen to construct an approximately 75 linear foot retaining wall parallel to the gravel drive to protect the drive from erosion and collapse. The retaining wall was permitted and constructed adjacent to a steep erosive slope. Waterward of the permitted retaining wall is an embayment area. Whereas areas surrounding the embayment function as a living shoreline with riparian and emergent coastal wetland species, the area of the embayment near the permitted retaining wall and erosion escarpment is not stable and there is not a significant living shoreline. In shallow water in proximity to this area, there is an existing submerged rock riprap alignment as shown on the Site Plan. This riprap is sporadic and inconsistent, and has likely subsided and been strewn apart over the years. This feature does not effectively protect this shoreline. In order to promote and enhance coastal marsh growth in the area of the eroded embayment, a free- standing slotted vertical breakwater is proposed in the Sound across the mouth of the embayment. The idea is to create a more quiescent area to promote coastal wetland growth and thereby stabilize this area of shoreline. The bottom type in the vicinity of the proposed breaker is a rippled sand, although there is some exposed peat around the marsh edges. It is unknown what the lithology consists of, but shallow probing in several locations suggests a blanket of sand 1-2 ft overlying a relatively thin layer of organic material or peat before returning to a harder unit, presumably sand. During site investigations on September 1, 2010, there were sparse patches of SAV (widgeon grass and sago pondweed) in shallow water and more significant SAV growth in water greater than 2 ft. It is anticipated that a breakwater will contribute to shallow water SAV growth from the protection it would offer. The proposed breakwater as shown on the accompanying CAMA Major Site Plan will be pile supported with timber wales and either vinyl or wood sheeting. There will be 1 inch gaps every running foot (or equivalent) as well as a 5 foot opening in between two linear runs with a 15 foot overlap. If vinyl sheeting is to be used, gaps will be a minimum of 2 inches wide (cut on the landward flange of each sheet), and will be separated every 22-24 inches (depending on the vinyl manufacturer). The proposed maximum height of the breakwater is 2 ft above NWL. After construction of the breakwater, the intention is to perform coastal wetland species enhancement plantings in water less than 1.25 ft deep. Due to the presence of a significant coastal wetland area to the north and the south of the proposed breakwater area, there is a good seed supply, and many of the desired species are expected to spread via rhizomes. All plantings will match local assemblages and will include at least 2 of the following species: Spartina alternaflora (smooth cordgrass), Juncus roemerianus (black needlerush), Spartina cynosuroides (big cordgrass), Schoenoplectus spp. (bulrush species) and Cladium jamaicense (sawgrass). Coastal wetland plantings will occur in the Spring following breakwater construction. Some SAV transplanting from donor beds or nursery tanks will also occur following breakwater construction. The idea of this is to jumpstart the natural progression of vegetation that is an integral component of a healthy living shoreline system.
