However, it will prcl)bably require a re-survey of some of the permitted impacts to determine the actual number. I plan to re-survey the Impacts as part of the re-authorization of the GTP wetland delineations later this year. He re is what I have found thus far: Runway extension: 2004 = 22.7 ac riverine; 2009 = 21.8 The impact numbers were taken from the original permit application, I can find no documentation explaining the reduction to 21.8, therefore will assume the impact is 22.7 ac until re-surveyed or additional information is found. Stcmyton Creek Stream restoration: 2004 = 1.1 ac riverine; 2009 = 0 ac The 1.1 acre of riverine impact was offset by the restoration of the original channel and is documented in the letter from the Corps authorizing the impact. John Mewborn Road extension: 2004 = 7 ac non-riverine; 2009 = 2.8 ac non-riverine. The application indicates that 2 ac off he 7 ac impact was authorized 10/23/02 as part,of the impact for the Runway Clearance - Clearing and Grubbing. I have not found a copy of the Corps authorization for the John Mewborn Road impact, nor have I found documentation concerning the reduction of the impact from 5 ac to 2.8 acres, therefore will assume the impact is 5 ac non-riverine until resurveyed or additional information is found. When/if I find additional information on past impacts I will forward to you. Let me know if you need any other information for the permit review. Ron I R6nald E. I was not planning on a field review for this project. I have been on site within the project area and have seen or been in the general area of the impact sites prior to your application. So, I hadn't planned on needing to see them again. However, if something changes I'll let you know or if Tracey decides she'd like to see them I may tag along. I I ceived your email containing the information regarding the "additional" impacts at sites 6 and 13. The information you sent was very helpful. I have reviewed and thought about it, and looked over some past projects with similar situations. I think the information will be sufficient. One last thing - past mitigation. I spoke to Tracey several weeks ago regarding this matter. I sent her a copy of the 2004 letter we had in the file which showed different impacts for some project than wliat was shown in the application. The letter was to David Leckson (USACE) from EcoScience (I think it was Jerry McCrain). I have not heard anything back from her yet, but will try and touch base with her next week. I think mitigation is the only thing I have left, outside of the FONSI letter (assuming no significant comments). Have a great weekend. Although the area does have areas of hydric soils and doessupport growth of hydrophytic vegetation, there is evidence that hydrology has been removed from this area. This portion of the project area hats been effectively drained by the ditches bordering the review area on both sides and no longer meets wetland criteria. The size/capacity of the culverts is based on calculated flow at build-out at current zoning, obviously much greater than current flow but consistent with DOT policy. Also, in accordance with NCDOT Standard Practice, the size of the culvert is designed to limit the backwater to 1.0'. As shown on these drawings, there will be a main channel to convey the base flow, and a "bench" that will accommodate the higher flows from the second culvert. In 1. The current flow from the contributing watershed utilizes the stream channel and floodplain to convey high flows during rain events. 2. Construction of the railroad bed will create a "dam" requiring all flow to pass through the culvert. 3. The culvert has been sized to handle the total flow (channel + floodplain) from the contributing watershed at build-out based on current zoning and to meet the NCDOT standard of a 1.0' backwater. 4. The size of the culvert is greater than the size of the stream channel because it has to handle both the channel flow and floodplain flow and not exceed a 1.0" backwater. 5. To reduce the potential of a "daming" effect due to the railroad bed, and the potential for destabilization'of the stream bank and the railroad bed the upstream channel is enlarged to capture and convey.flow into the culvert. 6. To reduce the potential of destabilizing the downstream channel due to the culvert size and increased velocity, the downstream channel is enlarged to handle the outflow from the culvert. letlme know if you need paper copies of this drawing or additional information. I met Darlene Waddell, Ron Ferrell and epresentatives from a company located within the original permit boundary to re-examine a small portion of the rail tli'gnment. This particular area is about 2.2 acres in size and is next to airport road. In the original delineation, the area vas identified as wetland, but the current owner contends that it is not wetland. Based on information gathered during the ;ite visit, 1 determined that the subject area has been drained by the ditches located on either side of the proposed right-of- vay. Although soils and vegetation were present, hydrology has been removed. what? GTP has elected to continue processing the application with the area identified as wetland. I am ok with that. I think that I am going to address the issue in the environmental document and in my requirement for compensatory igation.
