The approved July 12, 2010 Corrective Action Plan (CAP) included Oxygen Releasing Compound (ORC) installation in wells CSAMW-3 and DDMW-2 and semi-annual sampling of the wells around the facility diesel dispenser pad (CSAMW-1, CSAMW-2, CSAMW-3, CSAMW-4, and ❑DMW-2) until the groundwater meets DENR's 2L Standards. Semi-annual sampling was first conducted in October 2010. The second sampling was delayed from April 2011 to July 2011, with DENR permission, to order that an underground injection control (UIC) permit be issued for the ORC introduction. This report covers the period through April 12, 2012. METHODS AND OBSERVATIONS After receipt of the UIC permit, SAIC installed socks containing approximately 15 pounds ORC each in wells CSAMW-3 and DDMW-2 on April 14, 2011. SAIC measured water levels (Table 1) and groundwater field parameters, pH, temperature, oxidation reduction potential (ORP), dissolved oxygen (DO), and specific conductance (Table 2), in the dispenser pad wells ,prior to ORC installation. SAIC measured water levels and field parameters again on June 11, 2011, July 14, 2011, October20, 2011, January 4, 2012, and April 11, 2012. On April 11, 2012, no liquid -phase hydrocarbon (LPH) was measured or observed on the groundwater in any monitoring well. The hydrologic gradient was south, consistent with that reported previously (Figure 2). Five monitoring wells (CSAMW-1, CSAMW-2, CSAMW-3, CSAMW-4, and DDMW-2) were purged and sampled in accordance with ASTM Method D-4448 on April 11-12, 2012. Groundwater samples were collected, placed in laboratory -provided glassware, and preserved according to ASTM Method D-3694. They were submitted to Accutest Laboratory for analysis 6310 Allentown Boulevard / Harrisburg, PA 17112 / tel; 717.901.8100 / www.saic.co►rr Ms. Mindy Lepard 2 May 9, 2012 of volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH). Analytical results are compared to historical results and 2L Standards on Table 3. Copies of laboratory reports are included as Attachment A. FINDINGS Groundwater sample analytical results from the April 12, 2012 sampling event at the diesel dispenser pad indicated a decrease in VPH and EPH concentrations compared to the historical results. Downgradient monitoring wells CSAMW-1 and CSAMW-2 indicate compliance with 2L Standards as previously documented. The groundwater sample analysis for monitoring well DDMW-2 detected VPH at a concentration less than the 2L Standard. The groundwater sample analysis for monitoring wells CSAMW-1, CSAMW-3, and DDMW-2 detected EPH, but only DDMW-2 exceeded 2L standards for C11-C22 Aromatics and C9-C22 Aromatics (adjusted). Dissolved oxygen (DO) concentrations for DDMW-2 decreased since the last gauging event in January 2012, but DO concentrations at CSAMW-3 remained high_ The ORC in these wells appears to be maintaining DO concentrations within a range to promote hydrocarbon biodegradation; however, the reduction in ❑DMW-2 and the manufacturer's information suggested that the oxygen release capacity will be expended by the next semi-annual sampling scheduled for October 2012. Groundwater surface elevations increased for all wells relative to January 2012; however, the measured water level in CSAMW-3 was anomalous relative to prior measurements and with respect to other monitoring wells measured. This resulted in a distortion of the interpreted flow pattern north of DDMW-2 and CSAMW-4. The anomaly may be the result of the low hydraulic conductivity and too little time allowed for water level recovery after removal of the ORC prior to gauging the well. The anomaly does not change the facts that downgradient monitoring wells (CSAMW-1 and CSAMW-2) complied with 2L Standards and groundwater migration rates are slow. There remains no potential for the site to impact receptors. Based on the conditions measured at the diesel dispenser pad, SAIL and TA recommend continued semi-annual monitoring for Incident No.30318. The next scheduled semi-annual sampling will be in October 2012. At that time, the laboratory results of groundwater samples will guide whether replacement of the ORC will be recommended.
