Thanks for a copy of Shari's comments. Shari & I spoke previously about this
project, and, based on my calculations of drainage area and flow characteristics,
the site is below our threshold (mean annual flow = or < 3.0 cfs & 7Q10 = or < 0.2
cfs & no point wastewater discharge) established in the dam safety rules for
recommending a specific flow value. (Previously, however, this has not necessarily
prevented DWQ from requiring a flow in the 401.) DWR will probably review this
again if it is under Dam Safety and DLR contact us. With these recreational lakes
with NO off-stream uses, inflow = outflow (minus groundwater recharge/evaporation)
usually suffices.

contact you guys regarding flow conditions when they rebuild this dam. The
application was on public notice by the USACE

sure if you maybe have already seen it but I thought I'd double check. I'm copying
the USACE Corps Rep, Steve Kichefski in case you have any questions/comments for
either of us.
