? has reviewed NCDOT's request to modify the 401 WQC for X-0002C portion of the
yetteville Outer Loop, which was received on October 19, 2010. In addition to the
formation requested by the USAGE, DWQ needs the following items, to be addressed as

1?If jack and bore of the 48" pipe at Site 8 is being proposed, are additional temporary
ii'npacts required for the installation. Based upon our review of the original permit
application and the modification request, it does not appear that temporary impacts for,
this construction method was taken into consideration. -

On October 19, 2010 we received a request to modify the DA
authorization for section -
X?-0002C of the Fayetteville Outer Loop project. At this time, we need
additional information in order to process the request. Please provide the -
fgllowing information:
1? Please provide a detail or cross-section for the proposed 48 inch culvert
at Site 8. The culvert should be buried one foot below the stream bed unless
y6u can demonstrate that burying the culvert would be more environmentally
daI imaging.
2l The memo that describes the alternative methods investigated by the
Gti=otechnical Unit for the proposed fill at Site 8 states that the settlement
of the embankment is likely to damage the drainage pipes beneath the fill and
that the pipe will be installed by jack and bore after the preloading,waiting

. Please describe the system that will be installed in the stream

it would not be functional.
4! Please provide details or cross-sections of the proposed culvert with the
sill) and the proposed culvert with the junction box that will be placed at
Site i6. The plans should depict the depth at which the culvert will be buried
and the slope of the proposed culvert.
Please provide the requested information within two weeks of this
