Mark Pierce offered 'the following options to the merger process team: (1) an
informational meeting (2) a concurrence meeting or. (3) an informational meeting'
followed by concurrence. USACE chose informational meeting followed by concurrence
Meeting purpose is to review concurrence for Alternates 2A & 2C and present new
information:
Firstly, in response to a request from the merger team:
o Relocation estimates have been updated
o R/W estimate has been done by Fred Barkley, Professional Appraiser
Secondly, corridor selection announcement was made in May 2009 and comments started
coming in June 2009. The majority of the public opposes Alt 2C and prefers 2A. A
summary of public comments & the results from the December 1s`, 2009 Maysville
Bypass Public Hearing are being assembled and will be presented.
Question: USACE requested clarification about changes to alignment.
Answer: Dave Wilver, of WSA, explained the need for service roads extensions at the
north end of Alternate 2C and that a service road was added near the Byrd property for
access. Also, to avoid impacts to historic structures in Belgrade the proposed service
road was realigned.

Question: In 2008 NCDOT wanted a freeway facility for Alt. 2A. Please relay the
history of how that changed to a superstrect design.
Answer: NCDOT supports 2A because it is a freeway facility, a bypass of Belgrade and
Maysville, was in concert with the Strategic Highway Corridors Plan and provided a
better facility. After several office meetings and a field meeting the Merger Process Team
supported 2C because of White Oak River wetland impacts.
NDCOT was asked to relook at Alt. 2A to remove interchanges and only purchasing the
R/W under a separate TIP. Next approach, 2A was restudied with superstreet connections
at each end.
NCDOT was told that Alt. 2A could not be permitted. NCDOT looked at 2C to make it
work with the Strategic Highway Corridors Plan. NCDOT was concerned about impacts
to Belgrade. A flood of letters, entails, and petitions were received in opposition to Alt
2C from`the public.

was checked in the field and numbers revised. Collins Cemetery new totals is three
graves' with markings. It appears there may be more than three based on impressions'. in
the ground.
NCDOT studied the alignment of Alt 2C to avoid the Mills Parker Cemetery in Belgrade.
It is bound on the East side by the White Oak River and associated wetlands the design
uses existing US 17 as a service road. It would be difficult to change current alignment
to avoid more relocations without impacting more wetland and the river. Therefore,
graves will be taken. Actual grave plots were not surveyed. A list of grave markers and
unmarked graves is available based on Fred Barkley's report dated May 8, 2010.
Mark noted that the updated P/W estimate as well as relocation estimate is in the impact
matrix. Relocations counted in the matrix are based on occupied structures. Total parcels
impacted are high and closer to NCDOT's past impacts. The cost for 2C is about twice as
high as 2A. It was noted that there is no place for non-profits on the relocation form to be
counted. The Belgrade fire department is not counted due to this.
Mark reviewed a summary of comments shown in the packet and noted petitions and
discussed the fact that public was involved. The Down East RPO is strongly in favor of

2A and opposed to 2C because of less relocations and business impact. The new road is
seen as an opportunity to these communities. They feel they could re-claim their main
streets once traffic is moved out of town.
Steve Gurganus of the NCDOT Human Environment Unit noted that the 2002 Community
Impact Assessment for this project was the largest and most extensive ever done, with the
largest public involvement to date. Impacts to Belgrade are not seen as environmental
justice impacts, but adverse impacts were identified to the Belgrade Community in
relation to cohesion and pedestrian movements. Steve noted that Belgrade would be
impacted as a community and would become a suburb of Maysville. There is strong
support for 2A from Belgrade illustrating community cohesion which signifies impact
from an environmental standpoint.
It was noted that 2A impacts were reduced because interchanges were removed. The team
asked about relocations. Mark stated that he visited the field with relocation specialist in
February 2010 and validated the current numbers. Past numbers vary due to design:
changes along the project as it has evolved.
USEPA noted that the Indirect Cumulative Effect (ICE) should address impacts to all
areas in relationship to 2A & 2C. Steve Gurganus noted that NCDOT has been looking at.
future growth,and the updated Onslow land use plan shows Belgrade as'a growth area
regardless of the highway. NCDOT will ensure that impacts will be investigated. ;
USEPA noted that locals believe that economic development might occur if 2A was
developed. EPA is concerned that growth will impact wetlands and water quality. Will '
water and sewer growth take place to grow. that area?
Renee Gledhill-Earley noted that taking traffic out Maysville will have an economic
development impact to the historic district with stopping on their way to the beach to buy
ice (etc) for the area. It was also noted that traffic volumes have changed with NC 24
Improvements allowing for another route to the coast removing traffic along the corridor,
Additionally, control of access exists along Alt. 2A and no direct access is allowed to the
Y-lines. This will limit growth opportunities.
Wildlife underpass concerns were discussed 1 year ago at a meeting where it became
evident that Weyerhaeuser was not going to provide an easement. NCDOT is waiting to
hear resolution of perpetual casement. US Fish and Wildlife Service has stated they
would like wildlife underpass with or without perpetual easement. The US Forest
Service very strongly wants wildlife underpass since they are giving up land for the
project. NCDOT would like to discuss this in the future.
Mark would like to make a decision regarding moving forward without ICE. USACE
noted that-these projects in the past have resulted in growth. This project has control of
access in its favor. USACE would like to move forward to reach a decision today. Caveat
is that if the study shows something different then we need to reconsider the project
moving forward.

USEPA noted the 560' bridge over extremely high quality water and potential impacts in
that drainage basin was a concern. It was noted that during concurrence points 4B or 4C
is where deck drains decisions are made.
USACE recommended moving forward with project without elevation knowing that
USEPA would have the opportunity to elevate at a later time. Ten of the eleven members
concurred or abstained and signed the agreement. USEPA did not concur. A copy of the
agreement is attached for your reference along with associated correspondence from
Trish Murphey (NC Division of Marine Fisheries), Ron Sechler (NOAA - Fisheries), and
Marisue Hilliard (US Forest Service).

TIP Description : The North Carolina Department of Transportation proposes a combination
of widening, bypasses of Belgrade, Maysville, and Pollocksville on new location, and other
improvements to the existing US 17 roadway from multilanes north of Jacksonville (R-2514A)
to multilanes south of New Bern (R-2301, the New Bern Bypass) to create a four-lane-divided
facility:

The Merger Process Team met on May 25, 2010 and concurs with Alternate 2A for the
proposed improvements to US 17 from Belgrade to north of Maysville including the
