On August 5, 2009, the Governor signed Session Law 2009-406, This law impacts any
development approval issued by the Division of Water Quality under Article 21 of Chapter 143 of
the General Statutes, which is current and valid at any point between January 1, 2008, and
December 31, 2010. The law extends the effective period of any stormwater permit that was set
to expire during this time frame up to three (3) years from its current expiration date. On August
2, 2010, the Governor signed Session Law 2010-177, which granted an extra year for an
extension of up to four (4) years.
On June 27, 2013, the Division of Water Quality (DWQ) received a permit Name/Ownership
Change Form from 1830 Caver Road, LLC. A file review and site inspection was performed on
July 25, 2013 by DWQ and as noted in the enclosed inspection report, the site is currently in
compliance with the terms and conditions of the current state stormwater permit. The Division is
hereby notifying you that permit SW8 020622 has been transferred on July 25, 2013, and shall
be effective until October 4, 2016, which includes the extensions. For your records, please find
enclosed a copy of the updated page 2 of the previously issued permit, a copy of the inspection
report, and a copy of the Name/Ownership Change form(s) submitted on June 27, 2013.
Please attach this cover letter and updated page 2 to your permit originally issued on October 4,
2002 and as modified thereafter.
This permit is subject to the conditions and limitations as specified in the previously issued
permit. Please pay special attention to the conditions listed in this permit regarding the
Operation and Maintenance of the BMP(s), recordation of deed restrictions, procedures for
changes of ownership, transferring the permit, and renewing the permit. Failure to establish an
adequate system for operation and maintenance of the stormwater management system, to
record deed restrictions, to transfer the permit, or to renew the permit, will result in future
compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the
right to request an adjudicatory hearing by filing a written petition with the Office of
Administrative Hearings (OAH). The written petition must conform to Chapter 150B of the North
Carolina General Statutes, and must be filed with the OAH within thirty (30) days of receipt of
this permit. You should contact the OAH with all questions regarding the filing fee (if a filing fee
is required) and/or the details of the filing process at 6714 Mail Service Center, Raleigh, NC

operation and maintenance of two (2) wet detention ponds in compliance with the
provisions of 15A NCAC 2H .1000 (hereafter referred to as the "stormwaterrules') and
the approved stormwater management plans and specifications and other supporting
data as attached and on file with and approved by the Division of Water Quality and
considered a part of this permit.
This permit shall be effective from the date of issuance until October 4, 2016, and shall be
subject to the following specified conditions and limitations:
1. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data.
2. This stormwater system has been approved for the management of stormwater
runoff as described on page 3 of this permit, the Project Data Sheet. The
stormwater control has been designed to handle the runoff from 374,616 ft2 and
413,294 ft2 of impervious area, respectively. Each pond must be operated with a
30' vegetated filter.
3. The tract will be limited to the amount of built -upon area indicated on page 3 of this
permit, and per approved plans.
4. The runoff from all built -upon area within the permitted drainage area of each pond
associated with this project must be directed into the permitted stormwater control
system. A permit modification must be submitted and approved prior to allowing
additional runoff from outside of the approved drainage area to drain into the
stormwater control system.

A request to transfer a permit will not be approved by the Division of Water Quality (DWQ) unless all
of the applicable required items listed below are included with the submittal. Failure to provide the
listed items may result in processing delays or denial of the transfer.
1. This completed and signed form. This certification must be completed and signed by both the
current permit holder and the new applicant if this is a change of ownership.
2. Legal documentation of the property transfer to a new owner.
3. A copy of any recorded deed restrictions, covenants, or easements, if required by the permit.
4. The designer's certification (DWQ Engineer and Designer Certification Forms are available from
each DWQ Regional office), if required by the permit and if not already submitted to DWQ.
5. If the proposed permittee is a firm, partnership, association, institution, corporation, limited liability
company, or other corporate entity, provide documentation showing the authority of the named
representative to act on behalf of the proposed permittee.
6. The $40.00 processing fee. If this is an initial transfer from the original permittee the processing
fee is not required. Subsequent ownership transfers will require the $40.00 processing fee.

Additional copies of the original permit and the approved Operation and Maintenance agreement can
be obtained from the appropriate Regional Office of the Division of Water Quality.
This completed form, including all supporting documents and processing fee (if required), should be
sent to the appropriate Regional Office of the North Carolina Department of Environment and Natural
Resources, Division of Water Quality, as shown on the attached map.

The Wilmington Regional Office received a complete Stormwater Management Permit
Application for DEL Laboratories Addition on October 4, 2002. Staff review of the plans and
specifications has determined that the project, as proposed, will comply with the Stormwater
Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW8 020622
dated October 4, 2002, for the construction of DEL Laboratories Addition.
This permit shall be effective from the date of issuance until October 4, 2012, and shall be
subject to the conditions and limitations as specified therein. Please pay special attention to the
Operation and Maintenance requirements in this permit. Failure to establish an adequate system
for operation and maintenance of the stormwater management system will result in future
compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the

II. SCHEDULE OF COMPLIANCE
1. The stormwater management system shall be constructed in it's entirety, vegetated and
operational for its intended use prior to the construction of any built -upon surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of the
system will be repaired immediately.
3. The permittee shall at all times provide the operation and maintenance necessary to assure
the permitted stormwater system functions at optimum efficiency. The approved
Operation and Maintenance Plan must be followed in its entirety and maintenance must
occur at the scheduled intervals including, but not limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
C. Mowing and revegetation of slopes and the vegetated filter.
d. Immediate repair of eroded areas.
e. Maintenance of all slopes in accordance with approved plans and specifications.
f. Debris removal and unclogging of outlet structure, orifice device, flow spreader,
catch basins and piping.
g. Access to the outlet structure must be available at all times.
4. Records of maintenance activities must be kept and made available upon request to
authorized personnel of DWQ. The records will indicate the date, activity, name of
person performing the work and what actions were taken.
5. Decorative spray fountains will not be allowed in the stormwater treatment system.
6. The facilities shall be constructed as shown on the approved plans. This permit shall
become voidable unless the facilities are constructed in accordance with the conditions of
this permit, the approved plans and specifications, and other supporting data.
7. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and
prior to operation of this permitted facility, a certification must be received from an
appropriate designer for the system installed certifying that the permitted facility has been
installed in accordance with this permit, the approved plans and specifications, and other
supporting documentation. Any deviations from the approved plans and specifications
must be noted on the Certification. A modification may be required for those deviations.
8. If the stormwater system was used as an Erosion Control device, it must be restored to
design condition prior to operation as a stormwater treatment device, and prior to
occupancy of the facility.
9. The permittee shall submit to the Director and shall have received approval for revised
plans, specifications, and calculations prior to construction, for any modification to the
approved plans, including, but not limited to, those listed below:
a. Any revision to any item shown on the approved plans, including the stormwater
management measures, built -upon area, details, etc.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area or to the drainage
area.
e. Further subdivision, acquisition, or sale of the project area. The project area is
defined as all property owned by the permittee, for which Sedimentation and
Erosion Control Plan approval or a CAMA Major permit was sought.
f. Filling in, altering, or piping of any vegetative conveyance shown on the approved
plan.

10. The permittee shall submit final site layout and grading plans for any permitted future
areas shown on the approved plans, prior to construction. If the proposed BUA exceeds
the amount permitted under this permit, a modification to the permit must be submitted
and approved prior to construction.
11. A copy of the approved plans and specifications shall be maintained on file by the
Permittee for a.minimum of ten years from the date of the completion of construction.
12. Prior to the sale or lease of any portion of the property, the permittee shall notify DWQ
and provide the name, mailing address and phone number of the purchaser or leasee. An
access/maintenance easement to the stormwater facilities shall be granted in favor of the
permittee if access to the stormwater facilities will be restricted by the sale or lease of any
portion of the property.
13. The permittee must maintain compliance with the proposed built -upon area and ensure
that the runoff from all the built -upon is directed into the permitted system.
14. The Director may notify the permittee when the permitted site does not meet one or more
of the minimum requirements of the permit. Within the time frame specified in the notice,
the permittee shall submit a written time schedule to the Director for modifying the site to
meet minimum requirements. The permittee shall provide copies of revised plans and
certification in writing to the Director that the changes have been made.
III. GENERAL CONDITIONS
This permit is not transferable. In the event there is a desire for the facilities to change
ownership, or there is a name change of the Permittee, a formal permit request must be
submitted to the Division of Water Quality accompanied by an application fee,
documentation from the parties involved, and other supporting materials as may be
appropriate. The approval of this request will be considered on its merits and may or may
not be approved. Responsibility for compliance with all permit conditions remains with
the Permittee until such time as the Division approves the formal permit request.
2. Failure to abide by the conditions and limitations contained in this permit may subject the
Permittee to enforcement action by the Division of Water Quality, in accordance with
North Carolina General Statute 143-215.6A to 143-215.6C.
3. The issuance of this permit does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those
as may be required by this Division, such as the construction of additional or replacement
stormwater management systems.
5. The permittee grants DENR Staff permission to enter the property during normal business
hours for the purpose of inspecting all components of the permitted stormwater
management facility.
6. The permit may be modified, revoked and reissued or terminated for cause. The filing of
a request for a permit modification, revocation and reissuance or termination does not
stay any permit condition.
7. Unless, specified elsewhere, permanent seeding requirements for the stormwater control
must follow the guidelines established in the North Carolina Erosion and Sediment
Control Planning and Design Manual.

8. Approved plans and specifications for this project are incorporated by reference and are
enforceable parts of the permit.
9. The permittee shall notify the Division any name, ownership or mailing address changes
within 30 days.

IV. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
The following italicized deed restrictions and protective covenants are required to be recorded for all
subdivisions, outparcels and future development prior to the sale of any lot. If lot sizes vary significantly, a table
listing each lot number, size and the allowable built -upon area for each lot must be provided as an attachment.
The following covenants are intended to ensure ongoing compliance with state stormwater management permit number
as issued by the Division of Water Quality. These covenants may not be
changed or deleted without the consent of the State.
2. No more than square feet of any lot shall be covered by structures or impervious materials.
Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood
decking or the water surface of swimming pools.
3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings.
4. Built -upon area in excess of the permitted amount requires a state stormwater management permit modification prior to
construction.
5. All permitted runoff from outparcels or future development shall be directed into the permitted stormwater control
system. These connections to the stormwater control system shall be performed in a manner that maintains the integrity
and performance of the system as permitted.

shall include all the applicable items required above, that the covenants will be binding on all parties and persons

b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within
2 to 5 days as designed.
2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative
cover to maintain a maximum height of six inches, and remove trash as needed.
3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain
proper functioning.
4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is
reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of
in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e.
stockpiling near a wet detention basin or stream, etc.).
The measuring device used to determine the sediment elevation shall be such that it will give an accurate
depth reading and not readily penetrate into accumulated sediments.
When the permanent pool depth reads 1 -0 feet in the main pond, the sediment shall be removed.
When the permanent pool depth reads $ . 5 feet in the forebay, the sediment shall be removed.

This permit shall be effective from the date of issuance until October 4, 2012, and shall be
subject to the following specified conditions and limitations:
I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data.
2. This stormwater system has been approved for the management of stormwater runoff as
described on page 3 of this permit, the Project Data Sheet. The stormwater control has
been designed to handle the runoff from 374,616 ft2 and 413,294 ft2 of impervious area,
respectively. Each pond must be operated with a 30' vegetated filter.
3. The tract will be limited to the amount of built -upon area indicated on page 3 of this
permit, and per approved plans.
4. The runoff from all built -upon area within the permitted drainage area of each pond
associated with this project must be directed into the permitted stormwater control
system. A permit modification must be submitted and approved prior to allowing
additional runoff from outside of the approved drainage area to drain into the stormwater
control system.

II. SCHEDULE OF COMPLIANCE
1. The stormwater management system shall be constructed in it's entirety, vegetated and
operational for its intended use prior to the construction of any built -upon surface.
2. During construction, erosion shall be kept to a minimum and any eroded areas of the
system will be repaired immediately. _ r
3. The permittee shall at all times provide the operation and maintenance necessary to assure
the permitted stormwater system functions at optimum efficiency. The approved
Operation and Maintenance Plan must be followed in its entirety and maintenance must
occur at the scheduled intervals including, but not limited to:
a. Semiannual scheduled inspections (every 6 months).
b. Sediment removal.
C. Mowing and revegetation of slopes and the vegetated filter.
d. Immediate repair of eroded areas.
e. Maintenance of all slopes in accordance with approved plans and specifications.
f. Debris removal and unclogging of outlet structure, orifice device, flow spreader,
catch basins and piping.
g. Access to the outlet structure must be available at all times.
4. Records of maintenance activities must be kept and made available upon request to
authorized personnel of DWQ. The records will indicate the date, activity, name of
person performing the work and what actions were taken.
5. Decorative spray fountains will not be allowed in the stormwater treatment system.
6. The facilities shall be constructed as shown on the approved plans. This permit shall
become voidable unless the facilities are constructed in accordance with the conditions of
this permit, the approved plans and specifications, and other supporting data.
7. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and
prior to operation of this permitted facility, a certification must be received from an
appropriate designer for the system installed certifying that the permitted facility has been
installed in accordance with this permit, the approved plans and specifications, and other
supporting documentation. Any deviations from the approved plans and specifications
must be noted on the Certification. A modification may be required for those deviations.
If the stormwater system was used as an Erosion Control device, it must be restored to
design condition prior to operation as a stormwater treatment device, and prior to
occupancy of the facility.
9. The permittee shall submit to the Director and shall have received approval for revised
plans, specifications, and calculations prior to construction, for any modification to the
approved plans, including, but not limited to, those listed below:
a. Any revision to any item shown on the approved plans, including the stormwater
management measures, built -upon area, details, etc.
b. Project name change.
C. Transfer of ownership.
d. Redesign or addition to the approved amount of built -upon area or to the drainage
area.
e. Further subdivision, acquisition, or sale of the project area. The project area is
defined as all property owned by the permittee, for which Sedimentation and
Erosion Control Plan approval or a CAMA Major permit was sought.
f. Filling in, altering, or piping of any vegetative conveyance shown on the approved
plan.

10. The permittee shall submit final site layout and grading plans for any permitted future
areas shown on the approved plans, prior to construction. If the proposed BUA exceeds
the amount permitted under this permit, a modification to the permit must be submitted
and approved prior to construction.
11. A copy of the approved plans and specifications shall be maintained on file by the
Permittee for a minimum of ten years from the date of the completion of construction.
12. Prior to the sale or lease of any portion of the property, the permittee shall notify DWQ
and provide the name, mailing address and phone number of the purchaser or leasee. An
access/maintenance easement to the stormwater facilities shall be granted in favor of the
permittee if access to the stormwater facilities will be restricted by the sale or lease of any
portion of the property.
13. The permittee must maintain compliance with the proposed built -upon area and ensure
that the runoff from all the built -upon is directed into the permitted system.
14. The Director may notify the permittee when the permitted site does not meet one or more
of the minimum requirements of the permit. Within the time frame specified in the notice,
the permittee shall submit a written time schedule to the Director for modifying the site to
meet minimum requirements. The permittee shall provide copies of revised plans and
certification in writing to the Director that the changes have been made.
III. GENERAL CONDITIONS
1. This permit is not transferable. In the event there is a desire for the facilities to change
ownership, or there is a name change of the Permittee, a formal permit request must be
submitted to the Division of Water Quality accompanied by an application fee,
documentation from the parties involved, and other supporting materials as may be
appropriate. The approval of this request will be considered on its merits and may or may
not be approved. Responsibility for compliance with all permit conditions remains with
the Permittee until such time as the Division approves the formal permit request.
2. Failure to abide by the conditions and limitations contained in this permit may subject the
Permittee to enforcement action by the Division of Water Quality, in accordance with
North Carolina General Statute 143-215.6A to 143-215.6C.
3. The issuance of this permit does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those
as may be required by this Division, such as the construction of additional or replacement
stormwater management systems.
5. The permittee grants DENR Staff permission to enter the property during normal business
hours for the purpose of inspecting all components of the permitted stormwater
management facility.
6. The permit may be modified, revoked and reissued or terminated for cause. The filing of
a request for a permit modification, revocation and reissuance or termination does not
stay any permit condition.
7. Unless specified elsewhere, permanent seeding requirements for the stormwater control
must follow the guidelines established in the North Carolina Erosion and Sediment
Control Planning and Design Manual.

8. Approved plans and specifications for this project are incorporated by reference and are
enforceable parts of the permit.
9. The permittee shall notify the Division any name, ownership or mailing address changes
within 30 days.

SECTION 02120 - EROSION AND POLLUTION CONTROL
PART 1 - GENERAL
Related Documents: The general provisions of the contract, including the General and Special
Conditions and Division-1 Specification sections apply to work of this section.
Description of Work: The extent of the work required under this section is that required to
minimize water, air, and noise pollution and soil erosion and siltation.
Temporary erosion control measures which may be necessary include, but are not limited to,
temporary berms, dikes, dams, drainage ditches, silt basins, silt ditches, perimeter swales, slope
drains, structures, vegetation, mulches, mats, netting, gravel or any other methods or devices that
are necessary to control or restrict erosion. Temporary erosion control measures may include work
outside the right-of-way or construction limits where such work is necessary as a result of
construction such as borrow pit operations, haul roads, plant sites, equipment storage sites, and
disposal of waste or debris. The Contractor shall be liable for all damages to public or private
property caused by silting or slides originating in waste areas furnished by the Contractor.
A wet detention basin will be installed for stormwater treatment. The aquatic bench indicated on
the drawings will be planted with the species indicated at the end of this section.

QUALITY ASSURANCE
Codes and Standards: North Carolina Sedimentation Pollution Control Act of 1973 and the Rules
and Regulations promulgated pursuant to the provisions of said act.
"Standard Specifications for Roads and Structures", North Carolina Department of Transportation
(DOT) latest edition.
In the event of conflict between the regulations listed above and the requirements of these
specifications, the more restrictive requirement shall apply.
SANCTIONS
Failure of The Contractor to fulfill any of the requirements of this section may result In the Owner
ordering the stopping of construction operations until such failure has been corrected. Such
suspension of operations will not justify an extension of contract time nor additional compensation.
Failure of � the part of the Contractor to perform the necessary measures to control erosion,
siltations, and pollution will result in the Architect/Engineer notifying the Contractor to take such
measures. In the event that the Contractor fails to perform such measures within 24 hours after
receipt of such notice, the Owner may suspend the work as provided above, or may proceed to
have such measures performed with other forces and equipment, or both. The cost of such work
performed by other forces will be deducted from monies due the Contractor on his contract.

PART 2 - PRODUCTS
SILT FENCES
Posts: Wooden posts shall be a minimum of 4" in diameter and 6' in length. Posts shall be of
creosote or pentachlorophenol treated southern pine.
Steel posts shall be 5' in height and be of self -fastener angle steel type.
Posts shall be spaced at 10' max. when silt fence is backed with wire mesh, 7' when no wire
mesh is used or as required by the Architect/Engineer.
Woven Wire: Woven wire fencing shall conform to ASTM Al 1-6 for Class 3 galvanizing. Fabric
shall be a minimum of 32" in width and shall have a minimum of 6 line wires with 12" stay
spacing. The top and bottom wires shall be 10 gauge while the intermediate wires shall be 12-1 /2
gauge. Wire fabric shall be fastened to wood posts with not less than #9 wire staples 1-1 /2" long.
Fabric: Provide woven synthetic fiber designed specifically for silt fence conforming to NCDOT
specifications.

TEMPORARY SEEDING:
Temporary seeding, when required, shall be performed in accordance with the recommendations
contained in "Guide for Sediment Control on Construction Sites in North Carolina", published by
the Soil Conservation Service and Section 02228 of these specifications.
PART 3 - EXECUTION
General: The Contractor shall take whatever measures are necessary to minimize soil erosion and
siltation, water, air, and noise pollution caused by his operations. The Contractor shall also comply
with the applicable regulations of all legally constituted authorities relating to pollution prevention
and control. The Contractor shall keep himself fully informed of all such regulations which in any
way affect the conduct of the work, and shall at all times observe and comply with- all such
regulations. In the event of conflict between such regulations and the requirements of the
specifications, the more restrictive requirements shall apply.
EROSIONS AND SILTATION CONTROL
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent the eroding of soil and the silting of rivers, streams, lakes, reservoirs, other water
impoundments, ground surfaces, or other property.
Prior to suspension of operations on the project or any portion thereof, the Contractor shall take all
necessary measures to protect the construction area, including but not limited to borrow sources,
soil type base course sources, and waste areas, from erosion during the period of suspension.

Provide diversion ditches and berms as necessary to prevent concentrated flow of water across
disturbed areas.
Provide a settling basin with a gravel filter outlet for all water pumped from trenches or dewatering
equipment. Pumping of that water directly into any stream, pond, or watercourse is prohibited.
Temporarily fertilize, seed and mulch the disturbed areas as soon as practicable and, in all cases, no
later than 7 days after completion of the work at a particular site.
When construction operations are suspended for more than 30 days, provide temporary seeding
and mulching of all disturbed areas including those areas in which further construction is necessary.
Erosion control measures installed by the Contractor shall be acceptably maintained by the
Contractor.
Silt fences shall be provided where shown on the drawings and/or as necessary to prevent erosion.
Catch basins shall be protected from silt by placing silt fence around the opening until vegetative
cover is established or pavement is placed.
WATER AND AIR POLLUTION
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent pollution of rivers, streams, and water impoundment's. Pollution's such as chemicals,
fuels, lubricants, bitumens, raw sewage, and other harmful waste shall not be discharged into or
alongside of rivers, streams, or impoundments, or into natural or manmade channels leading
thereto.
A minimum of four distinct plant species, two shrub species and two herbaceous ground covers,
shall be planted on the aquatic bench as indicated on the drawings. The plants species must be
chosen from the table following this section. The plants shall be spaced according to Table 4.6.
DUST CONTROL
The Contractor shall control dust throughout the life of the project within the project area and at all
other areas affected by the construction of the project, including, but not specifically limited to,
unpaved secondary roads, haul roads, access roads, disposal sites, borrow and material sources,
and production! sites. Dust control shall not be Considered effective where the amount of dust
creates a potential or actual unsafe condition, public nuisance, or condition endangering the value,
utility, or appearance of any property.
NOISE CONTROL
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent excessive and unnecessary noise. The Contractor shall choose his methods so as to
minimize the disturbance of area residents.

The major difference between an extended detention wetland and a wet detention basin is that the
allocation of surface area to different pond depths. For the system to function as a wetland, 70% of the
area of the permanent pool needs to be designed as a marsh with a depth of 0 to 18", with an almost equal
distribution of area (35% and 35%) between 0" to 9" and 9" to 18." The other major difference is that
there needs to be a small pool (15 % of the surface area) where the outlet is located to prevent sediment
from interfering with the outlet.. structure functions. The balance of the area is flexible with respect to
depth.
A most important consideration when designing both extended detention wetland systems and pocket
wetland systems is the specification and installation of plants. Tables 4.1, 4.2, and 4.3 in chapter 4 will
give a good indication of those plants that can be used in areas that will not be continually inundated.
The ponding times, shown in days under Ponding, will give a good indication of what zones of the
wetland the species should be planted. Shown below in Table 2.2 are those plants that should do well
when planted within the normal, permanent pool of the wetland.

2.7 Design Requirements , for Packet Wetlands
In those situations where a combination of stormwater 131[°s will be utilized to achieve the required 85%
TSS removal, pocket wetlands in combination with grassed swales or filter strips can provide the needed
removal. For design purposes these can be thought of as a special case of the extended detention
wetland, or possibly a small wet detention pond with. special emphasis placed on the wetland plantings.
The sizing process should follow that of the wet detention basin, but with the following table (Table 2.3)
used in place of Table 1.1. For example, a development of 4.5 acres, with 3.825 acres of imperviousness
(85% imperviousness) would need a pocket wetland that had 0.96% of 4.5 acres of permanent pool. One
notable difference between this table and Table 1.i is that no depths are given. An average depth of two
feet is assumed.

4.12 Number and Size of Plant Species
A minimum of three species of trees and three species of shrubs should be selected to insure divemirv,
In addition to reducing the potential for monoculture mortality concerns, a diversity of trees and shrubs
with differing rates of transpiration may ensure a more constant rate of evapotranspiration and nutrient
and pollutant uptake throughout the growing season.
Herbaceous ground covers are important to prevent erosion of the mulch and the soil layers. Suitable
herbaceous ground covers are identified in Table 4.5.
The number of tree and shrub plantings may vary, especially in areas where aesthetics and visibility are
vital to site development, and should be determined on an individual site basis. On average,1000 trees
and shrubs should be planted per acre. For example, a bioretention area measuring 15' x 40' would
contain a combination of trees and shrubs totaling 14 individuals. The recommended minimum and
maximum number of individuals and spacing are given in Table 4.6.
Two to three shrubs should be specified for each tree (2:1 to 3:1 ratio of shrubs to trees).

At installation, tares should be 2.5 inches in caliper, and shrubs 3 to 4 feet in height or 18 to 24 inches in
spread. Ground cover may be as seed or, preferably, plugs. The relatively mature size requirements for
trees and shrubs are important to ensure that the installation of plants are readily contributing to the
bioretention process (i.e., evapotranspiration, pollutant uptake).
4.13 - Plant Material Layout
There are two guidelines that -should apply to all bioretendon areas. First, woody plant material should
not be placed within the immediate areas of where flow will be entering the bioretention area. Besides
possibly concentrating flows, trees and shrubs can be damaged as a result of the flow. Secondly, it is
recommended that trees be'planted primarily on the perimeter of bioretention areas to maximize the
shading and sheltering of bioretention areas and to create a microclimate which will limit the extreme
exposure from summer solar radiation and winter freezes and winds. An example planting plan is shown
in Figure 14.
Often designers will find that the environmental factors such as wind and temperature vary not only on
site but also between bioretention areas. As a result, the designer may need to consider the placement of
each plant. An example would be to consider placing evergreen trees or other wind tolerant species on
the northern end of a bioretention area, against cold winter winds.

PART 1 - GENERAL

Description of Work: The extent of the work required under this section is that required to
minimize water, air, and noise pollution and soil erosion and siltation.
Temporary erosion control measures which may be necessary include, but are not limited to,
temporary berms, dikes, dams, drainage ditches, silt basins, silt ditches, perimeter swales, slope
drains, structures, vegetation, mulches, mats, netting, gravel or any other methods or devices that
are necessary to control or restrict erosion. Temporary erosion control measures may include work
outside the right-of-way or construction limits where such work is necessary as a result of
construction such as borrow pit operations, haul roads, plant sites, equipment storage sites, and
disposal of waste or debris. The Contractor shall be liable for all damages to public or private
property caused by silting or slides originating in waste areas furnished by the Contractor.
A wet detention basin will be installed for stormwater treatment. The aquatic bench indicated on
the drawings will be planted with the species indicated at the end of this section.

QUALITY ASSURANCE
Codes and Standards: North Carolina Sedimentation Pollution Control Act of 1973 and the Rules
and Regulations promulgated pursuant to the provisions of said act.
"Standard Specifications for Roads and Structures", North Carolina Department of Transportation
(DOT) latest edition.
In the event of conflict between the regulations listed above and the requirements of these
specifications, the more restrictive requirement shall apply.
SANCTIONS
Failure of The Contractor to fulfill any of the requirements of this section may result in the Owner
ordering the stopping of construction operations until such failure has been corrected. Such
suspension of operations will not justify an extension of contract time nor additional compensation.
Failure can the part of the Contractor to perform the necessary measures to control erosion,
siltations, and pollution will result in the Architect/Engineer notifying the Contractor to take such
measures. In the event that the Contractor fails to perform such measures within 24 hours after
receipt of such notice, the Owner may suspend the work as provided above, or may proceed to
have such measures performed with other forces and equipment, or both. The cost of such work
performed by other forces will be deducted from monies due the Contractor on his contract.

PART 2 - PRODUCTS
SILT FENCES
Posts: Wooden posts shall be a minimum of 4" in diameter and 6' in length. Posts shall be of
creosote or pentachlorophenol treated southern pine.
Steel posts shall be 5' in height and be of self -fastener angle steel type.
Posts shall be spaced at 10' max. when silt fence is backed with wire mesh, 7' when no wire
mesh is used or as required by the Architect/Engineer.
Woven Wire: Woven wire fencing shall conform to ASTM A116 for Class 3 galvanizing. Fabric
shall be a minimum of 32" in width and shall have a minimum of 6 line wires with 12" stay
spacing. The top and bottom wires shall be 10 gauge while the intermediate wires shall be 12-1 /2
gauge. Wire fabric shall be fastened to wood posts with not less than #9 wire staples 1-1 /2" long.
Fabric: Provide woven synthetic fiber designed specifically for silt fence conforming to NCDOT
specifications.

TEMPORARY SEEDING:
Temporary seeding, when required, shall be performed in accordance with the recommendations
contained in "Guide for Sediment Control on Construction Sites in North Carolina", published by
the Soil Conservation Service and Section 02228 of these specifications.
PART 3 - EXECUTION
General: The Contractor shall take whatever measures are necessary to minimize soil erosion and
siltation, water, air, and noise pollution caused by his operations. The Contractor shall also comply
with the applicable regulations of all legally constituted authorities relating to pollution prevention
and control. The Contractor shall keep himself fully informed of all such regulations which in any
way affect the conduct of the work, and shall at all times observe and comply with- all such
regulations. In the event of conflict between such regulations and the requirements of the
specifications, the more restrictive requirements shall apply.
EROSIONS AND SILTATION CONTROL
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent the eroding of soil and the silting of rivers, streams, lakes, reservoirs, other water
impoundments, ground surfaces, or other property.
Prior to suspension of operations on the project or any portion thereof, the Contractor shall take all
necessary measures to protect the construction area, including but not limited to borrow sources,
soil type base course sources, and waste areas, from erosion during the period of suspension.

Provide diversion ditches and berms as necessary to prevent concentrated flow of water across
disturbed areas.
Provide a settling basin with a gravel filter outlet for all water pumped from trenches or dewatering
equipment. Pumping of that water directly into any stream, pond, or watercourse is prohibited.
Temporarily fertilize, seed and mulch the disturbed areas as soon as practicable and, in all cases, no
later than 7 days after completion of the work at a particular site.
When construction operations are suspended for more than 30 days, provide temporary seeding
and mulching of all disturbed areas including those areas in which further construction is necessary.
Erosion control measures installed by the Contractor shall be acceptably maintained by the
Contractor.
Silt fences shall be provided where shown on the drawings and/or as necessary to prevent erosion.
Catch basins shall be protected from silt by placing silt fence around the opening until vegetative
cover is established or pavement is placed.
WATER AND AIR POLLUTION
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent pollution of rivers, streams, and water impoundment's. Pollution's such as chemicals,
fuels, lubricants, bitumens, raw sewage, and other harmful waste shall not be discharged into or
alongside of rivers, streams, or impoundments, or into natural or manmade channels leading
thereto.
A minimum of four distinct plant species, two shrub species and two herbaceous ground covers,
shall be planted on the aquatic bench as indicated on the drawings. The plants species must be
chosen from the table following this section. The plants shall be spaced according to Table 4.6.
DUST CONTROL
The Contractor shall control dust throughout the life of the project within the project area and at all
other areas affected by the construction of the project, including, but not specifically limited to,
unpaved secondary roads, haul roads, access roads, disposal sites, borrow and material sources,
and production. sites. Dust control shall not be cunsidered effective where the amount of dust
creates a potential or actual unsafe condition, public nuisance, or condition endangering the value,
utility, or appearance of any property.
NOISE CONTROL
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent excessive and unnecessary noise. The Contractor shall choose his methods so as to
minimize the disturbance of area residents.

The major difference between an extended detention wetland and a wet detention basin is that the
allocation of surface area to different pond depths. For the system to function as a wetland, IU-m of the
area of the permanent pool needs to be designed as a mare with a depth of 0 to 18", with an almost equal
distribution of area (35% and 35%) between 0" to 9" and T' to 18." The other major difference is that
there needs to be a small pool (15 % of the surface area) where the outlet is located to prevent sediment
from interfering with the outlet. structure functions. The balance of the area is flexible with respect to
depth.
A most important consideration when designing both extended detention wetland systems and pocket
wetland systems is the specification and installation of plants. Tables 4.1, 4.2, and 4.3 in chapter 4 will
give a good indication of those plants that can be used in areas that will not be continually inundated.
The ponding times, shown in days under Ponding, will give a good indication of what zones of the
wetland the species should be planted. Shown below in Table 2.2 are those plants that should do well
when planted within the normal, permanent pool of the wetland.

The Wilmington Regional Office received a Stormwater Management Permit Application
for DEL Laboratories Additions on June 11, 2002. A preliminary review of that information has
determined that the application is not complete. The following information is needed to continue
the stormwater review:
Please check the percent impervious and the SA/DA calculations for each pond.. It
appears that the wrong SA/DA table is being used. The one in the 3MP manual is for
the Piedmont area only. I have enclosed a copy of the SA/DA table for use in the 20'
coastal counties. The percent impervious for Pond #1 is 68.25%, not 63.24%. The
proposed surface area for Pond #1 is deficient by about 6,000 W, and the surface area
for Pond #2 is deficient by 4,000 W.
2. Please c heck t he orifice calculations. F or P and # 1, t he in inimum I " v olume i s
reported as 30,460 cubic feet, but the orifice calculations start at a volume of 18,762
cubic feet. For Pond #2, the required minimum 1" volume is reported as 34,598 cubic
feet, but the orifice calculations start at 30,460 cubic feet. Eased on the standard
orifice equation, using an average head of approximately 1', the 1" and 1.25" orifices
specified are much too. small.
3. The forebay volume is well over the 20% allowed. In order to function properly,
there must be as much surface area at the design depth of 4' as possible. Please reduce
the f orebay v olume t o b e w ithin t he r ange o f 18%-22% o f t he p .ermanent p ool
volume.
4. Please provide additional calculations to show how it was determined that the
minimum storage volume was provided, and how the permanent pool volume and
forebay required and provided volumes were calculated. A table of the surface areas
and volumes provided in the pond beginning at the bottom and ending at the
proposed temporary storage elevation is very helpful in demonstrating that these
design requirements have been met.
5. Please dimension each line and arc of each pond's permanent pool contour on sheet
C1.1.
6. Please add/label the nearest intersection of two major roads to the vicinity map.

breakup the building totals into new building and existing building.
8. Please specify the type of flow spreader mechanism that will be used in the vegetated
filter, i.e., a concrete box, a half -round pipe, etc. Please add inverts and elevations
specific to each filter to the detail. Please specify the type of grass to be planted in the
filter.
9. Please specify trash rack openings not to exceed 4" square.
10. Section 02120 of the specifications includes a listing ofplants for bio-retention areas.
The required plants for the 6:1 shelf need to be wetland species. The plants listed for
bio-retention are generally not suitable for use in a wetland. Please replace Tables
4.3, 4.4 and 4.5 in the specifications with Table 2.2 from the BMP manual.
11. Please label the sidewalk width on the 15,000 ft2 office addition.
12. Please show the locations of the roof drains for both the existing and proposed
buildings.
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to September 8, 2002, or the
application will be returned as incomplete. The return of a project will necessitate resubmittal of all
required items, including the application fee.
If you need additional time to submit the information, please mail or fax your request for a
time extension to the Division at the address and fax number at the bottom of this letter. The request
must indicate the date by which you expect to submit the required information. The Division is
allowed 90 days from the receipt of a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to
enforcement action pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any original
documents that need to be revised have been sent to the engineer or agent. All original documents
must be returned or new originals must be provided. Copies are not acceptable. If you have any

NARRATIVE
This project is the construction of improvements on the site of Del Laboratories in Rocky
Point, North Carolina, Pender County of NC Hwy.133 at the end of NCSR 1437. The
project consists of 194,850 sf of new plant area, 15,000 sf of new office building, new
asphalt parking and access drive, concrete loading dock area and all associated demolition,
clearing and grading needed to complete improvements. The project also includes the
reconfiguration of two existing wet detention ponds for stormwater treatment.
There are currently two plant building and associated parking and access routes on site.
Some of the existing improvements will be demolished for construction of the proposed
improvements. These areas are indicated on the Existing Conditions and Demolition Plan
CO.1. The site is served by a recently constructed public water supply with existing
groundwater wells being abandoned. The is an existing wastewater treatment plant and
lift station located on an outparcel owned by Pender County within the property line of the
site. This treatment plant serves Del Laboratories and is managed by Pender County.
There are four (4) existing wet detention ponds on the site constructed by previous owners

tow will be reconfigured to meet latest NC DENR requirement and to handle the additional
runoff generated by the new construction. Approximately 34.31 % (19.95 ac.) of the site
is impervious prior to construction. After construction approximately 46.21 % (26.87 ac.,)
will be impervious area. Some of the areas for new construction are existing impervious
and are indicated on the attached calculations.
Three drainage basins have been identified on the attached map. The property is 58.15
acres of which approximately 17.9 acres will be disturbed during construction. The total
rate of runoff from the site for a 10-year storm prior to construction is 82.76 cfs. After
construction the rate of runoff will increase to 140.07 cfs.
SOILS
The predominant soil types obtained from soil survey maps, Pender County, North Carolina
are AnB- Alpin fine sand and GoA - Goldsbor fine sandy loam.
Alpin fine sand is an excessively drained soil. Infiltration is rapid and surface runoff is
slow. Permeability is rapid in the upper part of the subsurface and moderately rapid in the
lower part. Available water capacity is low and the seasonal high water table is below a
depth of 6 feet.
Goldsboro fine sandy loam is an moderately well drained soil. Infiltration is medium and
surface runoff is slow. Permeability is moderate and available water capacity is moderate
to high. The seasonal high water table is 2 to 3 feet below the surface

DRAINAGE BASINS
Drainage Basin 1
Drainage Basin 1 is 13.60 acres and includes 1.85 acres of off site area. This basin will
drain to Detention Pond 1. Drainage Basin 1 is 24.49% impervious prior to construction
and 63.24% impervious after construction. The rate of runoff from Drainage Basin 1 is
14.18 cfs prior to construction and 12.69 CFS after construction.
Drainage Basin 2
Drainage Basin 2 is 11.2 acres and drains to Detention Pond 2. Drainage Basin 2 is4
44.56% impervious prior to construction and 89.29% impervious after construction. The
rate of runoff from Drainage Basin 2 is 19.54 cfs prior to construction and 25.72 cfs after
construction.

Drainage Basin 3 is 35.2 acres and is 23.49% impervious. No improvements will be made
in Drainage Basin 3 so the pre and post development rate of runoff is the same at 68.90
cfs. This runoff is directed to the other two existing detention ponds, overland sheet flows
to the Northeast Cape Fear River or sheet flows to on -site wetlands.

PART 1 -GENERAL
1.01 SUMMARY
A. This Section includes the following:

3.01 SITE CLEARING
A. General: Remove trees, shrubs, grass, and other vegetation, improvements, or
obstructions, as required, to permit installation of new construction. Remove similar items
elsewhere on site or premises as specifically indicated. Removal includes digging out and
off -site disposal of stumps and roots.
B. Topsoil: Topsoil is defined as friable clay loam surface soil found in a depth of not less than
4 inches. Satisfactory topsoil is reasonably free of subsoil, clay lumps, stones, and other
objects over 2 inches in diameter, and without weeds, roots, and other objectionable
material.
1. Strip topsoil to whatever depths encountered in a manner to prevent intermingling with
underlying subsoil or other objectionable material. Remove heavy growths of grass
from areas before stripping.
2. Stockpile topsoil in storage piles in areas indicated or directed. Construct storage piles
to provide free drainage of surface water. Cover storage piles, if required, to prevent
wind erosion.
3. Dispose of unsuitable or excess topsoil as specified for disposal of waste material.
C. Clearing and Grubbing: Clear site of trees, shrubs, and other vegetation, except for those
indicated to be left standing.
1. Completely remove stumps, roots, and other debris protruding through ground surface.
2. Fill depressions caused by clearing and grubbing operations with satisfactory soil
material, unless further excavation or earthwork is indicated.

a. Place fill material in horizontal layers not exceeding 6 inches loose depth, and
thoroughly compact each layer to a density equal to adjacent original ground.
3.02 DISPOSAL OF WASTE MATERIALS
A. Burning on Owner's Property: Burning is not permitted on Owner's property.
B. Removal from Owner's Property: Remove waste materials and unsuitable or excess topsoil
from Owner's property unless otherwise directed.

PART 1 -GENERAL

Description of Work: The extent of the work required under this section is that required to
minimize water, air, and noise pollution and soil erosion and siltation.
Temporary erosion control measures which may be necessary include, but are not limited to,
temporary berms, dikes, dams, drainage ditches, silt basins, silt ditches, perimeter swales, slope
drains, structures, vegetation, mulches, mats, netting, gravel or any other methods or devices that
are necessary to control or restrict erosion. Temporary erosion control measures may include work
outside the right-of-way or construction limits where such work is necessary as a result of
construction such as borrow pit operations, haul roads, plant sites, equipment storage sites, and
disposal of waste or debris. The Contractor shall be liable for all damages to public or private
property caused by silting or slides originating in waste areas furnished by the Contractor.

QUALITY ASSURANCE
Codes and Standards: North Carolina Sedimentation Pollution Control Act of 1973 and the Rules

In the event of conflict between the regulations listed above and the requirements of these
specifications, the more restrictive requirement shall apply,

Failure of The Contractor to fulfill any of the requirements of this section may result in the Owner
ordering the stopping of construction operations until such failure has been corrected. Such
suspension of operations will not justify an extension of contract time nor additional compensation.
Failure on the part of the Contractor to perform the necessary measures to control erosion,
siltations, and pollution will result in the Architect/Engineer notifying the Contractor to take such
measures. In the event that the Contractor fails to perform such measures within 24 hours after
receipt of such notice, the Owner may suspend the work as provided above, or may proceed to
have such measures performed with other forces and equipment, or both. The cost of such work
performed by other forces will be deducted from monies due the Contractor on his contract.

PART 2 - PRODUCTS
SILT FENCES
Posts: Wooden posts shall be a minimum of 4" in diameter and 6' in length. Posts shall be of
creosote or pentachlorophenol treated southern pine.
Steel posts shall be 5' in height and be of self -fastener angle steel type.
Posts shall be spaced at 10' max. when silt fence is backed with wire mesh, 7' when no wire
mesh is used or as required by the Architect/Engineer.
Woven Wire: Woven wire fencing shall conform to ASTM A116 for Class 3 galvanizing. Fabric
shall be a minimum of 32" in width and shall have a minimum of 6 line wires with 12" stay
spacing. The top and bottom wires shall be 10 gauge while the intermediate wires shall be 12-1 /2
gauge. Wire fabric shall be fastened to wood posts with not less than #9 wire staples 1-1 /2" long.
Fabric: Provide woven synthetic fiber designed specifically for silt fence conforming to NCDOT
specifications.
DRAINAGE STONE
Check Dam: NCDOT Class B Stone
Rock Silt Check Dam: NCDOT Class B Stone and Class I material NCDOT No. 57.
TEMPORARY SEEDING:
Temporary seeding, when required, shall be performed in accordance with the recommendations
contained in "Guide for Sediment Control on Construction Sites in North Carolina", published by
the Soil Conservation Service and Section 02228 of these specifications.
PART 3 - EXECUTION
General: The Contractor shall take whatever measures are necessary to minimize soil erosion and
siltation, water, air, and noise pollution caused by his operations. The Contractor shall also comply
with the applicable regulations of all legally constituted authorities relating to pollution prevention
and control. The Contractor shall keep himself fully informed of all such regulations which in any
way affect the conduct of the work, and shall at all times observe and comply with all such
regulations. In the event of conflict between such regulations and the requirements of the
specifications, the more restrictive requirements shall apply.
EROSIONS AND SILTATION CONTROL
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent the eroding of soil and the silting of rivers, streams, lakes, reservoirs, other water
impoundments, ground surfaces, or other property.
Prior to suspension of operations on the project or any portion thereof, the Contractor shall take all
necessary measures to protect the construction area, including but not limited to borrow sources,
soil type base course sources, and waste areas, from erosion during the period of suspension.

Provide diversion ditches and berms as necessary to prevent concentrated flow of water across
disturbed areas.
Provide a settling basin with a gravel filter outlet for all water pumped from trenches or dewatering
equipment. Pumping of that water directly into any stream, pond, or watercourse is prohibited.
Temporarily fertilize, seed and mulch the disturbed areas as soon as practicable and, in all cases, no
later than 7 days after completion of the work at a particular site.
When construction operations are suspended for more than 30 days, provide temporary seeding
and mulching of all disturbed areas including those areas in which further construction is necessary.
Erosion control measures installed by the Contractor shall be acceptably maintained by the
Contractor.
Silt fences shall be provided where shown on the drawings and/or as necessary to prevent erosion.
Catch basins shall be protected from silt by placing silt fence around the opening until vegetative
cover is established or pavement is placed.
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent pollution of rivers, streams, and water impoundment's. Pollution's such as chemicals,
fuels, lubricants, bitumens, raw sewage, and other harmful waste shall not be discharged into or
alongside of rivers, streams, or impoundments, or into natural or manmade channels leading
thereto.
A minimum Of four district plant species, two shrub species and two herbaceous ground covers,
shall be planted on the aquatic bench as indicated on the drawings. The plants species must be
chosen from the table following this section. The plants shall be spaced according to Table 4.6.
DUST CONTROL
The Contractor shall control dust throughout the life of the project within the project area and at all
other areas affected by the construction of the project, including, but not specifically limited to,
unpaved secondary roads, haul roads, access roads, disposal sites, borrow and material sources,
and production sites. Dust control shall not be considered effective where the amount of dust
creates a potential or actual unsafe condition, public nuisance, or condition endangering the value,
utility, or appearance of any property.
NOISE CONTROL
The Contractor shall exercise every reasonable precaution throughout the life of the project to
prevent excessive and unnecessary noise. The Contractor shall choose his methods so as to
minimize the disturbance of area residents.

4.I 2 Number and Size of Plant Species
A minimum of three species of trees and three species of shrubs should be selected to insure diversity.
In addition to reducing the potential for monoculture mortality concerns. a diversity of trees and shrubs
with differing rates of transpiration may ensure a more constant rate of evapotranspiration and nutrient
and pollutant uptake throughout the growing season.
Herbaceous ground covers are important to prevent erosion of the mulch and the soil layers. Suitable
herbaceous ground covers are identified in Table 4.5.
The number of tree and shrub plantings may vary, especially in areas where aesthetics and visibility are
vital to site development, and should be determined on an individual site basis. On average,1000 trees
and shrubs should be planted per acre. For example, a bioretention area measuring 15' x 40' would
contain a combination of trees and shrubs totaling 14 individuals. The recommended minimum and
maximum number of individuals and spacing are given in Table 4.6.
Two to three shrubs should be specified for each tree (2:1 to 3:1 ratio of shrubs to trees).

At installation, trees should be 2.5 inches in caliper, and shrubs 3 to 4 feet in height or 18 to 24 inches in
spread. Ground cover may be as seed or, preferably, plugs. The relatively mature size requirements for
trees and shrubs are important to ensure that the installation of plants are readily contributing to the
bioretention process (i.e., evapotranspiration, pollutant uptake).
4.I3 Plant Material Layout
There are two guidelines that should apply to all bioretention areas. First, woody plant material should
not be placed within the immediate areas of where flow will be entering the bioretention area. Besides
possibly concentrating flows, trees and shrubs can be damaged as a result of the flow. Secondly, it is
recommended that trees be planted primarily on the perimeter of bioretention areas to maximize the
shading and sheltering of bioretention areas and to create a microclimate which will limit the extreme
exposure from summer solar radiation and winter freezes and winds. An example planting plan is shown
in Figure 14.
Often designers will find that the environmental factors such as wind and temperature vary not only on
site but also between bioretention areas. As a result, the designer may need to consider the placement of
each plant. An example would be to consider placing evergreen trees or other wind tolerant species on
the northern end of a bioretention area, against cold winter winds.

1.02 DESCRIPTION
A. The work covered by this section consist of disposal of waste and debris, preparing
seedbeds;
furnishing, placing, and covering limestone, fertilizer, and seed; compacting seedbeds;
furnishing,
placing, and securing mulch; and other operations necessary for the permanent
establishment of
grasses from seed; all in accordance with these specifications and drawings.
B. Waste will be considered to be all excavated materials which are not utilized in the
construction of the project.
C. Debris will be considered to be all undesirable material encountered or left on the project
site.
D. The Contractor shall adapt his operations to variations in weather or soil conditions as
.necessary for the successful establishment and growth of the grasses.
E. In all operations covered by this section, care shall be taken to preserve the required line,
grade, and cross section of the work area.

PART 3 - EXECUTION
3.01 WASTE MATERIAL DISPOSAL
A. Waste material not utilized in the construction of the project shall be removed from the
project site and disposed of by the Contractor in areas provided by him.
B. The Contractor shall hold the Owner harmless of any damages which might occur through
the
disposal of the waste and debris.
C. Construction debris and all broken pavement, concrete, masonry, etc. shall be removed
from the
project as soon as possible.
D. Where the Owner has granted permission to dispose of waste and debris within the project
area, the Owner will have authority to establish whatever additional requirements that may
be necessary to insure the satisfactory appearance of the area.
3.02 SEEDING AND MULCHING
A. Seeding and mulching shall be performed in accordance with all applicable provisions of
Section 880 of the North Carolina State Department of Transportation's Standard
Specifications for Roads and Structures, latest revision.
B. Seeding and mulching shall be done on all earth areas disturbed by construction not
destined for
construction of structures or paving.

3.03 TEMPORARY SEEDING
A. Temporary seeding shall be performed in accordance with the requirements of Section 881
of the
North Carolina State Department of Transportation's Standard Specifications for Roads and
Structures, latest revisions.
B. The kinds of seed and rates of application of seed and fertilizer shall be the same as
specified for
permanent seeding above.
3.04 TEMPORARY MULCHING
A. Temporary mulch may be used for the prevention of excessive soil erosion during
construction
operations where it is impossible or impractical to perform permanent seeding and mulching.
B. Temporary much shall be placed promptly at the location and times directed by the
Engineer.
C. The temporary mulch may be required on previously seeded areas or on areas which have
not been seeded.
D. Temporary mulches may be straw, fiber mats, netting or other suitable material acceptable
to the
Engineer and shall be reasonably clean and free of noxious weeds and deleterious material.
Mulch shall be spread uniformly over the area by hand or by means of approximate
mechanical
spreaders or blowers to obtain an application satisfactory to the Engineer. On seeded
areas,
satisfactory application of temporary mulch shall allow some sunlight to penetrate and air to
circulate, but also partially shade the ground, reduce erosion and conserve soil moisture.
E. When temporary mulching is being performed in connection with temporary seeding, no
seeded
areas shall be allowed to remain more than 24 hours without mulching having been
completed.
F. If seeding has been performed previously, care shall be exercised to prevent displacement of
soil or seed, or other damage to the seeded area during temporary mulching operations.
G. The Contractor shall take sufficient precautions to prevent temporary mulch from entering
pipe lines and drainage structures through displacement by wind, water or other causes.
H. The Contractor shall apply a sufficient amount of asphalt or other type material to assure
that the
temporary mulch is properly held in place.
I. In the application of asphalt materials during temporary mulching operations, adequate
precautions shall be taken to prevent damage to traffic; and to any private or public
property. Such property shall be adequately covered, or application methods changed, so
as to avoid damage. Where any damage occurs as a result of the Contractor's failure to

take adequate precautions, the Contractor will be required to repair such damage, including
any cleaning that may be necessary, before final acceptance of the work will be made.
3.05 REPAIR SEEDING
A. Repair seeding shall be performed in accordance with the requirements of Section 882 of
the North Carolina State Department of Transportation's Standard Specifications for Roads
and Structures, latest revision.
B. The kinds of seed and fertilizer shall be the same as specified for permanent "seeding and
mulching". The rates of application of the various kinds of seed specified for "seeding and
mulching" may vary as directed by the Engineer, however the total rate shall be
substantially the same as for "seeding and mulching", but in no case will the total rate of
seed and fertilizer vary more or less than twenty-five (25%) percent of that specified for
"seeding and mulching".
3.06 SUPPLEMENTAL SEEDING
A. The work covered by this section consists of the application of additional seed to an area

B. The work of supplemental seeding does not include seedbed preparation, fertilizer,
limestone, or mulch, and is intended only to provide an additional amount of seed to the

operation on projects that do not have a stand of grass thick enough to cover the ground in
a
reasonable length of time. This work does not conflict with nor replace repair seeding as its
purpose is entirely different.
C. The kinds of seed shall be the same as for "seeding and mulching", and the rate of
application may vary from 25 pounds to 75 pounds per acre. The final rate per acre; if
needed, will be determined by the Engineer prior to the time of top dressing and the
Contractor will be notified in writing of the rate per acre, total quantity needed and areas on
which to apply the supplemental seed.
3.07 FERTILIZER TOP DRESSING:
A. Fertilizer top dressing shall be performed in accordance with the requirements of Section
886 of the North Carolina State Department of Transportation's Standard Specifications for

3.1 PREPARATION
A. Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by
settlement, lateral movement, undermining, washout, and other hazards created by
earthwork operations.
B. Protect subgrades and foundation soils against freezing temperatures or frost. Provide
protective insulating materials as necessary.
C. Provide erosion -control measures to prevent erosion or displacement of soils and discharge of
soil -bearing water runoff or airborne dust to adjacent properties and walkways.
3.2 DEWATERING
A. Prevent surface water and ground water from entering excavations, from ponding on prepared
subgrades, and from flooding Project site and surrounding area.
B. Protect subgrades from softening, undermining, washout, and damage by rain or water
1. Reroute surface water runoff away from excavated areas. Do not allow water to
accumulate in excavations. Do not use excavated trenches as temporary drainage
ditches.
2. Install a dewatering system to keep subgrades dry and convey ground water away from
excavations. Maintain until dewatering is no longer required.

A. Explosives: Do not use explosives.
3.4 EXCAVATION, GENERAL
A. Unclassified Excavation: All excavation to subgrade elevations regardless of the character of
surface and subsurface conditions encountered, including rock, soil materials, and
obstructions.
1. If excavated materials intended for fill and backfill include unsatisfactory soil materials and
rock, replace with satisfactory soil materials.
3.5 EXCAVATION FOR STRUCTURES
A. Excavate to indicated elevations and dimensions within a tolerance of plus or minus 1 inch
(25 mm). Extend excavations a sufficient distance from structures for placing and removing
concrete formwork, for installing services and other construction, and for inspections.
1. Excavations for Footings and Foundations: Do not disturb bottom of excavation.
Excavate by hand to final grade just before placing concrete reinforcement. Trim
bottoms to required lines and grades to leave solid base to receive other work.

3.6 EXCAVATION FOR WALKS AND PAVEMENTS
A. Excavate surfaces under walks and pavements to indicated cross sections, elevations, and
grades.
3.7 EXCAVATION FOR UTILITY TRENCHES
A. Excavate trenches to indicated gradients, lines, depths, and elevations.
1. Beyond building perimeter, excavate trenches to allow installation of top of pipe below
frost line.
B. Excavate trenches to uniform widths to provide a working clearance on each side of pipe or
conduit. Excavate trench walls vertically from trench bottom to 12 inches (300 mm) higher
than top of pipe or conduit, unless otherwise indicated.
1. Clearance: As indicated.
C. Trench Bottoms: Excavate and shape trench bottoms to provide uniform bearing and support
of pipes and conduit. Shape subgrade to provide continuous support for bells, joints, and
barrels of pipes and for joints, fittings, and bodies of conduits. Remove projecting stones
and sharp objects along trench subgrade.
1 • For pipes and conduit less than 6 inches (150 mm) in nominal diameter and flat-bottomed,
multiple -duct conduit units, hand -excavate trench bottoms and supporr pipe and conduit
on an undisturbed subgrade.
2. For pipes and conduit 6 inches (150 mm) or larger in nominal diameter, shape bottom of
trench to support bottom 90 degrees of pipe circumference. Fill depressions with
tamped sand backfill.
3. Excavate trenches 6 inches (150 mm) deeper than elevation required in rock or other
unyielding bearing material to allow for bedding course.
3.8 APPROVAL OF SUBGRADE
A. Notify Engineer when excavations have reached required subgrade.
B. If Engineer determines that unsatisfactory soil is present, continue excavation and replace
with compacted backfill or fill material as directed.
1. Additional excavation and replacement material will be paid for according to Contract
provisions for changes in the Work.
C. Proof roll subgrade with heavy pneumatic -tired equipment to identify soft pockets and areas
of excess yielding. Do not proof roll wet or saturated subgrades.
D. Reconstruct subgrades damaged by freezing temperatures, frost, rain, accumulated water, or
construction activities, as directed by Engineer.

3.9 UNAUTHORIZED EXCAVATION
A. Fill unauthorized excavation under foundations or wall footings by extending bottom elevation
of concrete foundation or footing to excavation bottom, without altering top elevation. Lean
concrete fill may be used when approved by Engineer.
Fill unauthorized excavations under other construction or utility pipe as directed by
Engineer.
3.10 STORAGE OF SOIL MATERIALS
A. Stockpile borrow materials and satisfactory excavated soil materials. Stockpile soil materials
without intermixing. Place, grade, and shape stockpiles to drain surface water. Cover to
prevent windblown dust.
1. Stockpile soil materials away from edge of excavations. Do not store within drip line of
remaining trees.
3.11 BACKFILL
A. Place and compact backfill in excavations promptly, but not before completing the following:
1. Construction below finish grade including, where applicable, dampproofing, waterproofing,
and perimeter insulation.
2. Surveying locations of underground utilities for record documents.
3. Inspecting and testing underground utilities.
4. Removing concrete formwork.
5. Removing trash and debris.
6. Removing temporary shoring and bracing, and sheeting.
7. Installing permanent or temporary horizontal bracing on horizontally supported walls.
3.12 UTILITY TRENCH BACKFILL
A. Place and compact bedding course on trench bottoms and where indicated. Shape bedding
course to provide continuous support for bells, joints, and barrels of pipes and for joints,
fittings, and bodies of conduits.
B. Backfill trenches excavated under footings and within 18 inches (450 mm) of bottom of
footings; fill with concrete to elevation of bottom of footings.
C. Provide 4-inch- (100-mm-) thick, concrete -base slab support for piping or conduit less than 30
inches (750 mm) below surface of roadways. After installing and testing, completely encase
piping or conduit in a minimum of 4 inches (100 mm) of concrete before backfilling or
placing roadway base.
D. Place and compact initial backfill of base material, free of particles larger than 1 inch (25
mm), to a height of 12 inches (300 mm) over the utility pipe or conduit.

1. Carefully compact material under pipe haunches and bring backfill evenly up on both sides
and along the full length of utility piping or conduit to avoid damage or displacement of
utility system.
E. Coordinate backfilling with utilities testing.
F. Fill voids with approved backfill materials while shoring and bracing, and as sheeting is
removed.
G. Place and compact final backfill of satisfactory soil material to final subgrade.
H. Install warning tape directly above utilities, 12 inches (300 mm) below finished grade, except
6 inches (150 mm) below subgrade under pavements and slabs.
3.13 EMBANKMENT FILL
A. Preparation: Remove vegetation, topsoil, debris, unsatisfactory soil materials, obstructions,
and deleterious materials from ground surface.
B. Cut-off trench: A six-foot wide by three-foot deep cutoff trench shall be constructed at the

C. Embankment fill shall be placed in 8' to 10' thick lifts at a moisture content within —1 to +3
percent of the optimum moisture content of the material as determined by ASTM D 698.
Each lift shall be uniformly compacted by a sheepsfoot or padfoot roller to a dry density of at
least 95 percent of the maximum dry density of the material according to ASTM D 698.

3.14 FILL
A. Preparation: Remove vegetation, topsoil, debris, unsatisfactory soil materials, obstructions,
and deleterious materials from ground surface before placing fills.
B. Plow, scarify, bench, or break up sloped surfaces steeper than 1 vertical to 4 horizontal so fill
material will bond with existing material.
C. Place and compact fill material in layers to required elevations as follows:
1. Under grass and planted areas, use satisfactory soil material.
2. Under walks and pavements, use satisfactory soil material.
3. Under steps and ramps, use engineered fill.
4. Under building slabs, use engineered fill.
5. Under footings and foundations, use engineered fill.
3.15 MOISTURE CONTROL
A. Uniformly moisten or aerate subgrade and each subsequent fill or backfill layer before
compaction to within 2 percent of optimum moisture content.
1. Do not place backfill or fill material on surfaces that are muddy, frozen, or contain frost or
ice.
2. Remove and replace, or scarify and air-dry, otherwise satisfactory soil material that

exceeds optimum moisture content by 2 percent and is too wet to compact to specified
dry unit weight.
3.16 COMPACTION OF BACKFILLS AND FILLS
A. Place backfill and fill materials in layers not more than 8 inches (200 mm) in loose depth for
material compacted by heavy compaction equipment, and not more than 4 inches (100 mm)
in loose depth for material compacted by hand -operated tampers.
B. Place backfill and fill materials evenly on all sides of structures to required elevations, and
uniformly along the full length of each structure.
C. Compact soil to not less than the following percentages of maximum dry unit weight
according to ASTM D 698:
1. Under structures, building slabs, steps, and pavements, scarify and recompact top 12
inches (300 mm) of existing subgrade and each layer of backfill or fill material at 95
percent.
2. Under walkways, scarify and recompact too 6 inches (150 mm) below subgrade and

3. Under lawn or unpaved areas, scarify and recompact top 6 inches (150 mm) below
subgrade and compact each layer of backfill or fill material at 85 percent.
3.17 GRADING
A. General: Uniformly grade areas to a smooth surface, free from irregular surface changes.
Comply with compaction requirements and grade to cross sections, lines, and elevations
indicated.
1. Provide a smooth transition between adjacent existing grades and new grades.
2. Cut out soft spots, fill low spots, and trim high spots to comply with required surface
tolerances.
B. Site Grading: Slope grades to direct water away from buildings and to prevent ponding.
Finish subgrades to required elevations within the following tolerances:
1. Lawn or Unpaved Areas: Plus or minus 1 inch (25 mm).
2. Walks: Plus or minus 1 inch (25 mm).
3. Pavements: Plus or minus 1/2 inch (13 mm).
3.18 BASE COURSES
A. Install separation fabric on prepared subgrade according to manufacturer's written
instructions, overlapping sides and ends.
B. Under pavements place base course on separation fabric according to fabric manufacturer's
written instructions and as follows:

1. Place base course material over subgrade.

mm) thick when compacted.
D. Pavement Shoulders: Place shoulders along edges of base course to prevent lateral
movement. Construct shoulders, at least 12 inches (300 mm) wide, of satisfactory soil
materials and compact simultaneously with each base layer to not less than 95 percent of
maximum dry unit weight according to ASTM D 1557.
3.19+ DRAINAGE COURSE
A. Under slabs -on -grade, install drainage fabric on prepared subgrade according to
manufacturer's written instructions, overlapping sides and ends. Place drainage course on
drainage fabric and as follows:

3.20 FIELD QUALITY CONTROL
A. Testing Agency: Owner will engage a qualified independent geotechnical engineering testing
agency to perform field quality control testing.
B. Allow testing agency to inspect and test subgrades and each fill or backfill layer. Proceed
with subsequent earthwork only after test results for previously completed work comply with
requirements.
C. Footing Subgrade: At footing subgrades, at least one test of each soil stratum will be
performed to verify design bearing capacities. Subsequent verification and approval of other
footing subgrades may be based on a visual comparison of subgrade with tested subgrade
when approved by Engineer.
D. Testing agency will test compaction of soils in place according to ASTM D 1556,
ASTM D 2167, ASTM D 2922, and ASTM D 2937, as applicable. Tests will be performed at
the following locations and frequencies:

1. Paved and Building Slab Areas: At subgrade and at each compacted fill and backfill layer,
at least one test for every 2000 sq. ft. (186 sq. m) or less of paved area or building slab,
but in no case fewer than three tests.
2. Foundation Wall Backfill: At each compacted backfill layer, at least one test for each 100
feet (30 m) or less of wall length, but no fewer than two tests.
3. Trench Backfill: At each compacted initial and final backfill layer, at least one test for
each 150 feet (46 m) or less of trench length, but no fewer than two tests.
E. When testing agency reports that subgrades, fills, or backfills have not achieved degree of
compaction specified, scarify and moisten or aerate, or remove and replace soil to depth
required; recompact and retest until specified compaction is obtained.
3.21 PROTECTION
A. Protecting Graded Areas: Protect newly graded areas from traffic, freezing, and erosion.
Keep free of trash and debris.

1.06 DELIVERY, STORAGE, AND HANDLING
A. Deliver pavement -marking materials to Project site in original packages with seals unbroken
and bearing manufacturer's labels containing brand name and type of material, date of
manufacture, and directions for storage.
B. Store pavement -marking materials in a clean, dry, protected location and within temperature
range required by manufacturer. Protect stored materials from direct sunlight.
1.07 PROJECT CONDITIONS
A. Environmental Limitations: Do not apply asphalt materials if substrate is wet or excessively
damp or if the following conditions are not met:
1. Prime and Tack Coats: Minimum surface temperature of 60 deg F (15.5 deg C).
2. Asphalt Base Course: Minimum surface temperature of 40 deg F (4 deg C) and rising at
time of placement.
3. Asphalt Surface Course: Minimum surface temperature of 60 deg F (15.5 deg C) at time

PART 3 - EXECUTION
3.01 EXAMINATION
A. Verify that subgrade is dry and in suitable condition to support paving and imposed loads.
B. Proof -roll base using heavy, pneumatic -tired rollers to locate areas that are unstable or that
require further compaction.
C. Notify Engineer in writing of any unsatisfactory conditions. Do not begin paving installation
until these conditions have been satisfactorily corrected.
3.02 PATCHING AND REPAIRS
A. Patching: Saw cut perimeter of patch and excavate existing pavement section to sound
base. Recompact new subgrade. Excavate rectangular or trapezoidal patches, extending 12
inches (300 mm) into adjacent sound pavement, unless otherwise indicated. Cut excavation
faces vertically.
1. Tack coat faces of excavation and allow to cure before paving.
2. Fill excavation with dense -graded, hot -mix asphalt base mix and, while still hot, compact
flush with adjacent surface.

3. Partially fill excavation with dense -graded, hot -mix asphalt base mix and compact while
still hot. Cover asphalt base course with compacted, hot -mix surface layer finished flush
with adjacent surfaces.
B. Leveling Course: Install and compact leveling course consisting of dense -graded, hot -mix
asphalt surface course to level sags and fill depressions deeper than 1 inch (25 mm) in
existing pavements.
1. Install leveling wedges in compacted lifts not exceeding 3 inches (75 mm) thick.
C. Crack and Joint Filling: Remove existing filler material from cracks or joints to a depth of 1 /4
inch (6 mm). Refill with asphalt joint -filling material to restore watertight condition. Remove
excess filler that has accumulated near cracks or joints.
D. Tack Coat: Apply uniformly to existing surfaces of previously constructed asphalt or
portland cement concrete paving and to surfaces abutting or projecting into new, hot -mix
asphalt pavement. Apply at a uniform rate of 0.05 to 0.15 gal./sq. yd. (0.2 to 0.7 L/sq. m)
of surface.
1. Allow tack coat to cure undisturbed before paving.

3.03 SURFACE PREPARATION
A. General: Immediately before placing asphalt materials, remove loose and deleterious material
from substrate surfaces. Ensure that prepared subgrade is ready to receive paving.

dislodge or disturb aggregate embedded in compacted surface of base course.
B. Herbicide Treatment: Apply herbicide according to manufacturer's recommended rates and
written application instructions. Apply to dry, prepared subgrade or surface of compacted -
aggregate base before applying paving materials.
1. Mix herbicide with prime coat when formulated by manufacturer for that purpose.
C. Prime Coat: Apply uniformly over surface of compacted -aggregate base at a rate of 0.15 to
0.50 gal./sq. yd. (0.7 to 2.3 L/sq. m). Apply enough material to penetrate and seal, but not
flood, surface. Allow prime coat to cure for 72 hours minimum.
1. If prime coat is not entirely absorbed within 24 hours after application, spread sand over
surface to blot excess asphalt. Use just enough sand to prevent pickup under traffic.
Remove loose sand by sweeping before pavement is placed and after volatiles have
evaporated.
2. Protect primed substrate from damage until ready to receive paving.
3. If surface course can be applied less than 30 days following aggerate base installation,
the prime coat is not required.
3.04 HOT -MIX ASPHALT PLACING
A. Machine place hot -mix asphalt mix on prepared surface, spread uniformly, and strike off.
Place asphalt mix by hand to areas inaccessible to equipment in a manner that prevents

segregation of mix. Place each course to required grade, cross section, and thickness, when
compacted.
1. Place hot -mix asphalt base course in number of lifts and thicknesses indicated
2. Place hot -mix asphalt surface course in number of lifts and thicknesses indicated.
3. Spread mix at minimum temperature of 250 deg F (121 deg C).
4. Begin applying mix along centerline of crown for crowned sections and on high side of
one-way slopes, unless otherwise indicated.
5. Regulate paver machine speed to obtain smooth, continuous surface free of pulls and
tears in asphalt -paving mat.
B. Place paving in consecutive strips not less than 10 feet (3 m) wide, except where infill edge
strips of a lesser width are required.
1. After first strip has been placed and rolled, place succeeding strips and extend rolling to
overlap previous strips. Complete asphalt base course for a section before placing
asphalt surface course.

3.05 JOINTS
A. Construct joints to ensure continuous bond between adjoining paving sections. Construct
joints free of depressions with same texture and smoothness as other sections of hot -mix
asphalt course.

2. Uffset longitudinal joints in successive courses a minimum of 6 inches (150 mm).
3. Offset transverse joints in successive courses a minimum of 24 inches (600 mm).
4. Construct transverse joints by bulkhead method or sawed vertical face method as
described in Al's "The Asphalt Handbook."
5. Compact joints as soon as hot -mix asphalt will bear roller weight without excessive
displacement.
6. Compact asphalt at joints to a density within 2 percent of specified course density.
3.06 COMPACTION
A. General: Begin compaction as soon as placed hot -mix paving will bear roller weight without
excessive displacement. Compact hot -mix paving with hot, hand tampers or vibratory -plate
compactors in areas inaccessible to rollers.
1. Complete compaction before mix temperature cools to 185 deg F (85 deg C).
B. Breakdown Rolling: Accomplish breakdown or initial rolling immediately after rolling joints
and outside edge. Examine surface immediately after breakdown rolling for indicated crown.,
grade, and smoothness. Repair surfaces by loosening displaced material, filling with hot -mix
asphalt, and rerolling to required elevations.

C. Intermediate Rolling: Begin intermediate rolling immediately after breakdown rolling, while
hot -mix asphalt is still hot enough to achieve specified density. Continue rolling until hot -mix
asphalt course has been uniformly compacted to the following density:
1. Average Density: 96 percent of reference laboratory density according to ASTM D 1559,
but not less than 94 percent nor greater than 100 percent.
2. Average Density: 92 percent of reference maximum theoretical density according to
ASTM D 2041, but not less than 90 percent nor greater than 96 percent.
D. Finish Rolling: Finish roll paved surfaces to remove roller marks while hot -mix asphalt is still
warm.
E. Edge Shaping: While surface is being compacted and finished, trim edges of pavement to
proper alignment. Bevel edges while still hot, with back of rake or smooth iron. Compact
thoroughly using tamper or other satisfactory method.
F. Repairs: Remove paved areas that are defective or contaminated with foreign materials.
Remove paving course over area affected and replace with fresh, hot -mix asphalt. Compact
by rolling to specified densitv and surface smoothness.
G. Protection: After final rolling, do not permit vehicular traffic on pavement until it has cooled
and hardened.
H. Erect barricades to protect paving from traffic until mixture has cooled enough not to become
marked.
3.07 INSTALLATION TOLERANCES
A. Thickness: Compact each course to produce the thickness indicated within the following
tolerances:
1. Base Course: Plus or minus 1/2 inch (13 mm).
2. Surface Course: Plus 1 /4 inch (6 mm), no minus.
B. Surface Smoothness: Compact each course to produce a surface smoothness within the
following tolerances as determined by using a 10-foot (3-m) straightedge applied transversely
or longitudinally to paved areas:
1. Base Course: 1 /4 inch (6 mm).
2. Surface Course: 1 /8 inch (3 mm).
3. Crowned Surfaces: Test with crowned template centered and at right angle to crown.
Maximum allowable variance from template is 1/4 inch (6 mm).
3.08 PAVEMENT MARKING
A. Do not apply pavement -marking paint until layout, colors, and placement have been verified
with Architect.
B. Allow paving to cure for 30 days before starting pavement marking.
C. Sweep and clean surface to eliminate loose material and dust.

D. Apply paint with mechanical equipment to produce pavement markings of dimensions
indicated with uniform, straight edges. Apply at manufacturer's recommended rates to
provide a minimum wet film thickness of 15 mils (0.4 mm).
3.09 FIELD QUALITY CONTROL
A. Testing Agency: Owner will engage a qualified independent testing agency to perform field
inspections and tests and toprepare test reports.
1. Testing agency will conduct and interpret tests and state in each report whether tested
Work complies with or deviates from specified requirements.
B. Additional testing, at Contractor's expense, will be performed to determine compliance of
corrected Work with specified requirements.
C. Thickness: In -place compacted thickness of hot -mix asphalt courses will be determined
according to ASTM D 3549.
D. Surface Smoothness: Finished surface of each hot -mix asphalt course will be tested for
compliance with smoothness tolerances.
E. In -Place Density: Samples of uncompacted paving mixtures and compacted pavement will be
secured by testing agency according to ASTM D 979.
1. Reference laboratory density will be determined by averaging results from 4 samples of
hot -mix asphalt -paving mixture delivered daily to site, prepared according to
ASTM D 1559, and compacted according to job -mix specifications.
2. Reference maximum theoretical density will be determined by averaging results from 4
samples of hot -mix asphalt -paving mixture delivered daily to site, prepared according to
ASTM D 2041, and compacted according to job -mix specifications.
3. In -place density of compacted pavement will be determined by testing core samples

PART 3 - EXECUTION
PREPARATION OF FOUNDATION FOR BURIED STORM SEWERAGE SYSTEMS
Grade trench bottom to provide a smooth, firm, stable, and rock -free foundation, throughout the

cements, and other installation requirements. Maintain swab or drag in line and pull past each joint
as it is completed.
Use drop inlets for changes in direction, except where a fitting is indicated
