Dear Ms. Euliss:
On behalf of the City of Greensboro, the following is provided in response to your e-mail dated
October 15, 2010 regarding the proposed Ballinger Road Bridge Replacement project. A brief
summary of the comments contained in your correspondence on behalf of the Division of Water
Quality, Transportation Permitting Unit are summarized below, along with the corresponding
responses.
Comment: I need Figure 9 to clearly depict the type of impacts to the buffer. I suggest to
start by showing the bridge impacts to zone 1 and 2, then show any additional impacts from
the roadway impacts to zone 1 and 2, and finally show any additional impacts to zone 1 and
2 for the trail. This can be accomplished by different hatching (6 total types of hatching) or
by submitting color copies.
Response: The revised plan depicting the parallel buffer impacts to Horsepen Creek and
Stream A resulting from roadway approaches is included as Attachment A - Figure 9.
Parallel impacts resulting from roadway approaches total 2,553 sq. ft. in Zone 1 and 4,281
sq. ft. in Zone 2. Impacts resulting from the bridge total 432 sq. ft. in Zone 1. Impacts
resulting from the trail total 4,146 sq. ft. in Zone 1 and 603 sq. ft. in Zone 2. Impacts
resulting from utility relocations total 1,159 sq. ft. in Zone 2. These impact areas are clearly
depicted using six total types of hatching as requested.
Comment: There needs to be a sill placed at the tie in for the new channel and the existing
channel. This needs to be depicted on the plan, and a detail needs to be provided. This
can be in the form of a rock or log sill.

Response: A rock sill cross vane has been placed at the tie in for the new channel and the
existing channel. This has been depicted on the enclosed revised plan (Figure 11) and the
detail has been provided (Figure 12).

the permit as it stands. We will however be requiring visual monitoring of the channel both the

The tie in of the exi5ting'stream and the relocated siie'am is at a 90 degree angle. This transition.
needs to be at a s'mobther angle to limit bank erosion. We are okay issuing the permit with a
condition that states,." fhe City of Greensboro shall submit a modified design.forthe tie in between
the existing and relocated portions of stream-A,prior to the start of construction."- We will consider the
impact as a- empora y impact. This modified.design,shall be sent to the Winston.Salem Regional,
;office to my attention An email,copy of information will suffice. The rock sill vvill:need to be.placed

I'm working on getting the Ballinger Road permit out. We requested a rock sill to be placed where
the relocated channel ties into the existing channel. The drawing puts the sill at the tie in of the
[elocated channel and Horsepen creek. Please move the rock sill to where the relocated portion of
Stream A ties into the existing portion of Stream A. The purpose of the sill is to act as grade control
between the new and existing channel. You can just email me a copy of the updated drawings and
copy them to our central office. I've cc'd them on this email. Thanks.
