A Over the years we have hauled to over twenty sites in Haywood County that are not on the Assembly grounds. These sites include major deposits at Waynesville Hi-tech Industrial Park, Haywood County Fairgrounds, Waynesville landfill, and various farms. Two major spoil sites on our property have been filled. This year we attempted to place sediment at the Bethel Baptist Church, but were unable because of flood plain issues. During each excavation we will store as much sediment as possible at our residential solid waste facility to mix with yard debris for composting. This process is permitted by NCDENR but is not adequate to handle the volume of sediment coming into out lake. The cost of hauling, the terrain of Haywood County and erosion measures limit our site selection greatly. Many sites are not accessible because property owners are not willing to allow a steady stream of trucks on their streets because the heavy and muddy trucks are a nuisance and cause damage to roads. The proposed site is on our property, serviced by our roads that we maintain. The affected property owners are Assembly residents that are more willing to accept the nuisance to protect our lake. The proposed site is the best long term disposal site that we have identified because it allows ----------- - or vertical expansion rather than horizontal expansion. Horizontal expansion is not desirable because it would impact more wetlands and add to erosion issues. Section D.1.13 By choosing the location for the project that will maximize the disposal volume on the smallest footprint we are minimizing stream and wetland impacts. Up until now, on over twenty disposal sites vertical expansion has not been an option. By using dirt from within the impoundment to construct the containment dyke, the volume of storage is maximized. M..y r-- t Avoidance and Minimization of Stream Loss for Lake Junaluska Over the 100 year life of Lake Junaluska, siltation has been an ever growing problem. Presently, about five hundred truck loads of silt are carried into the Lake each year by Richland Creek and Factory Branch. In the past, silt has been deposited at over 30 locations. These sites included sacrificing part of the Lake, building an industrial park, building recreation area, capping the city landfill and many private sites. Over the last four years, we have not been able to identify any disposal site that did not require Army Corp permitting, but the silt continues to be deposited. At this .point, Lake Junaluska Assembly, the State of North Carolina and the Federal Government have spent millions of dollars to preserve the Lake because it is a major economic resource for Western North Carolina. We are not willing to sacrifice this resource. The dredging of the Lake, including construction of the wetlands and littoral shelf, has greatly increased the fish and wildlife population. In searching for a disposal site, we have contacted the local Governments and many property owners over several years. We have not been able to find any site without a water issue. The material from the Lake is not desirable on a construction site because of the moisture content and organic content.
