I have enclosed a design plan, a PCN application for NWP #13 and 33, and a vicinity map
relative to the proposed bridge replacement project on SR 1395, Yancey County, NC.
The bridge condition and additional flood damage from a severe thunderstorm have made
the replacement of the bridge superstructure an emergency.
The proposed project will replace the superstructure of Bridge 116, an existing 2-span
bridge 70 feet in length over Bald Mountain Creek using the existing abutments and pier.
The project will require a single lane temporary detour bridge (50') with temporary
supports that will impact 20 linear feet of Bald Mountain Creek. The time required to
complete the bridge project will be less than 30 days.
In addition to the bridge replacement, we propose to restore and stabilize a 120 linear foot
section of the streambank below the bridge that was damaged by the flooding due to
accumulation of debris under the bridge. The streambank will be restored to pre-flood
condition based on photographs from previous bridge inspection reports. The streambank
restoration will use grasses and shrubs to stabilize the riparian area following
construction.
Bald Mountain Creek is an approximately 30-foot wide stream with cobble/ bedrock
substrate and prominent bed/bank features. The creek is hatchery supported trout and
likely supports rainbow trout in the vicinity of the bridge.

No stream relocation will be performed for the project. Existing channel morphology
will be maintained upstream and downstream of the bridge. Riparian vegetation will be
reestablished along disturbed areas associated with the temporary bridge. Stormwater
will be diverted through grass-lined ditches or vegetated buffers prior to entering streams.

No effect on federally listed species (threatened or endangered) or their habitats is
anticipated.
As a part of the 401 Certification process, a copy of the application will be forwarded to
the NC State Historic Preservation Office as required by Section 105 of the National
Historic Preservation Act of 1966 and GS 121-12(a).
By copy of this letter, we request David McHenry, North Carolina Wildlife Resources
Commission Coordinator, to comment directly to the Corps concerning the permit
request. We also request that a moratorium period of January 1-April 15 be
recommended to allow completion of the project during November 2010.
By copy of this letter, we are asking Ed Ingle, Area Roadside Field Operations Engineer,
to comment on the above project. Bald Mountain Creek is classified as C. Trout. A
buffer variance will not be required for the project.
By copy of this letter, I am forwarding four (4) copies of the application package to Brian
Wrenn, NC Division of Water Quality, 401/Wetland Unit and an additional copy to Mike
Parker, NC DWQ Asheville Regional Office for review and comment. Please charge the
application fee of $240.00 to WBS element 4 1313.210011. Please forward comments
directly to the Corps with copy to Division 13 Environmental Officer.
