NPDES permit NC0004812 is hereby rescinded, effective This message is to close the permit file for the Division, and for your records. If in the future your facility wishes to discharge wastewater to the State's surface waters, it must first apply for and receive a new NPDES permit. If you have any questions concerning this matter, simply reply to this message. PLEASE NOTE: as part of the Division's conversion to paperless communication, this email is the only notification you will be sent regarding the permit rescission. No hard copy will be mailed. During the site visit the permitee indicated that there will be no more discharging from the site and that the basins will be properly decommissioned. I recommended that the permit will be rescinded in the end of the month to allow the ORC to complete the EDMR for the months of November and December. Has the central office been contacted with the recession request? As you will note in the correspondence, the discharge pipe for the plant has been removed and Pharr is requesting an inspection for rescission of the permit. As you may also be aware, this rescission process is integral to the City of Gastonia's receipt of grant funding and the grant authority is requesting confirmation of the rescission by year end. Pharr therefore requests an 9 inspection at the earliest possible time to be able to comply with this request. Please contact me at your earliest convenience so that Pharr may assist in arranging the inspection and completing the rescission process. I have spoken with Jaime on the phone and I could come out to see the site next Tuesday December VY around 10 AM. What date was the last time the facility had any discharge? Before we rescind the permit I want to make sure that all EDMR have been submitted reviewed and if there any violations or penalties they have been addressed. Jaime, until the facility permit is rescinded we will still need EDMR's from the facility, just indicate no flow, this is to show ORC visitation requirements are still being met. Good Afternoon Charles, At this time the facility is no longer receiving any new flow, they are connected to two river utilities. The WWTP is still in operation and is in the process of removing solids and sending them to the landfill, due to the fact no flow the facility is not discharging much, but still have some discharge. They are should be done with the process of sludge removal in the next couple of months and then they will pump out any remaining wastewater and clean up the basins prior to rescinding the permit, so I'm not sure a new permit is necessary. We got a rescission request for NC0004812 in March 2018. We then got a renewal request in January 2019. Which path does the MRO recommend? I kept waiting to hear from Gastonia/Two Rivers about connecting NC0004812, but they never confirmed it. I read Ori's inspection report from August. Should the permit be renewed to allow more time for decommissioning/cleanout, or should we just wait for the cleanup to finish - then rescind it? As always, thanks for your help. Charles H. In accordance with the grant requirements, Pharr Yarns, LLC hereby submits this letter as a notification and request for rescission of Pharr's NPDES permit once the sewer construction project is completed. Construction is scheduled to be completed in December 2018, upon which all wastewater currently treated at Pharr's WWTP will be discharged to the City of Gastonia's Two Rivers Utilities collection system and ultimately be treated at the Long Creek WWTP (NPDES Permit # NC0020184). When the project is completed, Pharr will notify the Permitting Unit that the plant is no longer in operation and certify that it has been decommissioned so that NCDEQ can conduct the site visit to confirm decommissioning and proceed with permit rescission.
