South Tar River Greenway Phase III Extension Project (TIP# EB-5539)

Dear Mr. Ward:
On behalf of the City of Greenville, Kimley-Horn is submitting the attached additional information for the
above referenced project. The City of Greenville proposes to construct a 10-foot wide, 1.4-mile long
paved multi-use greenway/bikeway path with 2-foot gravel shoulders from the western terminus of the
existing South Tar River Greenway at Pitt Street (SR 1611) to Moye Boulevard near West 5th Street in
Greenville, North Carolina. The project is Phase 3 of a larger greenway project in the City of Greenville.
Portions of the protected riparian buffer of the Tar River and a UT to the Tar River will be impacted due
to the construction of the greenway path and shoulder, as well as for the installation of a prefabricated
pedestrian bridge that will be used to span the UT to the Tar River. The South Tar River Greenway
Phase III Project plans have been modified since the issuance of the 404/401 Permit Approvals and
Buffer Authorization (USACE SAW 2013-00063; DWR # 12-1055). Plans were modified in one location
(Buffer Impact Site 15) due to a portion of the site that has significantly eroded since the project was
permitted. The project design plans were revised in order to avoid compromising the future greenway.
These changes resulted in a net decrease in the previously authorized buffer impacts. The proposed
Site 15 and total buffer impacts from the original permit (2015) and the update revisions (2020) are
briefly detailed below (net decrease from permitted total):
