Box 617 Lincolnton, NC 28092 Subject: Pretreatment Review of Industrial User Pretreatment Permit Program: City Lincolnton WWTP: City of Lincolnton, NPDES #: NCO025496 Lincoln County Dear Debra Tunstall: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) modification submitted by the City of Lincolnton for the following Significant Industrial User (SIU). The IUP modification was received by the Division on November 30, 2020. IUP # SIU NAME 0020 ST Engineering LeeBo , Inc. dba The review indicates that the IUP is adequate and meets the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The IUP was modified as follows; part III, section six, states that total toxic organics (TTO) certifications are due by June 30 and December 30 of each year. Also, on page five, the TTO sample collection changed from composite to grab, and the collection frequency by the POTW is once a year. The allocation table, maintained in the Division's database, has been updated accordingly. Regardless of this approval action today, within 180 days of the effective date of any reissued/modified NPDES permit, the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of Significant Industrial Users (SIU's). Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the wastewater discharge from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
