I, Charles A. Willis, as a duly registered Professional Engineer in the State of North Carolina,
having been authorized to observe periodically the construction of the modifications and
improvements to the First Broad River WWTP, located on Lafayette Street in Cleveland County
for the City of Shelby state that, to the best of my abilities, due care and diligence was used in
the observation of the following construction:
Installation of two new 14-inch, 200 HP pumps, and removal of a 6-inch 40 HP pump.
The final configuration includes a total of two 8-inch, 75 HP pumps, and the two 14-inch,
200 HP pumps with a resulting firm pumping capacity of 15 MGD at the influent pump
station. A seal water system will also be provided for the pumps in conformity with the
project plans, specifications, and other supporting data subsequently filed and approved
by the Department of Environment and Natural Resources.
I certify that the construction of the above referenced project was observed to be built within
substantial compliance and intent of the approved plans and specifications.
