Based on a site visit, alum sludge had been land applied that morning on fields owned by James Henkle along Sifford Road, Lincoln County. Our office inspected the site the same day as the complaint and concluded that there was only minimal odor associated with this application. However, it was noted that the alum sludge was land applied at distances less than the required minimum setbacks noted in Condition 11.10. of the subject permit. Notably, that condition requires setbacks of 100 feet to a water supply well and to a habitable residence. It also requires a setback of 50 feet to a property line. The residence and well are located at the property of Joseph Henkle, a relative of James Henkle, at 7083 Sifford Road, on a parcel that appears to have recently been carved out of the larger parcel owned by James Henkle. This letter is being issued as a notice of deficiency advising you to be aware of these permit conditions and, in particular, the necessity to revise land application practices in the field in response to any recent changes in land use at application sites. Publicly owned treatment works (POTWs) greater than one MGD, POTWs that serve a population of 10,000 or greater, and Class I management facilities that are POTWs required to have an approved pretreatment program, are required to submit annual reports to the permitting authority. The sludge treatment process includes two aerobic digesters, and a sludge holding tank. The two digesters are 277,000 gallons each. The sludge holding tank has a capacity of 1.5 million gallons. Wasting is based on maintaining a mixed liquor of 1,200 to 1,500 mg/l. Sludge is wasted into the digesters at 112,OOO gpd. Sludge from the digesters is sent to the holding tank in batch mode, sampled for VSin, and held for 20 days. VSout is then sampled after the 20 days. The sludge holding tank has a capacity of 210,000 gallons and receives primary clarifier sludge and waste activated sludge. Wasting is based on maintaining a mixed liquor. of 3,000 to 3,500 mg/l. The sludge is then dewatered via, two 2-meter Roediger belt presses, operating at 150 -200 gpm. The presses operate up to 3 days per week, 6 hour shifts. The dewatered sludge is mixed with bulking agents in a ratio of 1:2 sludge to bulking agent on a volume basis. The covered compost facility includes 10 bays, with each bay having dimensions of 6' x 6' x 80'; biofilters, storage area, and distribution area. Compost piles are approximately 6' x 4' and are aerated with an underdrain blower system. Minimum detention time for the piles is 21 days. The purpose of the CEI was to evaluate the City's Part 503 program. Southern Soil Builders (SSB), a land applier, is contracted by the City to monitor Part 503 parameters and to land apply City sludge. Permit: The 503 rules are self -implementing. Publicly owned treatment works (POTWs) greater than one MGD, POTWs that serve a population of 10,000 or greater, and Class I management facilities that are POTWs required to have an approved pretreatment program, are required to submit annual reports to the permitting authority. The facility is also permitted under the NCDENR NPDES program and is authorized under NPDES permit no. NCO021181. In addition, the facility is permitted under the NCDENR nondiscbarge permit WQ0003281, for land application. Rating: satisfactory Records/Reports: In-house process data and records concerning Part 503 were kept. Part 503 sampling is collected by SSB for fecal coliform, inorganic pollutants, and nutrients, and submitted to two commercial laboratories. Results and chain of custody records are maintained on -site. The City monitors and records total solids (TS) and volatile solids (VS) for vector attraction reduction (VAR)- NPDES 503 Biosolids City of Belmont, NC / Compliance Evaluation Inspection page 3 Annual Report - The City submitted year 2002 annual report to EPA and was received on February 10, 2003. The report provided facility name, address, data of inorganic pollutants, nutrients, and pathogen reduction and VAR requirement data, total amount of sludge disposed, and certification statements. Rating: satisfactory Self Monitoring Program: Samples for fecal coliform, inorganic pollutants, and nutrients are collected at least once per quarter from the holding tank. Class B pathogen reduction is demonstrated by use of alternative 41: monitoring of fecal coliform as per 40 CFR 503.32(b)(2). The seven samples are collected on one day. It is recommended that the seven be collected over the monitoring period, or at least over a two week period. VAR is demonstrated via option 41: reduction of VS content as per 40 CFR 503.33(b)(1). Samples are taken from the digesters and holding tank based on a batch mode operation. The City should monitor VS from the waste activated sludge (WAS) line, as the volatile solids "ir f (VSin) when computing the fractional volatile solids reduction (FVSR). The City uses the Van Kleeck formula to compute the FVSR. Rating: satisfactory Site Review: The facility is a 5 MGD activated sludge WWTP. The sludge treatment process includes two aerobic digesters, and a sludge holding tank. The two digesters are 277,000 gallons each. The sludge holding tank has a capacity of 1.5 million gallons. Wasting is based on maintaining a mixed liquor of 1,200 to 1,500 mg/l. Sludge is wasted into the digesters at 112,000 gpd. Sludge from the digesters is sent to the holding tank in batch mode, sampled for VSin, and held for 20 days. VSout is then sampled after the 20 days. This cycle is repeated until the holding tank is --iftll. Rating: satisfactory Laboratory: For inorganic pollutants, nutrients, and fecal coliform, the City uses two commercial laboratories.
