Box 10 Wilson, NC 27893 NORTH CAROLINA Environmental Quality 12/16/2020 Subject: Pretreatment Review of Industrial User Pretreatment Permit Renewals Program: City of Wilson WWTP: Hominy Creek WWTP - NPDES #: NCO023906 Wilson County Dear Ms. Pruitt: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) renewals submitted by the City of Wilson for the following Significant Industrial Users (SIUs). The NPs were received by the Division on November 21, 2020. SIU # SIU NAME 2000-001 Purdue Pharmaceuticals, LLC 9525 Smithfield Packaged Meats Corp. The review indicates that with the following correction, the NPs are adequate and meet the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(111). The allocation table, maintained in the Division's database, has been updated accordingly. • Please update the Purdue Pharmaceuticals, LLC permit coverage page to reflect the correct expiration date of December 31, 2025. Regardless of this approval action today, within 180 days of the effective date of any reissued NPDES permit (or any subsequent NPDES permit modification) the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating or adding to the list of Significant Industrial Users (SIU's). Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
