JAY ZIMMERMAN Director December 22, 2016 SUBJECT: Compliance Evaluation Inspection Tuckaseigee Water & Sewer Authority Collection System (Cashiers) Permit No: WQCSDO023 Jackson County Dear Mr. Harbaugh: On December 7, 2016, I conducted a Compliance Evaluation Inspection of the Tuckaseigee Water & Sewer Authority Wastewater Collection System in Cashiers. Based on records reviewed, on -site visits to system components and interviews with staff, the Wastewater Collection System was determined to be in compliance with permit WQCSD0023. A report is attached for your records with fmdings summarized. The collection system appears to be well maintained and operated, and record- keeping by your staff was excellent. The following items were noted during the inspection: • A portable emergency generator is no longer present in the Cashiers area. Only one of the six pump stations has a dedicated emergency generator. A portable generator that is compatible with all pump stations in the collection system should be readily available and within easy access. • Continue to operate and maintain the collection system in compliance with the requirements outlined in 15A NCAC 02T for Wastewater Collection Systems. The assistance of Mr. Troy Ammons during the inspection was greatly appreciated, Mr. Ammons has very detailed knowledge of the collection system. These Regulations place significant operation, maintenance and reporting requirements on those entities that own or operate a wastewater collection system with average daily flows of less than 200,000 gallons per day. , These regulations are applicable to your facility. This letter is provided as guidance to assist you in complying with the new reporting and operations and maintenance (O&M) requirements and to advise you that you are subject to system review, inspections and possible enforcement, if the system is not in compliance with the regulation. For your convenience and easy reference, a highlight of these requirements and the following guidance are offered (see enclosed). The permit, as issued, limits flows to 2,500 gallons per day of collected wastewater, and the system is limited to —244 linear feet of collection system. No expansion of service (ie: no new taps, no buildings, and no extensions of sewer laterals shall be allowed) until such a time that a full engineering evaluation of 'the system (this not only includes pipe capacity, but also system integrity) and a permit modification; with appropriate fee, is submitted to the Division of Water Quality and a modified permit is received. As part of the application, a new flow allocation approval must be obtained from the downstream receiving treatment unit owner (Tuckaseigee Water and Sewer Authority). By copy of this letter, the Division of Water Quality is requesting that all county permits be held for any development, which will provide wastewater to this system. Sheep Laurel Subdivision Jackson County Dear Mr. McKee: On May 20, 2003, Mr. Kevin Barnett of my staff discovered a discharge of wastewater from a pump station located.within the Sheep Laurel Subdivision in Cashiers, NC. This .pump station was permitted to High Hampton, Inc. on January 11, 1989 as part of state issued Permit Number: WQ0000952. The existing evidence at the site showed that the wastewater spilled entered an unnamed tributary of Fowler Creek. In- addition, evidence indicated that no disinfection had occurred, nor had the remaining sewage been removed from the ground surface. Straw had been placed over the spill site from the pump station to the point at which the waste entered the unnamed tributary to Fowler Creek. A review of both, the Division of Water Quality's records and the State Emergency Response Center's records failed to reveal a report of any sewage spill in the area during 2003. The following must occur within 5 days of receipt of this letter. 1. Any solids left at the spill site must be removed and disposed of in an approved manner.
