On December 7, 2016, I conducted a Compliance Evaluation Inspection of the Tuckaseigee Water & Sewer
Authority Wastewater Collection System in Cashiers. Based on records reviewed, on -site visits to system
components and interviews with staff, the Wastewater Collection System was determined to be in compliance with
permit WQCSD0023. A report is attached for your records with fmdings summarized. The collection system
appears to be well maintained and operated, and record- keeping by your staff was excellent. The following items
were noted during the inspection:
• A portable emergency generator is no longer present in the Cashiers area. Only one of the six pump stations
has a dedicated emergency generator. A portable generator that is compatible with all pump stations in the
collection system should be readily available and within easy access.
• Continue to operate and maintain the collection system in compliance with the requirements outlined in
15A NCAC 02T for Wastewater Collection Systems.
The assistance of Mr. Troy Ammons during the inspection was greatly appreciated, Mr. Ammons has very detailed
knowledge of the collection system. If there are questions or additional information is needed regarding system

Inspection Summary:
Tim Heim of the Asheville Regional Office performed a Compliance Evaluation Inspection on December 7th, 2016. Troy
Ammons(ORC) assisted with the inspection and with records review. The permitted collection system appeared well
maintained and operated at the time of the inspection, and in compliance with Permit WQCSD0023. .
The following item of significance was noted during the inspection:

I would like to take this opportunity to discuss the requirements for sewerage collection
systems that were first established in 15 NCAC .02H .0200 in March 2000 and are now found in
15 NCAC 2T .0403, Waste Not Discharged to Surface Waters, which became effective
September 1, 2006. These Regulations place significant operation, maintenance and reporting
requirements on those entities that own or operate a wastewater collection system with average
daily flows of less than 200,000 gallons per day. ,
These regulations are applicable to your facility. This letter is provided as guidance
to assist you in complying with the new reporting and operations and maintenance (O&M)
requirements and to advise you that you are subject to system review, inspections and possible
enforcement, if the system is not in compliance with the regulation.

It has come to the attention of the Division of Water Quality that future expansion of service,
tributary to the existing collection system is planned. The permit, as issued, limits flows to 2,500
gallons per day of collected wastewater, and the system is limited to —244 linear feet of
collection system.
No expansion of service (ie: no new taps, no buildings, and no extensions of sewer laterals shall
be allowed) until such a time that a full engineering evaluation of 'the system (this not only
includes pipe capacity, but also system integrity) and a permit modification; with appropriate fee,
is submitted to the Division of Water Quality and a modified permit is received. As part of the
application, a new flow allocation approval must be obtained from the downstream receiving
treatment unit owner (Tuckaseigee Water and Sewer Authority).
By copy of this letter, the Division of Water Quality is requesting that all county permits be held
for any development, which will provide wastewater to this system.

Hampton, Inc. on January 11, 1989 as part of state issued Permit Number: WQ0000952. The existing evidence
at the site showed that the wastewater spilled entered an unnamed tributary of Fowler Creek. In- addition,
evidence indicated that no disinfection had occurred, nor had the remaining sewage been removed from the
ground surface. Straw had been placed over the spill site from the pump station to the point at which the waste
entered the unnamed tributary to Fowler Creek. A review of both, the Division of Water Quality's records and
the State Emergency Response Center's records failed to reveal a report of any sewage spill in the area during
2003.
The following must occur within 5 days of receipt of this letter.
1. Any solids left at the spill site must be removed and disposed of in an approved manner. ( ie: shoveled into
a waste receptacle and further disposed -of at a permitted land fill.)
2. The site must be limed (with ag. lime) to limit the potential health threat of the spread of pathogens.
Should you wish to provide any reason or mitigating circumstances for the cause of this discharge of waste to
surface waters of the state, or for the failure to report to spill as required by 15A NCAC 02B .0506(a)(2), you
must do so within 10 calendar days of receipt of this letter. Any response you provide will be given
consideration in preparation of any further enforcement documents.

Additionally, the pump station does not comply with 15A NCAC 2H .0227(d) which requires the following:
• The sewer system must be properly maintained and operated at all times to prevent discharge of waste.
• A map of the sewer system must be developed and maintained.
• An operations and maintenance plan must be developed and implemented.
• Pump stations without telemetry must be inspected seven (7) days a week.
• A general observation of the entire system must be performed and documented at least once per year.
• Inspection and maintenance records are to be maintained for a period of 3 years.
• Overflows and bypasses are reported to the appropriate Division regional office in accordance with 15A
NCAC 2B .0506(a) and public notice is provided as required by North Carolina General Statute (G.S.)143-
215.1C.
Because of this spill, and the fact that it was not reported, High Hampton, Inc. must install audible and visual
alarms complaint with the Division's Minimum Design Criteria (found at
http://h2o.enr.state.nc.us/ndpt>/ndpugpps.). Additionally, Emergency contact information with the owner's
name, pump station locator, and a 24 - hour emergency contact number must be posted prominately at each
pump station. Lastly, each pump station must limit public access using devices such as a locked fence, or
padlocks on all controls, access panels, and appurtenances.

In accordance with NCGS, Article 21, 143.215C, this Public notice is to inform you that
Tuckaseigee Water & Sewer Authority had a discharge of untreated wastewater from
Pump Station #9 located on Cashiers Lake Road in Cashiers, NC. Power failure was
reported via telemetry on the pump station to the TWSA. On — Call Employee at
approximately 3,00 pm on Friday the 20 of November. None of the estimated 9,900
gallons of untreated wastewater entered the surface waters of our State. TWSA arrived at
the scene and employed a tank truck to prevent additional discharge. Power was restored
at 8:00 pm.' TWSA employees remained on the scene until 9:00 pm. If you have further

I am writing you in response to your letter of June 17 (see enclosed). First,
I'd like to say that we take our responsibility for the environment seriously and
apologize for not notifying you as we were supposed to do. Let me explain
briefly what happened, what was done about it and what we are in the process of
doing, now. I
The overflow of the lift station came to the attention of my real estate
partner who was conducting a smoke test on a residence to determine a house we
were selling was connected to the county sewer or had its own septic system.
Having some experience in this type of thing, he knew to immediately call a
pumper truck and Crawford Plumbing who handles our pump needs.
As expeditiously as humanly possible, both pumps were replaced and the
alarm system, which had been mysteriously disconnected, was put back in
service. only Iiquids escaped from the lift station, and the land around the area
affected was cleaned up and limed, Unfortunately, feeling the matter was taken
care of, Jim neglected to inform me- Therefore, I was helpless to inform you.
The pine straw that was there before and that you can see there now was done
for landscaping purposes.
To be on the safe side we will re -lime the area again, re -padlock the lift
station, and have the station -monitored daily.

With regards to the other items in your letter, we have already contacted
our engineer, Bill Lapsely, to address these other items. This lift station and one
other, serve a little over twenty houses only and feeds directly into the
Tuckaseigee Water and Sewer Authority. With the exception of one house,
these houses are summer residences that only became occupied in the last few
weeks.
I will get in touch with you regarding the other remaining items after I have
had a chance to get with our engineer. I will be out of town from 6:30 a.m.
Friday June 20 till Wednesday June 25. I look forward to talking with you after
the 2S`h.

On December 7, 2016, I conducted a Compliance Evaluation Inspection of the Tuckaseigee Water & Sewer
Authority Wastewater Collection System in Whittier. Based on -records reviewed, on -site visits to system
components and interviews with staff, the Wastewater Collection System was determined to be in compliance with
permit WQCSD0023. A report is attached for your records with findings summarized. The collection system
appears to be well maintained and operated, and record keeping by your staff was excellent. The following items
were noted during the inspection:'
• A portable emergency generator is no longer present in the Cashiers area. Only one of the six pump stations
has a dedicated emergency generator. A portable generator that is compatible with all pump stations in the
collection system should be readily available and within easy access.
• Continue to operate and maintain the collection system in compliance with the requirements outlined in
15A NCAC 02T for Wastewater Collection Systems. .
The assistance of Mr. Troy Ammons during the inspection was greatly appreciated, Mr. Ammons has very detailed
knowledge of the collection system. If there are questions or additional information is needed regarding system
