Mr. Roden -Reynolds:
The applicant (Mr. Cuevas) will revisit the design plan with his civil design engineer; Matt Miller (Wood E&IS PM) will be
involved, too. The site plan was initially developed to avoid both wetlands and the upstream portion of the stream. The
remainder of the stream to be impacted was 287 feet. However, If the current site plan can be modified to reduce the
stream impact from 287 feet to a lower number, that will be part of the continued effort of avoidance and
minimization.

So is the applicant currently planning on reducing the permanent stream impacts from 287 linear feet? If so, that has not
been clearly expressed to the Corps.

Yes, avoidance/minimization will need to be further looked at for the stream feature, to see if the impact can be
reduced. Mr. Cuevas is the developer and is cc'd on these emails and can review the site plan with his civil design
person. Matt Miller is the Wood E&IS PM for the project in Charlotte office. I am the biologist/PWS for the project. As
such, the project review from our end is circling back to the civil design focus, although I can answer any of your
questions on the stream call (SIF) or NC SAM, etc.

This is obviously not a pretty parcel to work with. However given the type of project, I see a
lot of parking/pavement. Has, consideration been given to underground bmps to allow more
room to work and avoid more stream. I am always concerned when projects show the
headwater of the waters being filled. Possibly a redesign, different location for building A,
would provide less stream impact.

Hello Alan:
I am attaching herein two PDFs that I had uploaded in the EPCN, but they may have not downloaded properly.
The PDF that is called "Site Plan" is the latest version of the Preliminary Site Plan that Wood Environment &
Infrastructure Solutions (Wood E&IS) had received from the client this past summer.
The other PDF ("Stream Impact Map") is the Plan View Drawing. It shows the portion of the stream that would be
impacted (piped) as diagonal hatching (see Legend). Note: The portion of the stream that would be impacted extends
(west to east) from a proposed retaining wall (see Site Plan) to a linear wetland located along Connelly Circle (road). The
wetland is not being impacted.
I have also attached herein two photographs of the stream that were taken this past October during the NC SAM field
work.
Note: If you would like to have the impacted portion of the stream also depicted on the Site Plan, we can do that,
although the figure (linework, etc.) would be fairly busy (we had not created that rendering as the linework was very
busy). Please let me know if you think that would still be beneficial for you to facilitate the application review.
