Compliance Evaluation Inspection
NC General Wastewater Permit NCG510000 for Discharge of Wastewater from a
Groundwater Remediation System
Certificate of Coverage: NCG510431 for the Davie County Law Enforcement
Center, Mocksville, Davie County, North Carolina
Dear Ms. West:
Jim Gonsiewski and Alex Lowe of the NC Division of Water Resources (DWR), Winston-Salem
Regional Office, met with Gary Simcox of S&ME at your facility on December 2, 2020, to perform
a compliance evaluation inspection of your facility's groundwater remediation system. Details of that
inspection are included on the attached EPA Water Compliance Inspection Report. The following
deficiencies were noted from the inspection:
There was one permit limit exceedance noted in the quarterly effluent results table from January 2016
through September 2020. Naphthalene slightly exceeded the permit limit of 12 ug/L in February
2019 (15 ug/L). No other exceedances were noted. Additionally, no sampling event occurred in the
third quarter of 2019. Please continue to monitor this constituent and note any additional
exceedances and ensure all quarterly sampling events are conducted.
Please provide a response to this letter within 30 days of receipt by your office indicating the
corrective actions taken to address these deficiencies. If these deficiencies occur again, a Notice of
Violation may be issued.
