Facility Summary: This permit is for the replacement (not expanding) of an existing aging sand filter
discharge system. The applicant did not attach a statement from the Health Department to deem the
system as failed, but since multiple pump and haul permits have been issued (included in application), it
can be assumed the system has been failing. The flow for the 3-bedroom facility is 360 gal/day. The
previous sandfilter was installed in 1964 prior to the Clean Water Act, so there is no associated NPDES
permit (though it was originally permitted by the county (DCHD No. 9213)).
Components of proposed new treatment system:
• New septic tank with Effluent Filter
• AdvanTex AX-20 RT Pod
Recirculation Pump Chamber (integrated into AdvanTex pod)
UV disinfection
• Riprap at discharge point
Stream and Outfall 001: The proposed discharge is to a roadside ditch to an unnamed tributary within
the Panther Creek basin; 7Q10=0 (USGS low flow estimate included in application).
There appears to be an implied easement in place. The old flow path crossed another property. The new
proposed flow path will still cross the same property, but for a shorter distance. The flow path crosses
the neighboring parcel to a roadside ditch, which flows into an unnamed tributary of Panther Creek.

EAA:
Sewer connection: A Town Engineer from City of Durham confirmed there was no sewer available for
the address, and no future plans to extend sewer to the site. 2,800 ft of sewer line would need to be built
to connect, at a total cost of $280K ($100/ft, not including tap fees, road repair costs, etc). Not
economically feasible.
Land application — Subsurface: The site does not have adequate space (4800 sqft needed, 4329 sq ft
available).
Land application — Surface drip or spray: again, inadequate space (14,053 sqft needed, 3336 sqft
available).
Land outside subdivision has soils that are also White Store and somewhat restrictive. A neighboring
piece of vacant land totaling 0.3 acres (13000 sqft) is listed in the EAA as costing <$5k, which does not
seem to be cost prohibitive and would provide adequate room for the subsurface system, however the land
is not for sale..

Wastewater Reuse — Not determined to be feasible.
Discharge to Panther Creek seems to be the most reasonable option for this SFR. There is an existing
discharge point used by the neighboring property. The same flow path can be used by the permittee.
I conclude that discharge to surface waters is most reasonable option. The staff report completed by Mikal
Wilmer of ARO recommends issuance of this permit. The EAA review held with DWR engineers on
11/19/2020 found no issues with the issuance of this permit.

Describe the outfall point in detail
Discharge pipe will run underground to the back of Mr. Hunts property onto Mr. Blackburns (neighboring property),
turning right and surfacing at public right-of-way located next to Mannix Road. Once in the right -of way it will
follow the existing path for permit # NCG550790 (4712 Mannix Road originally permitted in 1996). Rip rap
aeration will be added at the discharge point/public right-of-way, entering a unnamed tributary to Panther Creek.

This is a existing sand filter system. The RRO does not object to the issuance of this
permit in accordance with the current policy of Single Family NPDES Discharge.

not permit new flow, due to site constraints (e.g. soil, repair areas,
setback constraints). Therefore, owner is requesting a new discharging
system to accommodate existing and new flow.

Upon review of the subject system and discharge, DWR concludes that the outfall is located at a sufficient
distance from any known or proposed public water supply intake so as not to adversely impact water quality.
This assumes that the Permittee will properly operate and maintain the facility in accord with this COC and
the subject NPDES General Permit.
