On behalf of Duke Energy at the Marshall Steam Station, Wood Environment & Infrastructure Solutions
(Wood) respectively requests the review of a proposed project at Lake Norman in Catawba County, which
is managed by Duke Energy Lake Services. As part of the Lake Services Conveyance Permit Application
process, federal, state, regional and local agencies and organizations require notification for review and
consultation. This package has been submitted to the USACE to request a modification to the permit at
Marshall Plant, MAR-145. We are submitting this to DEQ to request modification to the Individual 401
Water Quality Certification WQC004172, under action number DWR-20170149 v2.
The Conveyance Permit Application approval process will allow for a raw water intake and conveyance
pipe to be installed within the Federal Energy Regulatory Commission (FERC) boundary of Lake Norman.
Attached is an executive summary of this project for your review.
Please provide written comments or concurrence with this such that this request can finalize the request
for a Modification to an Army Corps of Engineers Individual Permit at the Marshall Plant for these
activities. Agency comments will be forwarded to Lake Services as part of the Conveyance Permit
Application.

(Wood) intends to submit a Conveyance Permit Application for a less than 1 million gallons per day
(MGD) Raw Water Intake at Lake Norman. For Step 1 of the application process , we are providing the
executive summary below along with maps detailing the configuration and location of the proposed
project.
Executive Summary
Duke Energy at the Marshall Steam Station is proposing to install a raw water intake, conveyance pipe,
and airburst supply piping at the Marshall Steam Plant located at 8320 NC-150 in Sherrills Ford, Catawba
County, North Carolina on Lake Norman. The proposed project is located on Duke Energy properties, with
the surrounding shoreline classified as public infrastructures according to Duke Energy - Catawba-
Wateree Federal Energy Regulatory Commission (FERC) Shoreline Management Plan (SMP). The 12-inch
diameter high -density polyethylene water conveyance pipe and intake screens are part of the
groundwater remediation program at the Marshall Steam Station. For additional detail of the project
location and shoreline classification, please refer to attached Site Location and Catawba-Wateree
Shoreline Classification Maps.
The groundwater remediation program consists of groundwater extraction and clean water infiltration.
The new intake is designed to accommodate the flows for the infiltration system as well as to provide
water for dust suppression at the facility that will be necessary during additional remedial activities. The
water for dust control will be used on haul roads, in ash removal activities, in soil borrow areas and in the
landfill construction and operation activities. For the water used within the ash basin and landfill it
ultimately, if not absorbed, would go to a NPDES permitted system. For other areas of the project there
will not be any run-off from the dust control operation going offsite. NPDES permit NC0004987 is being
modified to allow for groundwater that is being pumped from the extraction wells for remediation to be
discharged to an on -site wastewater treatment system prior to discharging from NPDES permitted outfall

To eliminate surface (land and lakebed) disturbance and to facilitate the distance and depth of the intake
screen array's targeted location in the Lake, the piping will be installed via horizontal directional drill
(HDD). The HDD bore will require an excavated shallow "bore launch" pit roughly 8ft x 8ft x 4ft in which

to launch and control the borehead, resulting in approximately 10 cubic yard of excavation at the pit. The
pit will be backfilled with approximately 10 cubic yard of NCDOT No. 57 stone to match surrounding and
pre -construction lakebed slope and elevation.
The water conveyance pipe and the two air supply pipes are approximately 284 linear feet long from the
FERC Project Boundary elevation of 760 to the screen array with varying elevations as a function of the
rounded installation of the pipe through the HDD method. The use of HDD allows the pipe to maintain
the required cover of greater than 2 ft along the entire length of pipe, in compliance with the Catawba-
Wateree SMP. In accordance with the requirements for submarine utility line in the Shoreline
Management Guidelines, the pipe will be laid roughly 15 feet below the lakebed and will not require
anchoring. There will be no fill added to the lakebed, in the form of pipe or anchoring.
The short (approximately 8 feet) length of pipe that will be exposed at the screen will not require
anchoring. The two redundant cylindrical passive wedge wire intake screens are each 16-inches in
diameter and approximately 45-inches in length. The material of construction for the screens is a
proprietary mussel -resistant alloy by the screen manufacturer, Johnson Screens (Agseptence Group),
which is an NSF-61 certified for drinking water use. The mesh size is 2 millimeters, and the through -
screen velocity for each screen at the total intake withdrawal design flow is 0.25 feet per second. As both
screens will normally be in concurrent operation, the actual through -screen velocity will be approximately
one-half the design velocity.
The Duke boat ramp and docks located nearby are controlled by Duke Energy for operations. Boats will
not be anchoring or used recreationally, nor interfering within the project boundary limits. To ensure
boating safety in the vicinity of the project during and after construction activity, refer to Standard
Operating Procedure Number ESFP-AD-0101 by Duke for safe boating. The Lake Norman Boat Safety Plan
will be provided along with the conveyance application.
The design daily total withdrawal for the proposed water intake and conveyance pipe from Lake Norman
will not exceed 0.950 MGD, approximately 660 gallons per minute (GPM). The aggregate flow to the
infiltration wells is estimated to be approximately 0.4 MGD at a rate of 285 GPM, with the remaining
withdrawal being used for dust suppression activities associated with the ash basin closure. The proposed
average annual water withdrawal rate is 347 million gallons per year (MGY), averaging 29 million gallons
per month (MGM). Please refer to the attached Site Plan and Survey for an overview of the proposed
activity, location, and project limits. Additional information will be provided in the subsequent permit
application submission.
