Dear Mr. Bowman:
This Notice is a follow-up to the routine Compliance Inspection conducted by Division of Water Resources (DWR)
staff on December 4, 2019.
Deficiencies
1. Permit Condition 111.5 requires that a representative animal waste sample be taken with 60 days before
or after a land application event. The onsite inspection determined that waste samples were not taken
for the Fall 2018 and Spring 2019 waste applications.
Please be sure that all future waste applications have an associated waste analysis with 60 days,
before or after, the event.
Inspection Observations
A copy of the inspection report is enclosed for your records. In addition to the above deficiency, please note
the additional observations from the inspection:
• Soils analysis will be due in 2021.
• Calibration of application equipment will be due in 2021.
• Please track cover crop waste applications on a separate form. Additional forms are enclosed as
discussed during the inspection.
• Continue to keep stocking records for number of cows in barns. This number can be tracked at the
bottom of the freeboard and rainfall form.
• The Certified Animal Waste Management Plan (CAWMP) will need to be updated to reflect operation
changes as well as the new input of the milk truck drainage area. This office understands that the
changes will be made with the renewal of the Permit, which expires in May 2020.
