3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Cheoah River below Lake Santeetlah is a bypassed river reach that is part of APGI's Tapoco Hydroelectric Project (FERC
#2169). The majority of the river lies on property owned by the U.S. Forest Service but a few sections are owned by
APGI. The river corridor is nearly all undeveloped and in a forested condition.

The Cheoah River downstream of Santeetlah Dam is 9.1 miles. This project will affect only a tiny fraction of that amount.
3d. Explain the purpose of the proposed project:
The FERC license for the Tapoco Hydroelectric Project requires that gravel be added to the Cheoah River for the purpose
of restoring aquatic habitat. The intent is to improve stream habitat conditions for aquatic organisms, including state and
federally listed species. The project is part of an overall effort to restore a more complete native fish and mussel
community.
3e. Describe the overall project in detail, including the type of equipment to be used:
Approximately 100 cubic yards of natural river gravel will be added directly to the stream channel at 5 sites. Gravel will
be installed using a backhoe or spreader. The sites were chosen for good access to riffle areas needing additional
gravel. The initial footprint of each site will be approximately 400 square feet. Regularly scheduled high flow releases
from Santeetlah dam will assist in distributing the gravel in the stream channel.

Subject information for cheoah gravel 404 permit
As part of the application for the 404 permit I need some help with the following items on the PCN form:
Item 3 - Deed information for the tracts owned by USES and Tapoco. After doing the field surveys for mussels, I'm applying to put
gravel at sites 2, 4, 5, 6, and 12 (see attached map). I'm thinking that sites 2, 4, 6 and 12 are on USES and site 5 is APGI.
Items 4 & 5 - If you want me to submit the PCN on your behalf, I was told that I need a document from your organization indicating
I'm your agent. According to Lori Beckwith (USCOE) an email is sufficient.
Please let me know ASAP if this is possible.

It is my understanding that you are currently working to complete the Pre-Construction
Notification (PCN) form to secure a Section 404 permit from the US Army Corps of Engineers
and a Section 401 water quality certificate from the NC Division of Water Quality for the
introduction of 100 cubic yards of natural river gravel into the Cheoah River to support our
collective river restoration goals. Alcoa Power Generating Inc. (APGI ) Tapoco Division, is
the property owner at Site No. B-05, one of the several sites where 20 cubic yards of gravel
will be introduced. Separately I have provided you the owner information (e.g. deed book and
page no. etc.) you will need for the PCN form for this site. As we discussed previously, I
would appreciate it if you, as a representative of the NC Wildlife Resources Commission,
would act as APGI's agent during the permitting and completion of this restoration project.
