Dear Mr. Swain:
On August 27, 2010, 1 inspected the construction work on the US Highway 19/19E Project in Madison and
Yancey Counties. Major grading, culvert work, bridgework and paving are underway along the entire length
of the project.
Please continue to ensure that all sediment and erosion control structures are maintained and seeding and
',mulching are performed as required to protect State surface waters. Also, please refer to the attached
inspection report for any specific items noted during the inspection.

L Heavy grading, construction work and paving continues along the entire length of the project.
2.Several items were noted that needed attention such as sediment entering the stream on the
Madison County side from the contractor draining large areas of collected water. Mr. Randy
McKinney and Mr. Jody Lawrence were advised of and shown these areas of concern. This
practice needs to be stopped and discussed with the contractor.
3.All sediment and erosion control basins should be inspected and cleaned out if needed. All silt
fences should inspected and checked for proper operation. All high visibility fencing should be
checked for proper installation.
4.All bare soil areas (both sides) where construction has not occurred for more than 15 days,
should be temporary seeded or mulched,
5.Piease continue to ensure that all sediment and erosion control devices are maintained and working
properly.
6.As a reminder the streams on the Madison County construction area are classified as High Quality
Waters and all measures necessary to protect State surface waters should be employed.
