Upon review of the application and prior to a site visit, on August 19, 2010 staff contacted your consultant, Mr. Mark Romulus, requesting additional information. On September 8, 2010, a site inspection was conducted and based on a review of the site and the plan, the following is required: ¦ Post construction storm water measures are required for the entire site. Storm inlets D1, D2, D3, and B2 are shown as discharging into the existing street system that ultimately discharges into a stream. There is no indication of the discharge points for inlets C1, C2, and C3. ¦ The proposed culvert does not line up with the stream (or better scale is required). There is concern of bank erosion from the discharge during a storm event. Adjustment to the culvert is required or some minor relocation of the stream is needed. ¦ Given the size of the culvert (72") and the size of the stream (< 24" wide), flood plain benches are required immediately up and down stream of the culvert. ¦ Check dam is shown in the stream on the dam stream end of the culvert. If the coffer dam is constructed properly this should not be required. The check dam and coffer dam are both impacts (though temporary) that should be accounted for in the impact section of the application. ¦ The grass Swale from the sand filter is shown constructed to the top of bank of the stream. Can the Swale be terminated prior to entering the buffer? Is a lever spreader proposed to minimize scour as the discharge enters the stream channel. Upon grading of the Swale, it shall be matted and seeded immediately to prevent sediment from entering the stream. ¦ Pump around of the stream should be discharged through a well buffered area prior to entering the stream or the flow pumped through a silt/filter bag and released. ¦ During discussions at the site it was stated that the culvert is at 5% grade which may cause scouring of the stream without a dissipation pad. Given the culvert size and slope there is concern that the proposed rip rap may not be sufficient. Can the slope be reduced? Will the stream channel be stable without a velocity dissipater?
