PROJECT SUMMARY: The applicant proposes to construct a single-family residence, septic system, pier and docking facility. James Strickland Page Two 9. PROJECT DESCRIPTION Bobby Bright on behalf of Mr. James Strickland has requested that the attached application be processed under the Express Permit Review Program. The subject property is located at Chadwick Shores Lot #17 on Settlement Lane, adjacent to Harlowe Creek, in Newport, Carteret County. To access the project site from the Morehead City regional office, take NC Hwy 70 east from Morehead City and turn left on NC HWY 101(New Bern Road). Travel approximately 10.0 miles and turn left onto SRI 155 (Old Winberry Road). Proceed along Winberry Road for approximately 1.5 miles and turn left into Chadwick Shores Plantation. Continue along Chadwick Shores Road and take the first right onto Settlement Lane. The project site will be located on the left hand side of the road, just beyond the round-about. The project site is listed as Lot 417 in the subdivision. Elevations on the tract range from 5-6' above NHW on the west side of the property and slopes to meet an area of coastal wetlands on east side of the property where it borders Harlowe Creek. The property is approximately 12.58 acres in size with approximately 180 linear feet of water frontage (please note that the high ground portion only accounts for roughly 2.35 acres). Undeveloped properties border the site to the north, a home is under construction to the south, and Harlowe Creek borders the property to the east. The high ground portion of the tract has been cleared of tree vegetation with the exception of a few Pond (Pinus serotiha) and Loblolly (Pinus taeda) Pines and small Live Oak (Quercus virginiana) saplings. Scrub vegetation, located within the transitional zone, gives way to a vast span of Coastal Wetlands which primarily include: Black Needle-rush (Juncus roemerianus) and Smooth Marsh Cordgrass (Spartina alternifloraft Coastal Wetlands vegetation, in the vicinity of the property, averages approximately 750' in length by 500' in width. It should be noted that the applicant has not provided a copy of the "404" wetlands delineation map for the subject property. Based on the information provided, it does not appear that the proposed project will impact any federal wetlands. The waters of Harlowe Creek, adjacent to the proposed project area, are classified "SA" by the Division of Water Quality. This section of Harlowe Creek is designated as a Primary Nursery Area by the Division of Marine Fisheries, and according to maps provided by Shellfish Sanitation, the area is CLOSED to the harvesting of shellfish. PROPOSED PROJECT: As proposed, the applicant is requesting approval to construct a single-family residence, septic system, access pier, and docking facility. High ground development on the tract includes the construction of a single-family residence and septic system (including tank and drain field). The septic system, which is located closest to Settlement Lane, consists of a 30' by 60' repair area and a 30' by 75' drain field. The drain field itself, is located approximately 190' from the right-of-way of Settlement Lane and approximately 300' from the residence. All proposed upland development is located outside of the 75' Area of Environmental Concern (AEC). As proposed, the residential unit would have a footprint measuring 50' x 40' and would be located entirely outside the 75' AEC. According to the application package, approximately 6,650 sq. ft. (2.9%) of impervious surface would cover the property. No impervious surface would be located within the AEC. James Strickland Page Three In addition to the upland development, the applicant proposes to construct a private access pier and docking facility along the eastern shoreline. Beginning from a point where the upper coastal wetlands intersect high ground, the applicant proposes to install a 5' x 808' access walkway that extends towards Harlowe Creek. A 12' x 20' "L-head" shaped platform would be constructed at the terminal end of the pier and span towards the north. Four pilings (two on the northern side of the pier, and two on the southern side of the pier) would be installed and utilized for mooring two (2) vessels. Water depths in the vicinity of the proposed docking facility range from -3.0' to -6.0' below Norman Low Water (NLW). As proposed, the docking facility would be located outside of the near shore channel edge, within 1/4 of the width of the waterbody and within the applicant's area of riparian access. According to the site plans, the width of Harlowe Creek (in the immediate vicinity of proposed structures) measures 140' from the outer edge of marsh to the opposing outer edge of marsh. 10. ANTICIPATED IMPACTS: The proposed upland development activities would result in the disturbance of approximately 8,050 sq. ft. of high ground. The proposed pier and platform would shade approximately 4,000 sq ft of coastal wetlands and incorporate approximately 880 sq. ft. of public trust waters. The proposed docking structure will extend 20 ft into a waterbody whose width is approximately 140 ft and should not extend beyond 1/4 of the width of the waterbody, nor should it extend beyond the near shore channel edge. Minor increases in turbidity should be expected during construction; however, no long term impacts are anticipated.
