Project Description: The project consists of approximately 2380 linear feet of 5-root wide concrete
sidewalk along US264 Bypass from US264 Business (Main Street) to the shopping center. The total
project length is 0.45 miles and the improvements will occur within the existing right-of-way.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday,
May 27, 2010. No previously recorded archaeological sites were contained within the presently defined
APE/existing NCDOT right-of-way or adjacent to the general project improvement areas. A review of
National Register of Historic Places (NRHP) listed archaeological properties was completed which
identified no resources within the immediate project area; the Belhaven City Hall located several blocks
east of the proposed improvement area is the lone NRHP property within the town. In addition,
topographic maps, historic maps, USDA soil survey maps (AbA, Ap), aerial photographs (Pamlico
County GIs website), and the Google street view map application were inspected/utilized by the cultural
resource specialist to gauge environmental factors that may have contributed to historic or prehistoric
settlement within the project study area and to assess the level of modern, agricultural, hydrological, and
erosive disturbances within the APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
Due to the lack of existing archaeological/historic resources within the currently defined APE, the
relatively diminutive nature of the urban improvement project & proposed construction impacts within
the existing right-of-way, and extensively disturbed Urban land complex soils encompassing the project
area, significant NRHP eligible cultural resources are unlikely to be contained within the project's
construction footprint/APE. No further archaeological work is recommended for this federally-funded
construction effort.

Project Description: Construct approximately 2380 linear feet of five-foot-wide concrete sidewalk
along US 264 Bypass from US 264 Business (Main Street) to the Shopping Center, Belhaven. No
off-site detour.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description ofreview activities, results of review, and conclusions: HPO quad maps, historic
designations roster, and indexes reviewed on 9 June 2010 and yielded no NR, SL, LD, DE, or SS
properties in the Area of Potential Effects (APE). Beaufort County current GIS mapping, aerial
photography, and tax information reveal only properties dating to the post-1960 era in the APE
(viewed 9 June 2010). Google Maps "Street View" confirms absence of historic
structures/landscapes in APE (viewed 9 June 2010).
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE: APE centered on existing US 264 Bypass
and extends 200 feet to either side (NW and SE) of existing center line and at each project
terminus (NE and SW) to encompass existing/proposed ROW (100 feet) and 0.45-mile project
length. Within this area, county GIS/tax materials indicate buildings and structures constructed
mostly within the last thirty years, and available visuals support such dates. While not
comprehensive, architectural survey in Beaufort County has identified certain significant
properties, none of which are located in the project APE. No National Register-listed or -eligible
properties are present in the APE.

completion of a formal PCN but notification to the Corps is being provided to be included in their database.
This conveyance is shown on the Pantego and Belhaven USGS Quad Maps and Sheet Numbers 9 and 10 of
the Soil map taken from the Soil Survey of Beaufort County. The stream is an Un-Named Tributary of
Shoemaker Creek and the channel is 5 feet wide from bank top to bank top and drains a
Commercial/Residential Area. No federally protected species or historic resources are immediately
adjacent to this location.
In order to ensure compliance with best management practices, all attached General and Regional
Conditions associated with Nationwide Permit 3 and Water Quality Certification #3687 must be followed.
Keep demolition and construction debris out of the stream. Riprap will not be placed below the
plane of ordinary high water for stabilization. Excavation should be confined to the right of way,
and limited to the minimum amount required to excavate in high ground for the construction of the
new sidewalk and pipe installation. All excavated material should be removed from the site, placed
on existing spoil piles, or disposed of in farm fields. Any waste material disposed of off-site shall have
a reclamation plan.
All Erosion and Sedimentation measures and Maintenance Best Management Practices should be
implemented. I am forwarding a copy to Mr. Andy Blankenship in Roadside Environmental for his perusal
in E&S inspections. The project supervisor should always have this permit package, including the attached
General and Regional Conditions associated with the Nationwide Permit 3 and Water Quality Certification
#3687 on-site during the sidewalk construction and pipe installation. The project supervisor should notify
me immediately if any questions or concerns should arise before and during construction.
