The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0024756. Operators, Don and Karrie O'Mara, were present during the inspection. This extended aeration plant is permitted for 120,000 gpd but currently only has a flow average of 10,000-12,000 gpd in the summer season and 5,000-9,000 gpd in the winter. Only one train is in operation due to the low flows. The plant is surrounded by a public parking lot but is secured by a locked fence and signs are posted restricting public access. The high -rate infiltration raised drip field is located across West Bogue Blvd. Earlier this year, as required by the schedule in the new permit issued 10-28-19, the vegetation in the field was removed, landscape cloth installed and the drip lines raised. Pea gravel has been added to cover the field. During the last monitoring well sampling event, MW #1 was found to be damaged. A new well needs to be constructed following 15A NCAC 02C .0108 rules as soon as possible to continue permit monitoring requirements. A review of NDMR/NDAR reports since 2018 shows two daily fecal exceedances in May and July 2018. GW59 reports show MW #2 had an ammonia exceedance in February 2018, and MW #3 had an exceedance in TDS in October 2018. The facility is compliant with non -discharge permit WQ0024756. Please review the comment sections of the inspection report for more details.
