8. PROJECT SUMMARY: The applicant proposes to reconfigure an existing private docking facility to
allow for the installation of a "Jet-Dock" floating platform into Banks Channel.

9. PROJECT DESCRIPTION:
The project site is located at 6 Saltmeadow Road on Figure Eight Island, adjacent to Banks Channel and
Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater
Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen
causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South
and travel south approximately 1 mile. Turn right onto Saltmeadow Road and continue until you reach the
property of interest, which would be located on the right. The applicant maintains a two story single-family
residence, which borders Banks Channel. Upland vegetation consists of ornamental shrubbery and
maintained lawn grass. The lot is approximately 1 /2 acre in size and averages 6 feet above mean sea level.
The 100 feet of shoreline frontage is stabilized by an existing wooden bulkhead. Located on the southern
end of the property, there is an area of coastal wetlands located just waterward of the bulkhead consisting
primarily of salt meadow cordgrass (Spartina patens), measuring approximately 20 feet wide. Waterward of
the mean high water (MHW) is an intertidal strip of sand, which is approximately 10 feet wide. An existing
access pier extends in Banks Channel measuring (66' in length by 6' in width), which terminates to a "T-
head" platform (12' in length by 8' in width). An access ramp leads from the northern side of the "T-head"
platform onto a floating dock (21 in length by 7'in width), which runs in the same alignment as the fixed pier.
There is an existing boatlift (13' in length by 12' in width) located on the southern side of the floating dock.
Another floating dock (20' in length by 12' in width) is located on the waterward side of the 7-head" platform
and accessed from the floating dock, aforementioned. This floating dock runs parallel to the shoreline.
Located on the northern side of this floating dock is a "Jet-Dock" floating platform that accommodates one
slip. The existing docking facility currently accommodates up to three (3) slips.
The New Hanover County Land Use Plan classifies adjacent waters and high ground portion at the property
as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW by the Division of
Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine
Fisheries and they are OPEN to the harvest of shellfish.
PROPOSED PROJECT:
The applicant proposes to reconfigure an existing private docking facility to allow for the installation of a
"Jet-Dock" floating platform into Banks Channel. A new "L-shaped" platform (18' in length by 10' in width)
would replace the existing fixed platform. A fixed landing platform (4' in length by 4' in width) and access
ramp would lead onto a new floating dock (20' in length by 10' in width), which would run parallel to the
platform and channel. A new floating dock (16' in length by 6' in width) would be located on the northern
side of this floating dock, which would run perpendicular to the platform and channel. The new floating
docks would create an "L-shape" configuration. A floating "Jet-dock" platform (12' in length by 5' in width)
would be installed on the northern side of the proposed L-shape configuration. The proposed new
structures would provide docking space for up to three (3) vessels. The application states that the existing
water depth in the area of the proposed floating structures would be approximately -4.0'at normal low water
(NLW).
10. ANTICIPATED IMPACTS:
The proposed structures would incorporate 552 sq. ft. of Estuarine Waters and Pubic Trust Area, which
would usurp an area currently occupied by existing structures. Minor increases in turbidity should be
expected during construction. The proposed structures would extend approximately 92 feet into a
waterbody, which measures approximately 445 feet across. This distance would conform with both the 1 /4
rule and the established pier lengths. Based on the application, the proposed structures would not
encroach into the 15' Riparian Property Setback requirement.
