Winston-Salem, Vorih Carolina Trigon Project Alo. 042-05-154 1.0 SITE BACKGROUND The street address of the site is 3920 Westpoint Boulevard in the Westpoint Business Park, Winston- Salem, Forsyth County, North Carolina. The site is located on the south side of Westpoint Boulevard and east of Viceroy Drive (Figure 1). Fairchild Industrial Products Company occupies the building. Trigon Engineering Consultants, Inc. (Trigon) conducted a Comprehensive Site Assessment (CSA), dated December 11, 1998, which concluded that the volatile organic compounds (VOCs) tetrachloroethene or perchloroethene (PCE), trichloroethene (TCE), cis-1,2-dichloroethene (cis-1,2- DCE), and toluene were detected in soils near the source area. VOCs were detected above North Carolina Title 15A NCAC 2L groundwater standards (NCGWS) in monitoring wells MW-1, MW-2, MW-3, MW-4, and MW-6. A Corrective Action Plan (CAP) proposing the application of Hydrogen Release Compound (HRC) was prepared to address these constituents. No free product was encountered at the site during the CSA. Both Forsyth County Tax Maps and the 1950 USGS Winston-Salem West Quadrangle indicate a tributary of Salem Creek formerly crossed the western and southern portions of the site flowing to the southeast. No surface water is currently located within 500 feet of the source area. Buried water, power, and natural gas utilities are located along the eastern side of Viceroy Drive running north to south. However, none of these utilities are suspected conduits of contaminant migration or vapor accumulation. The North Carolina Department of Environment and Natural Resources (NCDENR) Groundwater Section approved the CAP in May 2001. The goal of the CAP was to provide details for the remediation of PCE by assuring that known and foreseeable pathways are monitored while natural degradation occurs. The preferred remedial alternative to address soil contamination in the source area was soil vapor extraction (SVE). A SVE system was installed and operated at the site from July 2000 through June 2001. The preferred remedial alternative to address groundwater contamination was the application of HRC. Page I Mr. Louis Schaab, Allied Capital Corporation April 14, 2006 Fairchild Industrial Products Company, Winston-Salem, North Carolina Trigon Project No. 042-05-154 2.0 RECEPTOR SURVEY On September 29, 1998, Trigon completed a limited well survey of the site area. The limited well survey reconnaissance consisted of viewing the properties within 1,500 feet of the subject site and talking to available property owners. Water meters were identified at properties having public water service. Two water supply wells were identified within 1,500 feet of the source area. One of the water supply wells is actively used. The other water supply well is not actively used since the home was connected to municipal water. In November 2005, Trigon updated the well survey by conducting a field reconnaissance of properties and mailing letters to the property owners within 500 feet downgradient of the site. Letters were sent to five property owners by registered mail. No water supply wells were identified within 1,500 feet downgradient of the site. The locations of the water supply wells identified are shown on Figure 1. Based on the locations of the wells identified, they are not anticipated to be impacted by contaminants at the site. Figures 1 and 2 include copies of the USGS Winston-Salem West Quadrangle and a Forsyth County Tax Map, respectively. Both figures indicate that a drainage feature previously crossed the site. The drainage feature is not presently visible at the site or immediately south of the site. Land use in Westpoint Business Park is primarily commercial and industrial. The majority of the properties in the business park are zoned GI. Zone GI is defined as general industrial. The site is bound to the north by Westpoint Boulevard, to the east by Annapolis Drive, to the south by Sides Mobile Home Court, and to the west by Viceroy Drive. Land use surrounding the business park is primarily residential. 3.0 HRC INJECTION Trigon requested a permit from the Underground Injection Control (UIC) Program of the Division of Water Quality to inject HRC for remediation of groundwater contamination identified during the CSA. The original UIC Program permit expired September 30, 2003. The HRC application plan included taking groundwater samples prior to application of 1 RC to provide baseline contaminant levels, drilling TRIGON ENGINEERING CONSULTANTS, INC. In August 2001, Trigon initialized the first round of HRC injection. HRC injection locations included twenty-nine injection points (IP-1 through IP-29) and six injection wells (IW-1 through IW-6) shown on Figure 3. Four injection points (IP-1 through IP-4) and six injection wells (IW-1 through IW-6) were drilled inside the facility to depths ranging between 24.5 and 35.0 feet below the ground surface. Seven pounds of HRC per vertical foot were placed in each borehole and injection well inside the facility. Ten injection points (IP-5 through IP-14) were drilled in the parking area downgradient of MW-6 and upgradient of MW-7 to depths of approximately 30 feet below the ground surface. Seven pounds of HRC per vertical foot was placed in each borehole. Fifteen injection points (IP-15 through IP-29) were drilled upgradient of the source area to depths ranging between 23 and 35 feet below the ground surface. Eleven pounds of HRC per vertical foot were placed in injection points IP-15 through IP-29. Five quarters of groundwater sampling and corrective action monitoring were completed following the injection of HRC into groundwater at the site. Following the November 2002 sampling event, Trigon recommended additional HRC application in the vicinity of MW-9, MW-10, MW-13, and MW-7. Trigon requested a second permit from the Underground Injection Control (UIC) Program of the Division of Water Quality to inject additional HRC. The new UIC Program permit remains effective through November 30, 2006. The HRC application plan included converting monitoring wells MW-6, MW-14, and MW-15 into injection wells, drilling additional injection wells, injecting seven pounds of HRC per vertical foot in each well, and conducting remedial monitoring. On March 11, 2004, Trigon mobilized to the site to begin the installation of the additional injection wells and points. HRC injection locations included twenty-one injection points (IP-30 through IP-50), three new injection wells (IW-7, IW-8, and IW-9), and the conversion of existing monitoring wells (MW-6, MW-14, and MW-15) to injection wells (IW-10, IW-11, IW-12). The locations are shown on Figure 3. Fifteen injection points (IP-30 through IP-44) and six injection wells (IW-7 through IW-12) were drilled inside the facility to depths ranging between 25 and 35 feet below the ground surface. Seven pounds of HRC per vertical foot was placed in each borehole with the exception of IW-10 and IW-11 in which four pounds of HRC per vertical foot were placed. Six injection points (IP-45 through IP-50) were drilled in the parking area downgradient of MW-6 and upgradient of MW-7 to depths of 40.0 feet below the TRIGON ENGINEERING CONSULTAN"IS, INC. Seven pounds of HRC per vertical foot were placed in each borehole. HRC injection was completed in March of 2004. Eight quarters of groundwater sampling and corrective action monitoring have been completed following the second 1 RC injection event. 4.0 HRC MONITORING ACTIVITIES Static water levels were recorded in all of the monitoring wells on -site on March 15, 2006. Groundwater samples were collected from twelve monitoring wells (MW-1, DW-2, MW-5, MW-6R, MW-7, MW-8, NW-9, MW-10, MW-11, MW-13, DW-16, and DW-19) and analyzed for VOCs by EPA Method 8260. Additionally, monitoring wells DW-2, MW-6R, MW-9, MW-10, MW-I I, MW-13, DW-16, and DW-19 were analyzed for metabolic acids. Field parameters including oxidation-reduction potential (ORP), pH, conductivity, and temperature of representative groundwater samples were also recorded from each monitoring well sampled. Groundwater elevations in the existing monitoring wells were used to determine the groundwater flow direction, average hydraulic gradient, vertical hydraulic gradient, and plume orientation. Table I provides a summary of monitoring well construction details and groundwater elevations measured on March 15, 2006. Historical groundwater table elevation measurements are summarized in Table 2. The static water levels measured on March 15, 2006 between monitoring wells MW-I and MW-7 indicate a horizontal groundwater flow gradient of 0.03 foot per foot to the southeast. Static water levels measured in monitoring wells MW-I and DW-2 indicate a vertical groundwater gradient of 0.03 foot per foot downward. Static water levels measured in monitoring wells MW-10 and DW-16 indicate a vertical groundwater gradient of 0.02 foot per foot downward. Static water levels measured in monitoring wells MW-6R and DW-19 indicate a vertical groundwater gradient of 0.06 foot per foot downward. A groundwater flow map of the shallow aquifer based on the March 15, 2006 groundwater elevations is shown on Figure 4. In -situ aquifer tests performed on shallow monitoring wells at the site during the comprehensive site assessment indicated that the surficial aquifer has an average hydraulic conductivity of 1.2 feet per day. The average groundwater velocity is estimated to be 0.12 feet per day (44 feet per year), based on the average groundwater gradient from the March 15, 2006 water level measurements and an estimated effective porosity of thirty percent. The wells were first purged of one to two well volumes of water, or until dry, at a low flow rate with a peristaltic pump. After allowing the wells to recharge, groundwater samples were collected and placed in laboratory prepared containers. The groundwater samples were maintained on ice until delivered to Pace Analytical in Huntersville, North Carolina. The samples were analyzed for VOCs by Method 8260 and metabolic acids to monitor contaminant levels at the site and metabolism of HRC. 5.0 GROUNDWATER ANALYTICAL RESULTS The groundwater field analysis generally indicates that the subsurface environment is within acceptable limits for biodegradation to occur. Conductivity is recorded for quality control and sampling consistency. The field measurements recorded on March 15, 2006 are summarized in Table 3, which includes the preferred conditions for natural biodegradation of chlorinated compounds within the groundwater plume. Groundwater sample analytical results indicate that volatile organic acids were detected in all eight water samples collected on March 15, 2006. Volatile organic acids or metabolic acids indicate the presence and metabolism of HRC. Analytical results for volatile organic acids are summarized in Table 4 Groundwater sample analytical results indicate that several VOCs were detected in the monitoring wells sampled. PCE was detected at levels exceeding the state groundwater standard in monitoring wells DW- 2, MW-6R, MW-9, MW-10, MW-11, and DW-19. PCE concentrations in monitoring well MW-9 increased slightly since the previous sampling event. PCE concentrations in monitoring wells DW-2, MW-6R, MW-10, MW-11, and DW-19 decreased since the previous sampling event. A PCE isoconcentration map is shown on Figure 5. TCE was detected at levels exceeding the state groundwater standard in monitoring wells MW-6R, MW7, MW-9, MW-10, and MW-11. Cis-1,2-DCE was detected at levels exceeding the state groundwater standard in monitoring wells in MW-9, MW-13, and DW-16. Vinyl Chloride was detected at a level exceeding the state groundwater standard in monitoring well MW- 9. A summary of historical VOC analytical results is provided in Table 5. Page 5 Mr. Louis Schaab, Allied Capital Corporation April 14, 2006 Fairchild Industrial Products Company, Winston-Salem, North Carolina Trigon Project No. 042-05-154 6.0 CONCLUSIONS AND RECOMMENDATIONS In general, the most definitive evidence of biodegradation of contaminants in groundwater is the reduction in contaminant concentrations and the presence of the constituents into which the contaminants degrade. PCE concentrations have shown general decreasing trends in monitoring wells MW-6R, MW-7, MW-9, MW-11, MW-13, DW-16, and DW-19. The presence of daughter products of dechlorination of PCE in monitoring wells MW-6R, MW-7, MW-9, MW-10, MW-11, DW-16, DW-17, DW-18, and DW- 19 also indicates degradation is occurring. Metabolic acid concentrations in monitoring wells DW-2, MW-6R, , MW-9, MW-10, MW-11, MW-13, DW-16, and DW-19 indicate that HRC is influencing the subsurface environment in the vicinity of each of the monitoring wells with elevated contaminant levels. Based on the results of the monitoring event, we recommend the continuation of corrective action monitoring on a quarterly schedule. The next monitoring event should be scheduled for mid -June 2006. The current corrective action program could be augmented by additional injection of HRC upgradient of MW-6R, MW-9, MW-10, and MW-11. We recommend addition and/or alteration of injection wells in the vicinity of MW-9 and MW-11.
