within Pages Creek to provide docking space for 4 vessels.

9. PROJECT DESCRIPTION
The project site is located at 808 Santa Maria Avenue. To locate the property from Market Street (NC
Highway17), turn onto Porter's Neck Road and travel approximately 1 mile east. Turn Right on
Edgewater Club Road and continue east for approximately 1 mile until it reaches Sea Shell Lane. Turn
right onto Sea Shell Lane until you reach Arjean Drive. Turn left onto Arjean Drive and travel east
approximately 0.25 miles until it terminates onto Santa Maria Avenue. The property of interest will be
located on the right. The applicant maintains a single-family residence on the 1.11 acre property. The
lot is 200 feet wide and approximately 566 feet in depth from the street to the water. There are currently
no water dependent structures on the property. The property's elevation varies between 6-24 feet
above mean sea level (MSL) and is vegetated with lawn grasses, hardwood trees and ornamental
landscaping. Waterward of the highground, the elevation of the property transitions significantly
towards the shoreline in an area of coastal marsh that ranges from approximately 100 feet to 200 feet
in width. This area of marsh consists primarily of smooth cordgrass (Spartina alterniflora). There is an
area of significant live oyster bed that is located waterward of the marsh on the western portion of the
property. The property is adjacent to a man-made channel, locally known as Everett's Creek, on the
north side of Pages Creek, which measures approximately 91 feet across. There are existing private
docking facilities upstream and downstream of the property within Everett's Creek.
The Wilmington-New Hanover County CAMA Land Use Plan classifies the area as Conservation. There
are no known archaeological sites located within the immediate vicinity of the proposed project. The
waters of Pages Creek are classified as SA, by the NC Division of Water Quality. The waters adjacent
to the project area are designated as a Secondary Nursery Area by the NC Division of Marine
Fisheries, and they are not OPEN for the harvesting of shellfish.
10. PROPOSED PROJECT
The applicant proposes the construction of a private docking facility within Pages Creek to provide
docking space for 4 vessels. A new access pier, measuring 154 feet in length by 6 feet in width would
extend over the marsh towards Everett's Creek. The pier would terminate into a covered platform,
measuring 14 feet in length by 18 feet in width, located entirely over open water. An access ramp
would lead onto a floating dock, measuring 72 feet in length by 6 feet in width that would run parallel to
the shoreline and channel. A boatlift, measuring 12 feet in length by 12 feet in width would be installed
on the western end of the floating dock. According to the application, water depth in the vicinity of the
proposed floating dock and boatlift range from approximately -2 feet to -3 feet at normal low water
(NLW) at the location of the proposed structures. The proposed structures would be located in an
intertidal area avoiding the live oyster bed. The structures would extend approximately 22.5 feet into a
waterbody, which measures approximately 91 feet across. As proposed the docking facility would
provide mooring for four (4) vessels.
11. ANTICIPATED IMPACTS
As proposed, the project would result in the shading of approximately 720 sq. feet of coastal wetlands.
The covered platform, floating dock and boatlift would incorporate 828 square feet of Public Trust Area
and Estuarine Waters. The proposed structures would be located within the applicant's riparian access
area and would be located approximately 18 feet from the adjacent riparian property owner to the east
and approximately 30 feet from the adjacent riparian property owner to the west. The proposed
structures would extend approximately 22.5 feet into a waterbody that measures approximately 91 feet
in width, as proposed the structures would meet, but not exceed the %4 width limitation. Distance of the
waterbody was interpolated between two areas of coastal marsh on the other side of Everett's Creek.
A vessel moored on the lift could increase the potential for restricted navigation and congestion by
extending over the channel portion of the waterbody.
