PROJECT SUMMARY: The applicant is proposing to demolish the existing pier and reconstruct a private 5-slip docking facility. Betts Family, LLC Page Two 9. PROJECT DESCRIPTION: The project site is located at 1188 N. Anderson Blvd., adjacent to Banks Channel, in Topsail Beach, Pender County. To get to the site from Wilmington, take US Hwy 17 North to NC Hwy 210. Turn right onto NC Hwy 210 and continue to NC Hwy 50. Turn right onto NC Hwy 50. Travel across the swing bridge to the stoplight. Turn right onto NC Hwy 50. Travel approximately 7.5 miles to Clark Avenue. Turn right onto Clark Avenue and turn left at the stop sign onto Carolina Boulevard. The property is located on the right hand side. The property is approximately 6,900 ft.2. The current elevation of the property ranges from 4' above normal water level to approximately 6' above normal high water. The project site is adjacent to Carolina Boulevard to the east, residential property to the north and south, and Banks Channel to the west. Existing manmade features on the site include a residential dwelling, a bulkhead and a private docking facility. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. The width of Banks Channel in this location is approximately 1170 feet and the existing docking facility is approximately 350 feet from the edge of the federally maintained channel. Water depths range from approximately -2 at Normal Low Water adjacent to the bulkhead to approximately -7 feet at Normal Low Water level waterward of the bulkhead 80 feet. The Topsail Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated Banks Channel as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. 10. PROPOSED PROJECT: The applicant is proposing to demolish the existing docking facility and construct a private 5-slip docking facility. The proposed docking facility would include a 30 feet long by 6 feet wide fixed shore side dock aligned waterward of the bulkhead and the center of the property. The fixed dock would be aligned to maintain the 15 foot setback from both the adjacent riparian properties on both sides. Extending from the southern end of the shore side fixed dock would be a 6 feet wide by 4 feet long fixed pier that would be connected via ramp to a 44 feet long by 6 feet wide floating dock extending waterward of the bulkhead. The floating dock would have a 24 feet long by 10 feet wide floating "L-head" platform extending in a northerly direction from the floating pier. A 3 feet wide by 23 feet long floating finger pier is proposed along the floating dock and would also extend in a northerly direction. The applicant is proposing to install a 13 feet wide by 13 feet long boatlift in the slip that would be created between the proposed `L-head" platform and proposed finger pier. An 8 feet wide by 12 feet long jet-ski lift along the fixed shore side dock is also proposed. As proposed the facility would provide 5 wet slips for the private use of the property owners of 1514 Carolina Boulevard. Water depths range from approximately -2 at Normal Low Water level adjacent to the bulkhead to approximately -7 feet at Normal Low Water level at the waterward end of the proposed floating dock. The width of Banks Channel in this location is approximately 1170 feet and the edge of the federally maintained channel is approximately 335 feet waterward of the bulkhead. The proposed docking facility would extend approximately 68 feet into Banks Channel. 11. ANTICIPATED IMPACTS The proposed dock would incorporate approximately 453 ft.2 of Estuarine and Public Trust Waters. The dock construction would likely result in a temporary increase in turbidity. Snider Date: July 14, 2010 Office: Wilmington Project Narrative The Betts Family Dock project will consist of removal of existing 8 x 16 floating dock and installation of new floating dock system that will include a 10 x 24 end, a 6 x 44 floating walkway, and a 3 x 23 finger dock. There will be a 13 x 13 boat lift, as well as an 8 x 12 jet ski lift. There will be a-total of 5 slips. There will be a fixed portion against the bulkhead measuring 6 x 30. The jet ski lift will be roughly in the center of this section. In front of the fixed 6 x 30 section will be a fixed 4 x 6 section, to which the 3 x 15 gangway will attach.
